The meeting was called to order at 8;03 P.N. by Mayor Ashbach.
• Roll Call; Present; pshbach, Crepeau, Kennedy, Jones.
Absent; Stromquist.
The minuLes of tl^.e January 4, 1960 meeting were read and approved.
i�ir. herriges, 3991 North Fairview, appeared before the Council with
a drainage probiem, This same problem was brou�lit before the Council
previously by IvTr. ivlelvin llaurer, 3983 North Fairview. The Village
Enqineer, Carley, reported that this situation had been.investigated.
He suggested more of a ditch ae a solution to the problem or the place-
ment of a culvert pipe to direct the water elsewhere. Mr. Jones stated
that some sewage empties into this swamp. ivIayor Ashbach suggested
that Jones meet with Mr. Herriges, Nr. S�4aurer and the school board, eince
this swamp is partially on land ownad by the school, to see how tne prob-
lem can best be solved. Iviayor Ashbach also su�gested that our Health
Officer be notii'ied of the situation as x�ell.
NIr. T. R. Lillie appearod before the Council, asking that we consider
• The New Brighton Bulletin as the legal newspaper for the Villa�e of
�rden Hills for 1960. Na�or Ashbach read the bid from the New Bri�hton
Bulletin.
Mr. Edward H. Litman of the Rose Tribune also appeared before tY�e
Council and requested we continue using the P�ose Tribune as trze official
legal newspapet�. P,iayor Ashbach read the oid from The Rose Tribune.
Joqes moved that tne matter be turned over to the Clerk and.The Finance
Committee for their concideration and recocnrnendation. Seconded b5
Crepeau. :�otion carried. Couqcil to take legal a�'tioq at tne last
meeting in Jan uary.
i�Ir. Ryti, of Ryti and Jarson, Sewer Contractors, came before the Council
with an objection to our insurance requirements. He stated that his
firm secured their license in the tiillage of Arden Hille for 1 year,
submitting a bond which was the requirement at that time. Ae feels that
the pew insurance requirement should not become effective until the
license comes up for renewal. Section 1 of the insurance provision to
• the Arden Hills Building Code was read. The matter was referred to the
Village Attorney f'or an answer at our next meeting.
i�4ayor Ashbach read a letter from Iv�ilner W. Carley and �.ssociates, by
Donald Carley, requesting that tney be allowed to continue as our Village
Engineers. The letter was referred to Jones.
• Itiir. Don Carley presented a map to'the Council o£ the proposed road grade
for Floral Drive. He asked for approval by the Council. Jones moved
we acdept the grade as presen�ed. Crepeau seconded. n�otion carried.
Carley presented a contour map of the land surrounding the Zilliach

k�IERF.JIS, it is proposed to imprwe the £ollowing streets located in

�rden Hi11s Num6er Three, in the Uillage of Arden Hills, to-wit:
Edgewater Avenue from Rsbury Averrue to Ridgewood Raad;
Glenhill Road from Asbvey Averrue to Snelling Avenue;
Asbury Avenue from Village Limits to EdgesYdter Avenue;
Ridgewood Road from Uillage Limits to the End;
by grading, installing gravel base, bitvminous surfacing and bitnminous cvrb
construction.
And it is further proposed to assess the benefited property £or all ar
a portion of tlze cost of the improvement, pursuant to Sections l�29.011 to
1129•111 of the Minnesota Statutes as amended,

liminary uYay as to ro�eth¢r the proposed improvemeni 3s feasible and as to
whether it should best be made as proposed or in connection with soroe other
improvement, and the estimated eost of the improvement es recommended.

of Lexin�;ton. 2v.r. Zilliach has complained that.storni drainage causes
svvam�s to over-f'low and the excess water is detrimeqtal to the value
of his �roperty £or sale purposes. According to the map, tnis drainage
problem also involees Shoreview 1�o a great extent. ➢4ayor Ashbach suggast-
ed that Carley and Jones meet with i;he land owner in Shoreview and explore
• the possibilities of �;ettin� the drainage work done now,
PUBiTC ft0AD5: Jones reported that the coriplaint made by Dr. �Nalscn,
that the snow plows ployved snow onto his Uoulevard has been taken care of.
Jones reported that he had talked with Mr. Harmon and :�r. Crepeau about
the needs for the skating rinks, and hss requested NTr. Schifsky to scrape
the rinks whenever necessary; that he need not wait to be notified each
tisne the scraping was to be done. The rinks formerly were not supplied
with hocl�ey nets, *xhich Jones said was part of our obligation in rnaintain-
in� the rinks. He purchased two net� at a �otal cost oP �pI20.00, afte2�
receiving 3 bids of �180.00, �150.00 and �120.00. The Villa�e is committed
to ,�aintain the ri�ks on Saturdays only but the rinks will be lighted every
pip�ht, and the hockey nets will be left out on the riri�s.
Jonee reported that the Arden Hills si�;n at Courrty stoad D and Cleveland
has been moved� and salould now.comply with the requests made by area
residents.

cars were not able to oet into the area to answer a fire ca11. Jones moved�
Crepeau seconded the motion that roads ip Ar�den Hills �3 be improved

PUULIC PIEZr.ARE: Kennedy showed the proposed plans for pon Stecker+s
Off-Sale Liquor Establisi�ment at County Road E and Connel.ly Streets. The
plans are.to be submitted to the t'Velfare Committee.
P3BZIC SA7'ETY: Crepeau submitted a letter of applicatioei foT the position
of Justice of the Peace, from i�4r. Alfred Peterson, 3342 I,ake Jonanna Blvd,
Mayor Ashbach wi11 make appointments for Justice o.f' tne F'eace.at the next
Council meeting. Uic Vdeber reported that.tYie Q,rden Hil1s po"lice have
been taking 2�Rr. Soe Bescn to the renabilitation center._e��ery day. The
Sheriif is taking him back home, i'his Svill continue abou.t another 2 weeics.
�P�.ayor Ashbaeh supplied the Cour�cil members with copies of a letter he
eceived ?rom the Village of Roseville, wherein �235.00 per acre was es-
tablished by the Roseville Council as the cost ip connection with conneet-
ting with adjoining muqicipalities. N1r. Ashbach asked the perr�ission of
tkie council to wr:�'te a letter to the Roseville Council roquesting that our
attorney meet vuith their attorqey to �raw u� an ordinance with both villa�es
•in agreement.

i�ayor Ashbach reported that tne Arsenal and the Citiy of iviinneapolis
n,ave been negotiating on the sewer possibilities for tne Ivortherr�
portion of the Village, but there is nothing tangible to report as
yet.
�I�fiayor AsYlbacn reported that sewer arrangements for the Shorewood Hills
and Valentine Hills area can poesibly be made by this surruner. He
recommended that we have an en�ineer run a study of' the northern area.
IuIayor Ashbach read a letter from E. C. Batner and Associates, requeat-
ing that we concider them as en�ineers for tYie sewer study of the
nortlzern part of the Village. liayor Ashbach stated that Ban��ister
Engineering Company made the study for the Southern portion of tne Vill-
age. Crepeau moved we engage Bannister Engineering Com�any to �o
ahead and make a general preliir:inary study oi 'the Nortnern part of the
Village, an3 a deiailed study of tne Shorewood Hills and Valentine Hills
area. Seconded 'oy Kennedy. PtIotion carried.
Niotion made by Kennedy, seconded by Crepeau that 9 public hearin� be
set tentatively for tne last week in February, for extending sevrer lines
to balance of homes not serviced in Sewer Improvement #1. I�.�otion passed.
•Tne Quarterly On-Sale Liquor Repor•t from Sbhryer, Inc. was submitted
to tne Council, which showed a gross sales in the amount of �7,838.00
for the period ending December 31, 1959.

ciates, with reference to the improvement of certain streets in 4lyden Hiiis
Ncamber Three by grading, installation of gravel base, bitvminous surfacing,
and bituminovs curb construction, said streets being described as folZrnas,
to-xit:
Edgewater Avenue from Asbvry Avenue to Ridgewood Road;
Glenhill Road £rom Asbuzy Auenue to 5ne11ing Avenueg
Asbury Avenue from Village Liraits to Edgewater Avenue;
Ridgewood Road from Uillage Limits to the End,
and
hHEREAS, plans and specifications have been prepared and submitted by
said Donald 0. Carley for said improvement, whieh plans and speeifications
have nora been sutanitted to this Covncil fos approval,

(1) The Covncil will consider the i�rwement of such street in accord-
ance with the Engineer's report and the assessment of abutting property for
all or a portion of the cost of the improve�nt pursuant to Minnesota 5ta-
tuies, Sections lt29.011 to 1t29.111 at an estimated total cosi of Thirty-Three
lhousand One Hundred Six Dollars (�33,1ob•�0), being the estimated total cost
of the entire imprwem2nt.
1ltth day of March, 1960, at 8:00 o'clock P. M, in the Village Ha11, and the

making o£ such improve�nt �on such approved pians and specific�tions.
'lY�e advertisement shall bz pvblished once at least ten days befoxe the opening
af bids, shall specify the work to be done, shall state that bids will be
opened and considered by the Council at 8:00 o'clxk P. M. on February 29,
1960, in the Council Chambers in the Viilage Hall, and that no bids will be
considered vnless sealed and filed with the Clerk, accompanied by a certifi¢d
check or bidder�s bond for not less than ten percent of the bid, srhich bids
shall be received at the Uillage Hall vntil said ti� of 8:06 o�clxk P. M.
on February 29, 1960.
