Attorney Couriney reviewed his Netter of March 10, l969, in whtch Ae gave his opinion
on the Cyclone Cytinder proposed by Internatio�aY Paper Canparty in cannection wfth
their scrap system. The council agread wiYh Attorney Courtney'a reco�ndatlon that
the cyclone be treated as a variance under the Zoning Ordinance. Cierk Adminisirai`or
requesfed to tn4orm Onternationai Paper Company of this decision.

foliowed until rre are assured of the HUD grant; he suggested gettEng appraisals
immediately for the lands and prepae�ing for carsdemnation. Attorney Courtney was

regarding the construction of utilities before Red Fox Road Is (mproved. Engineer
Lurrd recommended thafi one contrsctor he awarded �he bid for the ent3re improvement.
Ne informed th� couricii that if �he county 6�ts the bid, it requires a deposit from
tfie Vitlage to cover the bld price. Englneer Lund requested to obtain the county'S
financTai requirements.

RESOI.UTION RELATING TO ABATEMENT OF
ASSESSI�ITS ON PROPERTY ACQUIRID BY THE
VILI�AGE OF ARDEN HILLS
•
WHEREAS, the Village of Arden Hills, by Warranty Deed dated April 19,
1968, has now acquired from ConYrol Data Corporation the following property
in the Village of Arden Hills for general village purposes, to-wit:
The West 190 feet of the North 150 feet of the South 2162
feet of the East one-half (EZ) of the Southeast Quarter
(SE4) of Section Twenty Two (22), Township Thirty (30),
Range Twenty Three (23), Ramsey County, Minnesota, except
the West 40 feet thereof which is dedicated for public road-
way and public utility purposes,
and
WHEREAS, the assessment ro11 for Sanitary Sewer Improvement No. 6
adopted November 1, 1963 and was filed and certified to the Ramsey
County Auditor on December 3, 1963, for the purpose of including installments
thereof to be collected along with real estate taxes commencing in 1964,
and
WHEREAS, the assessments forsaid Improvement have been duly apportioned
by the Village of Arden Hi11s to allocate a portion of said assessment to
theabove described tract, and
WHEREAS, it is desirable that said assessments as apportioned to the
above parcel be abated and annulled,
NOW THEREFORE� BE IT RESOLVID by the Village Council of the Village of

Arden Hills that the entire assessment remaining due as apportioned as against
the aPoresaid tract, including the portion thereon payable in the year 1969,
which total apportionment to this parcel, pursuant to action taken by the
Council in July of 1968, was in the amount o£ One Hundred Fi£ty-Nine Dollars
Twenty-Five Cents ($159.25), be and it hereby is in a11 things annulled,
canceled and abated,

Pursuant to due caLl and notice thereof, a regular meeting
4uly held at the village Hall in said village on Monday, the lOth
• day of March, 1969, at 8:00 o'clock p. m.
The following members were preaent: Bjorndahl, Crepeau,
Hollenhorst, and Henderson; and the following was absent: Olmen.
Councilman Hollenhorst introduced the following resolution
of the Village Council of the Village of Arden Hille, Minnesota was
and moved its adoption:
RESOLUTION APPROVING ENGINEERS
PRELINiTI�.RY REPORT AND PROVIDING
FOR PUBLIC HEARING ON SANITARY
SEWER IMPROVEMENT NO. 12
BE IT RESOLVED by the Council of the Village of Arden Hills
as follows:
1. By resolution adopted heretofore, the Council has
directed Hanister Engineering Company to prepare a preliminary
report as to the feasibility of a proposed improvement consisting
of the construction of lateral sewers and appurtenances and lift
station and force main to give immediate service to the northweat
corner of the village, together with a main aewaqe pumping
station and force main to serve as an outlet for the entire north
area of the village in the area generally north of Intarstate
Highway 694, east of Tnterstate Highway 35W, except the area
previously included in Sanitary Sewer Improvement No. 6. Banister
Engineering was also directed to include in the report the
estimated cost of the proposed improvement and as to whether such
improvement should best be made as proposed or in connection with
some other improvement. The preliminary report and cost estimate
have been submitted by Che engineers and considered by the Council
and are hereby approved and directed to be placed on file in the
office of the ;7illage Administrative Clerk. The improvement
• proposed to be made in the general manner set forth in the report
is designated as Sanitary Sewer Improvement P1o. 12.

2. The Council shall meet at the Village Hall, 1450 west
Highw ay 96� fn safd village, on April 14, 1969 at 8:00 o'clock p.m,
for.the purpdge bf f�olding a public hearing on the proposed
improvement undeY and pursuant to the provision� of Minnesota
Statutes, Ch�pte� 4�9; as amended, and the Clerk is 2i�Yeby

VILI.AGE OF ARDEN HILLS, MINNESOTA
NOTICE IS E�REBY GIVEN that the Couneil of the Village of
Arden Hills, Minnesota, will meet at the village Hall, 1450 weat
Highway 96, in said village, on the 14th day of April, 1969, at
8:00 o'clock p, m., to hold a public hearing pursuant to Minnesota
Statutea, Chapter 429, as amended, on proposed Sanitary Sewer
Improvement No. 12 consisting of the construction of lateral aewer�
and appurtenances and lift station and force main to give immediate
S service to the northweet corner of the village, together with a
main sewage ptunping atation and force main to serve as an outlet
for the entire north erea of the village in the area generally
north of Interstate Highway 694, east of Interstate Highway 35W,
except the area previously included in Sanitary Sewer Improvement
DTo. 6. The foreqoing is all substantially in accordance with a
preliminary engineerinq report which is now on file and open to
public inspection in the office of the Village Adminietrative Clerk.
The cost of the improvement is presently estimated at
approximately $261,600.00. The area proposed to be asaessed for the
improvement shall be all those parcels of property lying within the
following boundary:
Beginning at the Northeast corner of Section 22, T. 30,
R. 23 thence weaterly alonq the north line of Section 22
said north line also being the centerline of S.T.H. 96;
for a distance of approximately 7540 feet to the
centerline of S.T.H. 10, thence northwest along said
centerline of T.H. 10 for a diatance of approximately
3390 feet which intexsects the east-west centerline of
Section 16. T. 30, R, 23; thence west along said
east-west l.ine for a distance of approximately 600 feet
to the centerline of Interstate Highway 35-W; thence
South along said centerline for a distance of approacimately
5310 feet to a point on the north line of the Southwest 1/4
oE SeCtion 21, T. 30, R. 23, said point being approximately
720 feet east of the northwest corner of said Southwest
1/4, thence East along said line for a distance of
appxoximately 3235 feet to the northwest corner of
northeast 1/4 of the southeast 1/4 of saction 21, T.30,
R. 23; thence south approximately 1320 feet to the
southwest cnrner of the northeast 1/4 of the southeast 1/4

mined to be as stated in the foregoing notice, as fully as
though the same were separately set forth and resolved herein.
The motion for the adoption of the foregoing resolution
was duly seconded by Councilman Crepeau and upon vote being taken

Hills, Nli.nnesota. was held in the Village Hall on March ]�,

The Village Clerk Administrator presented to the Council
the proposed assessment roll for Sanitary Sewer Improvement
No. 10 prepared by her with the assistance of the engineers
as directed by the Council on February 24; 1969, and reported that
the assessment roll is now on file in her office and open to
public inspection.

Niinnesota, that the proposed assessment roll for Sanitary Sewer
Improvement iVo. 10 now on file and cipen to public inspection in
the office of the Village Clerk Administrator, is approved, and
the Clerk is directed to publish and mail notice that the Council
will meet to consider the proposed assessment on April 14, 1969,
at the Village Hall in the Village of Arden Hills, at 8e00
o'clock P.M. �g notice shall state the date, time and place of
the meeting, the general nature of said improvement,_the area
proposed to be assessed, that the proposed assessment roll is on
• file with the Clerk, 8nd that written or oral objections thereto
by any property owner will be considered. It shall be published
in the official newspaper o£ the Village at least once, and shall
be mailed to the� owner of each parcel described in the assessment
roll, nat less than two weeks prior to the date of said meeting.
For the purpose of such mailed notice, owners of said parcels
shall be those shown as such as of March 14, 1969, on the
records of the County Treasurer. Every property owner whose
name does not appear on such records (other than owners of
property which is tax exempt or is taxed on a gross earnings
basis) shall be deemed to have waived such mailed notice unless he
has requested in writing that the County Treasurer 3nclude his
name on the records for this purpose.
