MInutes of Special Council Meeting

Ca II to Order
The meeting was cal led to order at 6:00 p.m. by Mayor Crepeau.
Roll Call
Present: Mayor Crepeau, Councilmen Olmen and HerrIck
Absent: Councilmen Hollenhorst and Henderson
Also Present: Clerk Administrator Lorralna Stromquist, Attorney
Vincent P. Courtney and ~r. Richard M. O'Kelly
Appointment of Vlllaqe Treasurer
Motion was made by Herrick, seconded by Olmen, that Mr. RIchard M.
.D'~elly be appointed to the office of Village Treasurer fo fulfill
the unexpired term of Worth G. Read; appointment effectIve June 23,
1971 through December 31, 1971; motion carrIed unanimously.
Mr. O'Kelly submItted his resignation as ChaIrman of the Village
Finance Committee. The Council accepted the resignation and
commended Mr. O'Kelly for hIs past services In that capacIty.
Mr. O'Kelly was sworn Into office by Attorney Courtney.
Administration of Treasurer DutIes and Records
Mr. O'Kelly announced that hIs records as Village Treasurer wIll
be kept on fIle at the Village office on a separate basIs from
the accounting records of the Clerk Administrator. He requested
that a member of the Village office staff be assigned the clerIcal
duties of book entry and filing of such records. The Council
authorized Mrs. Stromquls' to assign an employee to this positIon,
stating that while such employee Is actIng In this capacity She Is
to be under the directIon of Treasurer O'Kelly. The amount of
tIme required for such clerical dutIes was estimated to be I hour
per day. The Council further directed Mrs. Stromquist to provide
said service from the existing office staff on an overtime basIs,
such time to be over and above regular office hours and present
overtIme beIng worked.
Meeting with VlllaQe Auditor
Mayor Crepeau and Mr. O'Kelly agreed to schedule a meeting wIth
Village Auditor John Mattila to review th~ Treasurer's record
system and to determine how former Treasurer Worth G. Read's
records should be filed.
Mrs. Stromquist reported that Mr. Read's past records have been
turned over to the Vi Ilage by Mrs. Worth Read, and are now stored
at the Village office.
Treasurer's SiQnature on Vlllace Checks
Mrs. Stromquist was requested to have the necessary bank resolutIons
and signature cards ready at the meeting of June 28 for Council
actIon to authorize ~r. O'Kelly to sign Vii laga checks.
It was agreed upon ~y the Councl I and Treasurer O'Kelly that Clerk
Administrator Stromquist be authorized to use a signature stamp
for Treasurer O'Kelly's signature on Village checks In his absence
due to out of town trips and when legal pr necessary In order to
pay routine paymants due or bills Involving discounts for prompt
payment.

Investments
The Village investment program was discussed. Mr. O'Kelly was
assigned the duties of overseeing and Investing Village Idle
funds; the procedure for such program to be discussed with
Auditor Matti la.
AdJournment
The meeting was adjourned at 6:30 p.m.
