I of the 1971 legislation re- quiring that a surcharge be paid on all Building Permits to the state, commencing July I, 1971. After discussion, L. :;tromquist was requested to obtain additional Information from the ~;tate Department of AdministratIon and copies of the Minnesota Bulldln~ Code for use by the Building Inspector, Attorney and Village office. J. Hollenhorst moved t~at the Council authorize the Clerk Administrator to start collecting thl' required surcharge on July I, 1971; seconded by R. Herrick. Motion carried unanimously. The Council referred the "Eurcharge" to the Finance Committee for study and Its report to thf Council. Calph Claim After review of Attorney CC\lrtney's letter of June 4, 1971, G. REPORT OF V:LLAGE ENGINEER DONALD LUND (absent no report) REPORT OF COUNCILMAN JOHN HOLLENHORST - Planning an4 Zoning C~~' No. 70-48, Mobile Home Court Ordinance. r-Hollenhorst moved that the Council approve the amended draft of the 'Jblle Home Court Ordinance, dated 6/1/71, and that It be given Its, second reading; seconded by G. Henderson. Motion carried. (Crepeau, Henderson and Hollenhorst voting In favor of the motion. Herrick voting In opposition.) Case No. 71-17. Street Lighting. After J. Hotlenhorst advised the Council of the Planning Commission's recommendation that the Council not approve the street lighting plan as proposed, the Council tabled the matter. Ramsey County Park and Open Space System J. Hollenhorst distributed copies of a Resolution, prepared by Planner R. Shetler, and a map Indicating the area that the Planning Commission recommends that the Council encourage the Ramsey County Board of Commissioners to Include In the Ramsey County Open Space System. Mr. Forrest Bear, Parks and Recreation Committee member, commended and encouraged the Council and PlannIng Commission In their efforts to participate In the Ramsey County Open Space System and advised that the Parks and Recreation Committee has also been pursuing the preserva- tion of wet lands, and requested that the Council Include addltionel areas, as Indicated on a map prepared by the Parks and Recreation Committee, as well 8S the area recommended by the Planning Commission In the map to be attached to the Resolution. After discussion, R. Sawyer III, to operate an electrical contractln~ business from his home at 1630 Glenvlew Court, as recommended by the Planning CommIssion; seconded by R. Herrick. Stromquist was requested to prepare the resolution, as amended, and amend the map to Include the areas submitted by Mr. Forrest Bear. L. Stromquist was authorized to submit the resolution to Mr. Swan, Ramsey County Board of Commissioners after Attorney Courtney determines that the Village retains veto power up until the time the land Is acquired by Ramsey County. Case No. 71-9 Bethel COllege Academic BUildings Plan J. Hollenhorst advised the Council that the Planning Commission recommends approval of a revised building location plan which shows the proposed buildings as six masses rather than five ma~ses, as originally approved, and moved that the Council concur with the Planning Commission's recommendation; seconded by G. Henderson. Motion carried unanimously. . Metro Park Bill J. Hollenhorst advised the Council of the proposed Metro Park Bill which provides the Metropolitan Council with the power to acquire land for park and open space by eminent domain and the power to tax. Mr. Maurice Johnson stated that the Bill (Senate File No.6) has passed the Senate but is meeting strong opposition in the House and has not passed the House to date. Case No. 71-10. Arden HI lis Sportsmen's Club - Rezoning and Special Use Permit Requests Tabled by the Council for up to sixty (60) days. REPORT OF COUNCILMA~ E. GRAY HENDERSON - Finance and Municipal Lands and Buildings G. Henderson reported that Dr. Sherwood Berg, Chairman of the Finance subcommittee studying VI I lage license fees, has presented a proposed SChedule of license fees for Council consideration and has referred the schedule to the Ordinance Review Commlt+ee for Its recommendations. The Council tabled the matter, pending recommendations. EIVlew Construction Company G. Henderson moved that t e Counc approve IVlew Construction Company Change Order No.3, to re-roof the Village Hall, authorizing the additional payment; seconded by J. Hollenhorst. Motion carried. (Crepeau, l1enderson & .Hollenhorst voting in favor of the motion; Herrick voting in opposition.) Bank Resolution G. Henderson moved that the Council adopt a Resolutlon,<No.____) authorizing rhe First National Bank of St. Paul, Rosevllle State Bank and The First State Bank of New Brighton to accept checks written through the month of June, 1971, signed only by Mayor Henry J. Crepeau, Jr. and Clerk Administrator Lorraine Stromquist; seconded by J. Hollen- horst. Motion carried unanimously. . N.S.P. Rates Meeting. G. Henderson reported that he attended a meeting on June 9, 1971 re the N.S.P. rate proposal, resulting from the Resolution passed by the Village of Arden Hil Is, and several other villages, objecting to the 8% electrical rate Increase. He advised that N.S.P. has agreed to the appointment of a steering committee to study the rate proposal and will accept suggestions emlna- tlng from the study. -3- , . . ",' \. ~"-" . . . ~ Minutes of Regular Council Meeting Page fou r June 14, 1971 REPORT OF COUNCILMAN STAN OLMEN - Public Works (absent) Marvin Kraft Letter Re Pond Level Mr. and Mrs. Marvin Kraft were present and requested t~e Council to join them In their request to Ramsey County to maintain the water level of the pond on their property so the tree stumps are covered. After review of Mr. Kraft's letter and a copy of a letter from Ramsey County to Mr. Kraft, J. Hollenhorst moved that the Council request Ramsey County to maintain the pond water level at an elevation high enough to cover the stumps; seconded by G. Henderson; Motion carried unanimously. (L. Stromquist was requested to contact Commissioner Ed Salverda and Engineer Deane Anklan In an effort to resolve the matter.) Snelling Avenue Petition A petition to permanently deaJend the Snelling Avenue service road, which runs between County Road E and Arden Place, at the County Road E end, was read. After discussion, the request was referred to the Public Works Committee for study and its recommendations to the Councl I. NSP Contract Renewal Requests The following N.S.P. contracts were referred to the Public Works Committee for Its recommendations to the Council: Overhead Street Lighting Service - letter of April IS, 1971 Municipal Water Pumping Contract - letter of April 14, 1971 Street Lighting Service - letter of April 13, 1971. REPORT OF COUNCILMAN RONALD HERRICK - Parks and Recreation, Human Rights and Ordinance Review Dumping of Grass Clippings on Private Property R. Herrick reported that several residents have Inquired If It Is permlss,lble to dump grass clippings and leaves on private property If they have the property owner's permission to do so. Attorney Courtney stated that If the consent of the property owner is obtained and the dumping Is not deemed to be of "land-fill" proportions, he believes that VI I lage Ordinances do not prohibit this type of dumping. REPORT OF MAYOR HENRY J. CREPEAU, JR. - General Government and Pub II c Safety Employee's Vacation Pay Request , Mayor Crepeau advised the County of an employee's request for permission to work during his vacation, Instead of taking the allotted time off, which actually results in his receiving double pay. After discussion, It was determined that no Council action would be taken, but the Council generally agreed that permission to grant requests of this nature to be based on individual circumstances. Metro Section, L.M.M. - Annual Meeting L. Stromquist was authorized by the Council to represent Arden Hills at the Metro Section, L.M.M. Annual Meeting on Wednesday, June 16, 1971. The Councilmen were also urged to attend, If possible. Lake Aircraft Control Mr. Maurice Johnson and Mr. Tom LynCh, residents on Lake Josephine, and Mr. Larry McGough, a resident on Lake Johanna, requested the Council to work with the County, State and Village of Rosevllle to prohibit aircraft from landing on the lakes In Arden Hills. -4- ~.:~ ~ J ...:....., >,~, . Oxygen Equipment Gift Mayor Crepeau reported to the Counc i I that Mr. and Mrs. Ke I th Wilson, 1120 Ingerson Road, have donated an oxygen tank and equipment to the Arden Hills, Pol ice Oepartment In appreciation of services rendered. ' Registration of Homes Housing Welfare Children The Council discussed the possible advisability of the Arden Hills Police Department obtaining a list of all homes In the Village which house welfare children. ... The matter was referred to the Public Safety Committee. REPORT OF CLERK ADMINISTRATOR LORRAINE STROMQUIST Dog Ordinance The Council referred the Dog Ordinance to the Planning Commission for Its consideration of a Dog and Cat Ordinance and Its recommen- dations to the Council.
