Gray Henderson and John H61lellhorst. Absent - Councilman Ronald Herrick Also Present - Clerk Administrator Lorraine Stromquist, Treasurer Worth G. Read (9:00 p.m.), Attorney Vincent P. Courtney, Maintenance Supervisor Everett Beecher and Assistant Clerk -e Dorothy Zehm. Approval of Minutes The Minutes of the RegularCouncfl Meeting of Monday, January II, 1971, were approved as presented. BUSINESS FROM THE FLOOR None. REPORT OF VILLAGE ATTORNEY VINCENT P. COURTNEY Amendment to Personnel Ordinance - Holiday Schedule Attorney Courtney subm I tted his drilft of an .amendment to the Personne I Ordinance, adopting an amended holiday schedule. After discussion, Councilman Hollenhorst moved that AN ORDINANCE AMENDING ORDINANCE NO. 83, THE PERSONNEL OROINANCE, TO CONFORM THE HOLIDAYS To STAH LAW, be introduced by title and given ,Its first reading; seconded by CouncllmanOlmen. Motion carried unanimously. Calph-Northdale Construction Company Claim Attorney Courtney advised the Council that he received a letter from ,the attorney for Northdale Construction Company re the Calph claim. The Oouncll referred the letter to Councilman Henderson for review, and requested Clerk AdmInistrator Stromquist to call Dr. Calp/1 ere the status of the claim, In an effort to resolve the Council's involvement in the matter at the February 8, 1971 Council meeting. I.O.O.F. Application for Special Use Permit Attorney Courtney advised the Counc11 that he has received a letter from the attorney for I.O.O.F. re the status of their Special Use Permit application; advising that he will submit his opinion on the matter at the Council meeting of February 8, 1911. GRAY HENDERSON - Finance and Municipal Lands and Buildings Vllla~e Insurance - 1971 Councilman Henderson reviewed the results of the Insurance Study by the Finance Committee, and presented the analysis of VIllage Insurance needs, prepared by Mr. John Orme, Compass Agency, Inc. (attached). Attorney Courtney's letter, dated January 25, 1911, was reviewed. Councilman Henderson moved that the Council concur with the Finance Committee's recommendation to award the bids for General Liability and Workmen's Compensation Insurance to Home Insurance Company, and the Umbrella Liability Insurance to U. S. Fire Insur- ance Company, as presented and attached; appoint The Compass Agency, Inc. as Insurance consultant for 1970 and 1911; approve payment of an additional Insurance consultant fee In the amount of $447.00 for services rendered In 1910. The motion was seconded by Council- man HOllenhorst and carried unanimously. Finance Committee Meet~nq - Seminar Request Councilman Henderson moved that the Council authorize the attendance of the Clerk Administrator and the Treasurer at a Seminar on Infor- mational Systems for Local Governments, at a cost of $60.00 per person, to be held on February I through 3, as recommended by the Finance Committee at Its regular meeting. The motion was seconded by Councilman Hollenhorst, and carried unanImously. REPORT OF COUNCILMAN STANLEY OLMEN - Publ Ie Works Uniforms for Public Works Department Employees In accordance with the recommendations of the Public Works Committee, Councilman Olmen moved that the Council approve the rental/purchase of uniforms for the Public Works Department employees, as outlined in the Minutes of the Public Works Committee meeting of January 15, 1971; seconded by Councilman Hollenhorst., Motion carried unanimously. Lift Station Repair Councilman Olmen advised the Council that the Public Works CommIttee has reviewed the letter from Glff's Water and Waste MaIntenance Service, and has determined that Maintenance Supervisor Beecher Is fully aware of the proper 11ft station maIntenance and has, and wIll continue to, maintain the stations properly. The Council requested that Mr. Beecher prepare a detailed report of the present condition of each lift station. for Public Works Committee and Council revl~w. Frontage Road - H1~hway Department Request Councilman Olmen moved that the Council concur with the recommenda- tion of the Public Works Committee to accept the Minnesota Highway Department request that the Village maintain the west frontage road along Highway 10, between Highway 96 and 1-35W, as outlined; seconded by Councilman Henderson, as per attached res~lutlon. MotIon carlled unanimously. Mr. Olmen noted that acceptance of maintenance of this road would not Increase the state-aid street funds received by the Village. Clerk Administrator Stromquist was reqeusted by the Council to edvlse the Highway Department of the Council's action; requesting tha~ the Highway Department complete the proposed cul-de-sac as soon as POSSible. REPORT OF COUNCI~MAN RONALD HERRICK - Parks and Recreation, Human Rights and Ordinance Review Rink Attendant Leadmen Rate Councilman Henderson moved that the Council concur with Councl1man Herrick's recommendation that Mr. Allen Benson be appointed rink attendant leadman, at a rate of $2.55 per hour; seconded by Council- man Hollenhorst. CREPEAU, JR. - General Government and Publ ic Safety' Bulldln~ Inspector Applications Mayor Crepeau Informed the Council that applications have beeR receIved for Building Inspector. The Council referred the appli- cations to the Planning CommissIon to appoint a sub-committee to review the applications, prepare a Job ~escriptlon and Intetview the applicants. - . "All Risk" coverage on fixed properties and'contents in a blanket a~reed anount o~ 8518,000. subject to a deductible of $100. per loss. 2. Comprehensive General Liability with a combined si~gle limit of liability of $300,000. each occurrence for Bodily Injury and Property Damage. Personal Injury liability is included. 3. Comprehensive Automobile Liability with a combined single limit of liability of 9)00,000. for Bodily Injury and Property Damage. 4.Automooile Physical Damage - Comprehensi' coverage on all cars and $100, deductible collieion coverage on all vehicles valued over $1,000. ~. In addition to the coverages shown above thespecifioations also requested auotatione for Umbrella Liability and Workmen's Compensation Only one proposal for Umbrella Liability was reoeived, that from Pr~poser No.4. The annual premium (1Uote<L1J;Lta0.5. for a policy with a ~l,OOO,OOO. limit of liability and a retention of 810,000. for uninsured perils. With respect to Workmen's Compensation all proposers quoteG essentiall the same estimated annual premium. This is to be expected in that the rates are set by the Minnesota COffigensation Rating Bureau. The various proposalS are set out on Schsdule A attached. It will be noted that the estimsted annual premium oan be modified by the application of different types of premium return plane. Baeed on the proposalS submitted it is our recommendation that the award of the Umbrella Liability coverage De made to Proposer No.5 with the request that he attempt to improve the premium in that the aotual primary liability premiums are now known. It is our further reoommendation that the remainder of the coverages be awarded to Proposer No.4. This includes the Workmen's Compensation. Further, our time preparatory to Ber.dir.~ ovt the insurance proposal forms was not sufficient to aocomplish two things which we feel should be done: 1. ~ecure replacement cost values of fixed properties to determine the advisability of insurin~ far the cost to replace r~ther than the depreoiated value. . 2.
