Request for Water and Sewer Utilities
Mr. All�n Dale inforreed the council tfiat he is considering constructing
apartments in the area betweeo Highway 35 and Round Lake, soutfi of
Htghway 96; he a�ked about the possJbility of both xater anA sewer
service.
Engineer lund informed him that a feasi�ility report for sewar had
been submitted to the Counctl, dated Oectember 9, 1968. Thls repo�t
recommended thafi tfiTs area be served througfi the Arden HLlfs system
rather than New 8righton, Regarding the xat�r service, Engineer Lund
stated that Tt is posslbls that New Brighton does not ha,v� the capacity
#or serv)ng �rater to this area.
Atty. Courtney Informed the council that the 54. Paul Wate� Contract
would have to be consTdered 6efore New Brighton cauld furnish water
to an areb in Arden Hiiis. Mr. Dale then asked it the same problems
would ext�t if he pianned his proposed development for fhe area west
of Highray 35.
Mayor BJorndahl and Engineer Lund both informed htm fihat s�rvtces from
New Brighton would probably be easier to obtain in that area.

January 24, 1969, sul�Ject to the incorporatton of the ehaa�es as
outlined Tn Atty. Courtney's letter of Febrnary 24, 1989; seconded
hy Councflman Henderson, motion carried.

Board has agreed to aecept e 54,800 assessment for thTs improvement.
Engineer Lund sfiated that fihe estimate�cost of this sewer proJect
was 85,800, but the actusl cost of the s�xer construciion N8s
E6,147.44 plus legal, ffscal and misceilaneous administrative cbsts.
There are on4y two properties involved - BetheP and 4he fibrary
properties.
Couneilman Henderson moved the adoptio� of a Resaiution, as atteched,
regardiag sanitary ssker improvement no. 1Q, scceptTng xork. deci�ring
cost to be assessed, and directing the p�eparation of tfie assesament
roll; seconded by Councilman 01men; motion carri�d.

REPORT OF MAYOR BJORNDAHL - Parks and Recreation and Hu�an Rights
Parks and Recreation Meetinc
Mayor Bjoradahl reported thet the commtttee Nili again ,try to pinnt
our own nursery by planting evergreens tn a portion ot perry Park;
the area will be ptowed and reptanted. The coa�mittee wLll request
atd from hhe Arden H[Ils Jaycees for this proJect and a'ir,o for the
upgrading and leveling of the bailfields. The committee pla�s to
estaDlish an urban beautification program and atte�spt to qusitfy
for a HUD grant.
Mayor BJorndahl reported thet the Blue lEne Club proposed to buTJd
a covered skating ri�k tn the north area at an estimated cost of
160,000. This Nould be a rink primarily for hockey practice Sthe�e
are about 800 Doys playtng hockey ia this area), but wouid be
avatlable tor f(gure and f�ee skating +xhen notused for hockey practice.
Groups would be charged an hourly rate; indivtduals wovld psy an
admission charge. The rink would be tiaanced by revenve bonds.
Several of these rinks have been built in the range erea a�d ha�e
been very successful.

a contract was duly entered into for the construction � an extension to
the sanitary sewen system of Arden Hi11s for approximately 560 feet on
County Road E-2, as described in the resolution of August 12, 1968�
and
WHERF.AS� said work has been completed and the Village Engineer has
recommended that said work be accepted as satisfactory,
NOW THEREFORE, be it resolved by the Village Council of Arden Hills,
Minnesota;
1. The work on the above project performed by Northdale Construction
Co., Inc „ pursuant to the contract therefor entered into with the Village
is hereby approved and accepted.
2. The total cost of said improvement, exclusive of legal, fiscal
and engineering cost, is $6,147.44, The cost of such improvement to
be specially assessed is hereby declared to be $5,800.00, with the
Village to pay from general available funds of the Village the balance of
the cost, including engineering, legal and fiscal fees, if any.
3. The Clerk-Administrator, with the assistance of the Village Engineer
shall forthwith calculate the proper amount to be specially assessed for
such improvement against every assessable lot, piece ot parcel of land within
• the district affected, without regard to cash valuation� as provided by law,

Pursuant to due call and notice thereof the Village Couacil
o£ the Village of Arden Hills met in regular session at the
• Village Hall on Monday, the 24th day of February, 1369, at B:00
o'clock p.m.

BE IT RESOLVED by the Council. of the Village of Arden Hilla
as followse
1. The village has heretofore instituted proaeedings in
connection with the construction of Consolidated Water Improvements
numbered 68-2 and 68-3, pursuant to and in accordance w3th the
provisions of Minnesota Statutes, Chapter 429, as amended. The
proceedings for each of said improvements were instituted in
1968, and Yiavdng lheen e£fectively instituted at aubstantially the
same dates, it is hereb� determined that said improvements,
although separately instituted, can be more economically completed
i£ consolidated and joined as one project for the purpose of
fnrther proceedings. Pursuant to the authority contained in
A9lnnesota Statutes, Section 435.56, the future proceedings for
these separate impzovements are hereby consolidated, and henceforth
. all proceedings shall be conducted in all respects as if the
various separate proceeciings had originally been instituted as one
proceeding.

2. The Council has heretofore directed Banister Engineering
Company, consulting englneers, 310 Snelling Avenue, Saint Paul,
Minnesota, to prepare preluainary reports as to the feasibility of
the proposed improvements lying generally south of Interstate
Highway 694, west of Valentine Lake and north of the Soo Line
Railroad right-of-way and also including a small portion of Arden
Hills lyinq south of the Soo Line Railroad right-of-way, west of
the Northern States Power right-of-way and north of a line approx-
imately 400 feet south of xudson Avenue, consiating of the con-
. struction of a trunk main, lateral mains, hydrants, servicea and
other appurtenances necessary for a complete system, and the
reconatruction of street surfaces damaged during the water main
construction; and also lying generally south of County Road E and
east of Lake Johanna exclusive of the areas ittcluded in Water
Improvementa 67-1, 67-2 and 68-1 consisting of the construction of
trunk and lateral water mains and necessary appurtenances, and the
estimated cost thereof, and as to whether such consolidated
improvements should best be made as proposed or in connection with
some other improvement. The preliminary reporta and cost esti.mate
have been submitted by the engineers and considered by the Council
and are hereby approved and directed to be placed on file in the
office of the Clerk Administrator. The improvement proposed to
be made in the general manner set forth in the reports is designated
as Consolidated Water Improvementa numbered 68-2 and 68-3.
3. The Council shall meet at the Little Theater in the
Mounds View High School, 1900 inT. County Road F, in said villaqe
on May 5, 1969, at 8:00 o'clock p.m. for the purpose of holding a
public hearing on the proposed consolidated i.mprovements under and
pursuant to the provisions of i�innesota Statutes, Chapter 429, as
amended, and the clerk is hereby authorized and directed to cause
notice of the time, place and purpose of that meeting to be pub-
lished twi�ce in the official newspaper, New Brighton Bulletin,
which publications shall be a week apart, and the second publication
shall be not lesa than three days beEore the date of the hearing.
Pursuant to P.7.S. 429,031, Subdivision 1, notice shall also be
mailed to the owner of each parcel within the area proposed to be
assessed not less than 10 days prior to such hearing.
