The meeting was called to order by i;Iayor p,'shbach at 8:07 P.D':.
Roll Call; Present - f�shbach, Crepeau, Kennedy, Jones, Stromo,uist.
Absent - Pdone.
Tn.o minutes of the Pdarch 28, 1960 meeting were read and approved.
Dr. PR. 8. Sekhon, 1575 Edgewater Avenue came before tne Council and
complained that the sewer charge nade io nim by tne Village was un-
fair� and 'ne would not pay it. He said he was unable tc obtain a.
plumber to do the inside plumbing because of tne road condition in
his area, and should not be charged vahen ne is not actua115 using the
sewer, Mayor Ashbach explained that the Village has adopted tne
policy that 30 days after the sewer• line has been brou�ht to tne
house, the sewer is considered to be connected, and billing begins.
T'r.is policy N�as instip�ated to eliminate anneccessary costly inspeci�ions
to determine when Uhe sawer is actua115 in use. It vrili possibly
cause scme hardsnips, as in the case of Dr. Seknon, but in other cases�
the 30 day margin will give free se�ver use for that period of time.
Pdayor Ashbach susgested that a notice be publlshed in the newspaper
that road work ��ill begin soon in t'ne A,rden Hills �3 area, and that
setivers should be connected as soon as possible. He also stated that
the Villa�e vrill not be lenisnt with homeo�vners whose drainfields are
overflowing in areas tivhere sewer is available. The clerk was directed
zo publish the notice.
1�Ir, S. S. Krannack, 1^c01 Ni. Larpenteur �venue, Y,oseville, presented
a letter to the Council from the Hi�'nway Department re; his proposed
plat and its relationsnip to the new proposed hiphway. The Gouncil
advised tnat P,4r. Krannack submit a street grade of the area and an
architect�s sketcki of tY�e proposed layout includin� t5*pes of build-
ings and spar,ing, f�Tr. hr•annack snould slso investigate the avail-
ability of sewer and �dater from iJew Brignton.

i�r. Jones questioned when the proper tiMe would be to request the
developers of new building site� to complete the roads. �e stated
tnat the Tiller Lane and Carlton Drive areas had bean very bad, as
well as Shorewood Hills #6, He su�gested that the developer complete
the road, as per Village_specifications, at the tirne the area is
de��eloped, to elirainate the costly maintenance of unfinisned roads.
N[r. ,7ones r•eported that he had met with the :iighv✓ey Dept. re; the
speed situation on Snelling Avenue between County Road E and the
point where Snel].ing divides into a f'our-lane nivided higntivay, but
to date has not been given a definite decision; however, since�the
accid.ent which occured at tne intersection of Snelling and County
Road E during the past week, the Hi�;hway Department has promised to
send out some experts to look over the situation.
The intersection of Hignway- 10 and 51 was discussed and several
possible changes wer�suggested by Police Chief, Victor ti'�eber and
members of the Cour,cil. Situation was referred to Jones to vrork
out witYi tne Highway Departmont.

. NIr. Jones repox°tsd that the culvert and ditches in tne area of the
Elmer Isaksen nropexty, 3426 �lenArden Court, will be cleaned in
order to handle the surface drainage. fie reported that all tiillage
road complaints nave been handled to date.

Mr, Kennedy reported that Building Inspector, C1ay i�elley, had been
• requested to inspect a house in iti4inneapolis with a request to move
the nouse to a lot at F'airview and Noble Road, in Arden Hills. i�4r.
Ftelley did not recor.,raend the house for that neighborhood. Ashbach
moved that tne Council instruct the Luilding Inspector to depy the
permit. Jonas seconded. Carried.
i��r. Aennedy reported on tne rough draft recommendations for an im-
proved well drillin� ordinance being dr�i'ted, giving tne Village
better coa�trols over well drillers, llr. Sekhon suggested that
Arden Hills require the State Board of Health to inspect wells of
multiple dwelliags and public buildin�s.
The rezoning request by Mr. DeCoster to rezone from R-2 to Industrial
the area ti'Jest of tne Daubney.tract, has been given fayorable ap�;roval
by the ��delfare Conmiittee, nut Nir. DeCoster has not, as yet, come up
with a suitable use for the area. The request has therefore been
tabled until a suitable use is presanted.
• i�dr. Kennedy said he rvill meet with the Playground Corrunittee and that
he haa discuesed the possinle use of school grounds for use by the
Little Lea�ue teams with I�r. Ohlman. i�2r. Chlman Yvas in Savor of
such groups usipg the school �;rounds, �:roviding they did not interfere
with other activities a].readp organized. Ae sugg;ested that the
sch.00ls may even spend some nioney to help w;ith making tne school
grounds mora satisfactory f'or such use.
TvIr. Kennedy sug�;ested that a portion of Tony Schmitt park could prob-
e.�l�* lend itsel£ very nicely for soft ball or little league, and
possibly the covnty cou�d be asked to rnaiqtain a ball park there,
tnat little league teams might use.
May'or Ashbach su�gasted the corner, now held by the Highway Department,
at the intersection of Highu�aps 10 apd 51, for a ball park location,
aftex� the new highway goes tnrough and tnat corner is reverted back
to the County.
• iV?r. Kennedy displayed the proposed plat of C. U. Rein Addition, whi�h
is bordered by Stowa evenue, Tvetv Brig�.toq Road arfd Cleveland. The
co.r,mittee is requesting some miner cYian�es before presentin� it.for
Courcil approval.

• ;vIr. Crepeau reported that a serious accident had,occurred at the in-
tersection of Hignway #1G and #51 and that 9 squads mrere at the scene
in less than 5 minutes_f'rom our nei.gnboring Villages, as well as our
own� and the Civil Defense unit, iveiv Brighton has offered the use of
ti�eir electronic eq_uipment to Arden Aills Police to nelp deternine the
cause of' the pumas�ous accidents. occurring at that intersection. i�;r.

• Crepeau suggested that the Villege use the equipment, ior purely
statistical purposes - not ior issuing tickets. Crepeau, 1Veber and
Jones will meet with the Highway Dept.,to try to find the causes of
these accidents and to correct the situation.
n'�r. Crepeau presented the report of the Public Safety Committee re;
the question o£ contracting for Police Ser�ices from the Ra�sey
•County Snerifi�s Office. The Committee recommendations vrex�e read
aloud as attached.

for Bingo games for t:.e remainder of 1960. Crepeau moved the permit

P�ZaSror Ashbach reported that he, Mrs. Strornquist and P�r. F3annister
met v�ith tiie Arsenal on the sewer proposal. Nothin� def�nite to re-
pos�t, but tha situation looks favorable.
Mayor Ashbach read a letter i'rom Ivis�. Chandler, Project isngineer of
the State of P;iinnesota� advising tno Village of Arden Hills that
trunk Highway 100, between Highway #10 and Snelling Avenue will be
closed on Apri1 11, 1960, and that ,that portion oi the roadway will
be obliterated.

NIrs. Stremquist reported tnat t2e Finance Committee met vrith N1r.
P�Iarlin Seiff'ert, who has applied for an Oif-Sale Liquor license.
He submitted his application, check, plans for his proposed building,
and three choices i'or location. l�io recommendations to date.
I�l;rs. Stromquist reported diff'icultq over some checks
VJheel. She now states she has received a certii'ied
of �625.00, as pa•rt payment on the amount ovuing.

Because it ceuses a hardship'f'o`� tne liquor establishments to submit

month, P,�rs. Stromquist requested tine Council to cnange tne due date
to tne 15th of the r:zonth. Council unanimouslg approved.
ivirs. Stromquist referred a resolution from the Grand 7ury, pertaining
to t'ne police department, to :��r. Crepeau, for nis observance.
•Pltrs. Stromquist reported tnat the `dilla�e is no lcnger requested to
appoint a❑ assessor, since we no longer have an asuessment on house-
hold goods. The County handles all commercial assessments.
3�rs. Stromquist moved tnat the Council approve the applications for
food, cigarette, and soft drinks licenses for Ernest M. i�aris and
Nary p. Karis, to operate tne Arden Hills Drive-In at 4750 Highway #8.
• Jones seconded. Carried.
Minutes of the liarch 28tn, 1960, meeting of the IIoard of Sppeals were
distributed to Council members.

N7rs. Stromquist suggested that tYie Villa�e purchase a sign for the
• Village Hall and a Slag for use op the outside flag pole during
elections. Botn matters were referred to the clerk, aqd she was
instructed to obtain 2 or 3 bids for an appropriate s3gn.
It4ayor Ashbach announced th,at he had met witn Sassco� Inc, on the
neating problern at the hall, and they are to be out to look the situ-
ation over tizis week, and �r�ake their 2�ecorrmendations. Ashbach also
said he had discussed so�e changes for tne interior of the nall with
• Ia:r. Buetow, wno will give his recomrnendations on various poasibilities.
The pr000sed plat of Round Lake Hills was presented to tiie Council add
Kennedy movad that the Council give preliminary approval. Crepeau
seconded. Carried. The Clerk v�as directed to send a letter to the
`rlat Conmis,sion, informipg them of' the action taken by the Council.
Mre. Stromquist reported that ,rir. Pittelkotiv, from the firm o£ Stanton
and Pittelkow, had been to the hall to look over tne accoun� books,
files, maps etc. to help determine what changes to make in our present
systems. Their office will submit a report to the C'lerk sometime in
Iuia y .

• Public Safety Co.mmittee
Coff,�nittee Hecommendations
1. The continuation of our present local Arde❑ Hills Police
service is recommended as a minimum service essential to
the welfare of our Comrriunity.
• The Gomnittee does not feel that renlacerrient of our local
police service with tne proposed patrol service to be
shared with five other Villages, all of which are presentl�
v�ithout police service, would satisfy the policin� needs
of Arden Hills. The p�ssib3lity of supplementing our
present parttirae police service with the patrol service
off'ered by the Sneriff wae carefully considered as being
desirable, but it cannot be justified, at this time� from
a cost standpoint.
The primary objective of' this service is to protect life
and property, and prevent law violations by developin�
respect for law enforcement within the Vil]a ge. This
objective is best attained by having a police officer
al�vays available e�rithin tne Village limits to pron�ptly
r3spond to emergency situations. I� is also nighly desir—
able that such an officer be well acquainted with every
• secti.on of the Village, its inhabitants, and its ordinances.
2, qs inereased police service becomes necessary in the future
within the �iilla�;e due to population increases, etc,
favorable considerati_on should be given to contracting with
the Sheriff�s Office or other available coordinatin�; police
agenc;� =or sucYi additional service rather than atten:pt to
establish a full time Police Department as such.
3. Continued close cooperation vJiL-h the Sheriff�s Office and
other law anforcement agencies is recommonded and stron�ly
encouraged.
4. Recomrr.end cohtinued support of' studies of ways and merzns
of developing an effoctive, economical, and effidient
coor•dinating law eqfor•cement a�ency for Famseg Count,y.
