Courtney stated thet thia hearing was held ae outlined in the Building Code, Chspter 1, Paragraphs 36 �nd 37. He then read Paragraph 37 1n its entirety, B9agor Kennedy read lettera aoncerning the two propertiea from the Winfield Weata Village Plumbing Ioapector, and Ed Salverda, Village Electrical Inapeatora Mr. Nrest stated in hia letter, dated Au�uat 7, 1963, that tha Grotto Club xould require entirely new aysteme foT both water and dreinage. The plumbing in the Stephenaon huilding does not meet the Village Code 8nd wae done without a permit or inspectiop, Mr. Selverda reported in hia latter, dated August 14, 1963a that the Grotto Club has no electricel aervice to the buildin�; and no � eervioe ia posaible under the yresent conditions. Mayor Kennedy then asked i£ anyone present wfshed to make a statem ment ooncerning the (3rotto Club coodemnation = no reaponse. Trustee Crepeau moned, seconded by Trustee Olmen, that the hearing � be closed and Qotion deferred until September 17, 1963, to ellow Mrs. Arneoon time to sell the property or make arrangementa to have the buiZdinga demolished; motion carried. STEPHENSON PROPERTY • Claq Kelleq, Building Inspector, briefly expleined the condition of the buildin� atating that 30;$ of the front ia not encicaed and aubject to being windawept; a portion of the main level ie aupported bq 2 x 4.poata only, and that aeveral other atructura2 def'ecta alao exiata He reco�nended condemnationo Mro. 3taphenaon egreod that the appesrance of the buiiding is deplorm able. iie atated thet he was not aware of an expiration date on the building permit., ldr. 3tephenaon explsined that he had applied �'or a variance in the building code in Julq 1960, which was not granted until April 1961. After this delay, s finanaisl diff�culty developed due to the death of his brothar, and, recently an autom mobile gccidant hea hindered progresa on the buildinge Mr. 3tepheneon informed the Counail that the mate�isl for the extario: of the building - the roofing and the aSding, are on the premises at thia time and will be oompleted within 30 days. He explained that the exieting wiring ia tempor�ry and intends to completely rer�ire the houaeo Mayor Kennedy inquired as to the ownership of the property and Mr, Stephenson adawered that he ia not in arrears on hia contraet Yor deed, end Mr. Qunn, the Pee owner, is aware of thia hearing and aould hsne appeared at this meeting if rec,ueated„ Mr. Kelley informed the Counoil that the aode ia not concerned with the eppearance of the building, but with the eafety oP tha structuree and that certain aspeata of tha structure ahould be corrected i�unediatelq, The me�in problem ia the opep ares which oould reault in the complete aollap'ing of the building froan high Aind; there sre three or four other areas which nead immediate carreotion.
