Gentlemen:
Recent developments within the Village of Arden Hills have made it appear practical
and timely that the Village consider immediately the necessary steps which might lead to
•the construction of a partial water system for the easterly portion of the Village. As
you are undoubtedly aware, Control Data Corporation is now constructing the first build-
ing of their industrial plant. Control DatA must be provided water for fire fighting
in the form of overhead storage prior to the opening of their plant which is established
as late in 1963. If this is to be municipally supplied water, our council must act with-
out delay.
Accordingly,the Village of Arden Sills is contemplating theroviderthesenfacilitiesnwhich
facilities by the Village rather than having Control Data p
probably would not readily integrate into an eventual municipal system. Further�thei�i�
wi11 6e other needs for a municipal water system, particularly iror fire protection, by
other large users following in the very near future.
`.,,.,, For the foregoing reasons, the Village of Arden Hillspin considering sources of water,
/+�+? §eae arrived at the conclusion that they have two possibilities with an alternative third
available to them. 1he first source, of course, would be to conatiucf Te�eWVillageth A
necessary pumping equipment and utilize these for a source of �ugp Y
second possibiiity is that the Village of &oseville would provide water to Arden Hills
from the City of St. Paul. Our engineers, Banister Bngineering Company, adviae that this
has been considered in the past by Roseville in planning its system. We further recognize
that in negotiations with the City of St. Paul in 1962, that the needs of a portion of
Arden Hills were considered in the preparation and ultimate conclusion in the matter of
a contract between Roseville and St. Paul. A third alternative possibility would be for
the Village of Arden Hills to construct deep wells for utilization for a short period,
followed hy an ultimate connection with the Village of Roseville, with the deep wells
to then be abandoned.
Taking in account the above matters and the urgency of taking steps to provide water to
Control Data, if the Village is to do so, we are desirous that the following questions
he answered at the earliest possible date by your Council so that we may reach a desision
as to which procedure we might follow.

The date at which water would be available to Arden Hills at approximately
the intersection of Glen Hill Road (County Road D) and Hamline Avenue.
The cost to Arden Hills for the enlargement of Roseville mains necessary to
convey water to the above point and the basis upan which such costs would Ue
calculated. The location of these mains is also of interest.

so that we should know approximately the amount of effected Rosevil3e water
main.
� 4. The volumetric charges which Roseville would make to Arden Hills for St. Pau1
water, pur assumption is that these would be the St. Paul charges per unit
of volvme plus additional costs for Roseville pumpage. We should advise fhat
it wi11 be necessary for Arden Hi11s to in turn boost the Roseville pressure
for the north easterly initial portion of the system.
We understand from our engineers that they have discussed this matter briefly with your
Village Engineer, Mr. Hanson, and your Village Administrator, Mr. Turnlund.
We should appreciate an early answer to the foregoing since it is imperative that if the
Village of Arden Hills is to take such steps, that legal requirements make it necesaary
that these be commenced at the earliest possible date. We feel that an answer from
Roseville by May 8, 1963, is necessary.

Caaapany, consulting engineers, 310 Snelling Avenue, St. Paul,
Minnesota, to prepare a preliminary report as to the feaaibility
of a propased improvem�n� consiating of th� conatruc;tiori o£
facilltiea needed for supplying and distributing water w3thin a
substantial area of the Village, as described in the notice set
forth below, and the �sti.mated cost thereof, and as to wh�ther
euch improvement should best be made as proposed or in coru�ection
wlth sane other improvement. The preliminary report arid cost
estimate have been submitted by the enqineers and considered by
the Council and are hereby approved and directedto be placed on
fil� in the office of the Clerk. The improve�nt proposed to be

wHEREAS, pursuant to a resolution passed by the village Council
or, April S, Z963, Banister Engineering Co. has prepared plans and
specifications for Project No. 2 of Sanitary Sewer Improvement
No. 6 and have presented such plans and specifications to the
Council for approval,
THEREFORE, BE IT RSSOLVED SY THE VILLAGE COUNCIL OF ARAF�T
HILLS, MINNEw�PA:
1. Such plans and specifications, copies of whiah are attached
hereto, and made a part hereof, are hereby approved.
2. The Village Clerk shall prepare and cause to be inserted
in the New Brighton Bulletin, the officisl paper. and in the
Construction Bulletin, an advertisement for bids upon the malcing
of such imp.rovement under such approved plans and specifications.
The advertisement shall be published as required by law, shall
specify the wor$ to be done, ahall call fo.r bids upon the basis
of a cash payment for such work, shall state that bids will be
received, opened and tabulated by the village Clerk, the duly
desiqnated representative of the Vi2lage Council of Arden Si11s,
at 2:00 o°clock P.AR. on the 27th day of May, 1963, for subsequent
consideration by the village Counc3l. No bide will be considered
unlesa sealed and filed with the clerk and accompanied by a bid
bond, cash deposit, or certified check payable to the elerk for
ten per cent {1096) of the amount of such bide

resentative of the Villags Council of Arden Hills, at the Village
Hall in the ViZlage of Arden Sills, Minnesota, at 2:00 o'clock P.M..
on the 27th day of May, 1963, at which time the bids wiil be
publicly opened and read aloud for the construction of Sanitary
Sewer Improvenent No. 6, and then tabulated and subseyuently con-

ae prepared by the Banister Engineering Company, 310 North Snelling
Avenue, St. Paul 4, Minnesota, may be seen at the office of the
Village Clerk, 1450 west Highway 96, Arden Hills, Minnesota; at
the office of the above named Engineers, and at the Buil.ders
Excha�nges locatad in St. Paul and Minneapolis, Minnesota.
Each bid shall be aceompanied by bidder's bond, certified check,
or caeh deposit in an amount ecruai to at least ten (1096) per cent
of the amount of the bid which shall be forfeited to the Village in
the event the successful bidder fails to enter into a contract.
The villege Council reserves the right to retain the deposits of the
three loweat bidders for a period not to exceed thirty (30) days
after the date and time set for the opening of bids. No bid may
be withdrawn for a period of thirty (30) dayg after the date and
time set for the opening of bids.
Payment to the Contractors will be bp check or cash.
Contractors desiring a copy of the proposal form, plans and speci-
fications, may obtain them from the office of the above named
Engineers upon payment of a doposit of $20,00, all of which will
be refunded to all bona fide biddexs, providi.ng said plana and
speci#ications are returne8 in good conditian within fifteen (15)
days after the date set for the opening of bids. A bona fide
bidder is one who actually signs and �ubmits a bid. No money will
be refunded to any person who ob�ains plans and specifications and
does not submit a bid to the Owner.

Arden Hills, Minneeota, will meet at the Council Chambers in the
Village Hall on tha 27 day of May, 1963, at 8:00 o'clock P.M.,
to hold a public hearing pursuant to Minnesota S�atutes, 1961,
Chapter 429, on a propased Sanitary Sewer Improv�nent No. 6
consisting of laying a sanitary sewer system composed of trunks,
laterals and necessaxy appurtenances within the area described
below, all substantially in accordance with a preliminary
engineering report which is now on file and open to publie inspec-
tion in the ofiice of the Village Clerk, such sewage to 'be dis-
charged into the Roseville public sanitary aewer syst�n through
connections previously authorized.
The cost of the improvement is presently estima�ed at
approximately $120,300. The area proposed to be assessed for
the improvement includes the properties �ituated wi.thin the
following descrfpfion:

aouth and east of the xiqht of way of State Trunk
