Crepeau, Jr., Councllmen Ward Hanson, Robert Woodburn. Absent: Councilmen Charles Crichton, James Wingert. Also Present: Englneer ponald Ct�ristoffarsen, Rofand Dant, Dennis LaFrance, John Rebane, Clerk Administrator Charlotte McNiesh. Purpose of Meetinq - The Special Meettng was caiied to review Storm Drainage Improve- ment No. T4-! Revised as it rela�es to the Land 0'Lakes site. REPORT OF ENGINEER DOPdALD CHRiSTOFFERSEN The detention basins and storm drai�age pipes on the land 0'Lakes s(te were revfewed In detall. Christoffersen noted that about I'I 102t acres of land are In detentlon basins on the 48 acre s{te. Storm drainage plan is compatibie with Land 0°Lakes proposed de- ve8opment and possible fufiure expansion; cost estlmates in storm dratnage feasibility report, oot including land costs, are ap- prox6mately $2,500 to E2,700 per acre. Land 0'Lakes pians cail for a c{ear water pond at Detention Basin A-3, extra excavetton to prov�de for clear water pond �ouid be a Land OTlakes responsi- btlity. Christoffersen estimated there would be about 75,000 cubic yards of excess dtrt from preparing detention basins on the site; there was some discussion re the possibiiity o4 Land 0'Lakes using ?his materiaf for bermtng, etc. on their site. Roland Dant noted that Ordinance requfres dedlcation of St acres, Land 0°Lakes wbll incur speciaf assessments for the storm drafnage improvement and extra cost to deepen Basin A-3 to pro- vtda cfear water pond. Plans are to start constructton in June. 8979, coordinatfon of storm drainage project and Land O�Lakes site grading seem essentdal. Quastion was raised whether Land 0'Lakes contractor could do all of the grading and excavating of ponds and, if so, how could City pay back fhese costs and tncorporate them in the assessmant roll. Attorney John Rebane suggested the possibiifty of a joint venture 6etwee� the City and Land 0°Lakes. Aftes further discussbon, it was determined that attorneys and engtneers for the City and Land 0'Lakes should meet the week of �prf! 9th to recommend: I. Mechantcs of land dedication. 2. Possibility of join�t venture to accomplish grading. 3. Fllternatives as to who does grading. 4. Dleed for appraisa! if purcErase price of site is known. Note: Fo;Bowing tAe meettng, it was decided that Bond Counsel Pat�r Popovich also attend the meeting.
