A Public Hearing was held on the request of John Nesky to rezone from residential R-2 to Commercial a 300' x 400' piece of land at Highway 96 adjoini ro his gresently commercial zoned land. Mrs. Cliff Steinla•aus, 4535 L�eshore Place, objected to the extension of commercial zoning into a residential area. Mr. Nesky, owner of pmperty spoke in favor of the rezoniqg, stating it is across from Twin • Cities Arsenal and in a suitable location for business. Trustee Kennedy stated that Zoning Co�.ittee favored the rezon'n�. h7x. Jonea, Planning Conaultant for Village atated that he ieels that Village already has more tnan enough commercially zon�d land; that the history of over-zoning commercial is a sad one, because mar�y business areas,fail if too large an area is zoned commercial; that one property owner may not always own same piece of property, so village should determine what the zonin� should be for certain areas. Mr. Jones recommended further consideration of the matter. After Council discussion, Stromquist moved, Ashbach seconded the motion that the rezone request be given fl�rther consideration by Council, with review of our entire Village Zoning Plan, decision to be made on this matter at a later date. Motion passed. Monroe Kronstedt, Civil Defense Director, reported on an accident injuring Joseph Beach, an Arden Hills Civil Defense nember. Tne accident occurred Avgust 24 at University Avenue and Robert Street while Mr. Beech was on Civil Defense duty for Itamsey County directing traffic for the 40 and 8 American Legion Parade. Mr. Kronstedt and Police Chief Weber felt that the liability for accident should be with Ramsey County. Matter re£erred to Village Attorney • Courtney. Mr. Ken Sparks requested permission for 7 to 9 families living on Forest I,ane in Arden iiills #2 to construct a swimm� pool. Nir. Perce Hale, 1401 5kiles Lane, stated some residents in that area objected to the project and � requested a public hearing. The matter was referred to the Village Attorney. Building plans for remodeling buildi.ng on �ii.ghway #10 for Schreyer, Inc, were submitted to Council Plans were referred to Bu�lding Inspector Y.elley. Roger Short presented detailed sewer plans for Sewer Improvement #1 and 2. Motion made by Crepeau, seconded by Kennedy to omit all lateral construction from manhole 5 to manhole 9. • NIotion passed. Nlayor's Report: N1a,yor Ashbach reported the TCA officials approved our letter re: sewer lease to Minneapolis City Council. Trustee Crepeau was acting mayor for balance of ineetixg, PUBLIC WORRS COI�II�IITT�: Tnzstee DeLange reported on road work being done and announced that second cutting of weeds has been started Monday, August 31. DeLznge reported he has not been able to have volley ball court oiled at p7ayground as Eng•ineer Carley has not completed layout of covrt. • Public Ltelfare: No further report. Crepeau reported thUt Mounds View school District requested school patrol by our police de- partment for Mounds View High School and I,ake Johanna School,�t the sug'gestion of Treasurer Read, Council requested Clerk to write to achool diatrict to see if they could sid us financially in this matter as the schools serve more thmn just the Village o£ Arden Hil].s, Fin�nce Committee Renort: Mrs. Stromquist reported that plumbing and electrical inspection revisions to Building Cale are still being �udied hy Committee. The Finance Committee recommendad a time limit of to September 28 for completion of re- quirements for remodeling plans of Schreyer, Inc. IIpon motion by Stromguist, seconded by DeLange, Schreyer, Inc. was given a time limit to September 28, 1959 to submit all require- •ments and plans to begin remodeling buildir� at Eii�way 10 for the proposed Big Ten Bar. Moi3on passed. Council requested Read� Stromq_uist and Crepeau to meetx with Don 5tecker to aid kLim in com- pleting quarterly liquor reports. •Upon motion by Stromquiet, seconded by Kennec�y, Claims 1869 through 1899 were�approved for g,7rment.
