The motion carried unanimously. (4 ayes) Fill PermIt Re uest - Ramse Count Department Mr. Jim London, Dunkley Surfacing ompany, and Engineer Ken Weltzln, Ramsey County Highway Department, requested permission to place approxi- mately four to five thousand cubic yards (4,000 to 5,000 cu. yds.) of cOllcrete fill In four locations abutting the County Road E and Snelling Avenue reconstruction route; stating they have been granted permission from the property owners to place the fill, as indicated. REPORT OF VILLAGE ENGINEER DONALD LUND Lake Lane - GradIng Cost Estimate Engineer D. Lund presented a cost estimate, in the amount of $3400, for fil ling and grading of Lake Lane to accomplish a desirable grade for the area, Including some storm sewer. -1- . . "TOPICS" Meeting (Traffic OperatIons To Improve Construction and Safety) Engineer Lund submitted his report of the meeting on May 17, 1971, which Maintenance Supervisor E. Beecher and he attended, with Ramsey County Highway Department resprllSentatlve WI II jam Chennoweth and Mr. Taylor Withrow, concerning the federal funding of the "TOPICS" program. Engineer Lund described several problem areas in the Village which might be considered eligible under the TOPICS program. After discussion, Councilman Olmen was requested to advise the Public Works Committee of the TOPICS program, and Engineer Lund's report was referred to the Public Works Committee for consideration and recom- mendatIons to the Council. The Council suggested that Engineer Lund be invited to attend the Public Works Committee meeting re the TOPICS J program. Proposed 14th Street Improvement After review of a letter. dated May 19, 1971, from the attorney for property owner Miss Truhler re the proposed improvement of 14th Street, L. Stromquist was requested to send a copy of the letter to Minneapolis Hide and Tallow Company, and to advise Miss Truhler's attorney of the Counci "5 action. 1971 ~ty Construction and Maintenance ProQra~ Engineer D.Lund reported 'to the Council that the County proposes to place an asphalt overlay on County Road F, between Old Highway 10 and the west Village limits, and to seal-coat County Road D from New Brighton Road to Cleveland Avenue. M!!ropol itan Council - Robert Nethercut Mr. Robert Nethercut, In response to a Resolution Re Metropolitan Council, recently adopted by the Village Council, requested an oppor- tunity to discuss the Metro Council with the VI11age Council and/or the Planning Commission; requesting, If concerns re the Metro Council arise, that the Village Council let it's concerns be known; requesting a closer liaison between the Village and Metro Council. The Council requested J. Hollenhorst and R. Nethercut to schedule a meeting with the Planning Commission and representatives of the Metro Councl I as suggested. Mayor Crepeau advised the Council that he must leave, and turned the meeting over to J. Hollenhorst. (10:05 p.m.) REPORT OF COUNCILMAN JOHN HOLLENHORST - Planning and Zoning Subcommittee Appointment - Highway Department Proposed Reconstruction J. Hollenhorst moved that the Council appoint Planning Commission member Maurice Johnson as subcommittee chairman to study the State Highway Department proposed grade separation tor Highway 51 and Hamlinel Snelling intersection for Its recommendations to the Council; authorizing M. Johnson to appoint his committee members; seconded by R. Herrick. Motion carried unanimously. (3 ayes) Case No. 70-i7. Rezoning of Annexed Property J. Hollenhorst advised the Council that the Planning Commission recom- mends that the Council rezone the annexed property as proposed at the Public Hearing on May 4,1971, and as Indicated on the attached map; rezoning the western portion to L-I (Limited Industry, and the eastern portion to R-I (Residential). After discussion. J. Hollenhorst moved that the Council concur with the Planning Commission's recommendations to approve the rezoning as described; authorizing Attorney Courtney to prepare the ordinance adopting the re- zoning; seconded by S. Olmen; motion carried unanimously. (3 ayes) Engineer D. Lund was requested to prepare the legal descriptions of the two areas, as dsscrlbedand outlined on the map, and submit a copy to Attorney Courtney for Inclusion In the ordinance. -2- . Minutes of Regular Council Meeting Page three May 24, 1971 Case No. 71-i4, Variance Request - Henry Knoblauch J, Hollenhorst advised the Council that the Board of Appeals and Planning Commission recommend Council approval of the variance as requested, permitting construction of an addition to the principal structure on the Henry Knoblauch property, 1135 Ingerson Road, to within six feet (6ft.) of the side property I ine. He advised that permission of the proposed construction has been granted by the neighbor affected by the variance. J. Hollenhorst moved that the Council concur with the recommendations of the Board of Appeals and Planning Commission to approve the variance, as requested; seconded by R. Herrick. Hollenhorst advised the Council that the Planning Commission recommends that a bicycle trai i be established in Arden Hills, connecting the various residential areas and providing access to the library and centers of recreation; authorizing a comprehensive committee study be made to determine the routing of the tral I. The Council referred the proposal to the Parks and Recreation Committee for Its study and recommendations. to the Counci I. Uniform Bul IdinQ Code J. Hollenhorst moved that the Council concur with the Planning Commission's recommendation to adopt the 1970 edition of the Uniform Building Code, to replace the 1964 edition now in force; the 1970 Uniform Buildirtg Code to remain In force until t.he statewide code, approved by the. Minnesota Legislature, becomes effective on January I, 1972; seconded by S. Olmen. Motion carried unanimously. (3 ayes) Midwest PlannlnQ and Research Consuitant PropOS!L Upon recommendation of J. Hollenhorst, the Midwest Planning and Research Consultant Proposal was referred to the Planning Commission for consid- eration and Its recommendations to the Council. Underground Util ities Ordinance J. Hollenhorst moved that the Council waive the third and final read I n9 and adopt AN ORD I NANCE PROV lD I!jG FOR THE UNDERGROUND ! Olmen moved that the Council approve the EIView Construction Com- pany Change Order No.3, to re-roof the Village Hall, in the amount of $752.61; authorizing the execution of the contract by the Mayor and Clerk. Herrick moved that Resolution Nop ____ be approved, declaring Lot 10, Block 5, Arden Hil Is as non-conservation I~nd, and authorizing Attorney Courtney to proceed to acquire the tax forfeited land for the Village, to be left as "open space", as recommended by the Parks and Recreation Committee. Explosives Ordinance The Council read the Explosives Ordinance in Its entirety, after which R. Herrick moved that AN ORDINANCE REGULATING THE I~ANUFACTURE, STORiNG, HANDLING, USE AND SALE OF EXPLOSIVES AND PROVIDING A PENALTY FOR VIOLATION THEREbF be given a second and final reading and be approved as read and amended; authorizing its publication; seconded by S. Olmen. Motion carried unanimously. (J ayes) 1971 WaQe Rate - Public Works Union 49 Employees After review of the 1971 wage rate proposal for Public Works Union 49 Employees, S. Olman moved that the Council approve the 1971~$60.00 per month wage increase, retroactive to January I, 1971, as presented, reflecting the fol lowing changes: Light Equ ipment Sewer and Water Heavy Equipment $60.00/mo. Rc.346/hr or .35/hr 1970 Rate 4.09 4.21 4.49 1971 Rate 4.44 4.56 4.84 " Also approving the 1972 wage increase In the amount of $50.00 per month, or the cost of living Increase, whichever is greater, as approved by the M.A.M.A. Group; seconded by R.
