The meeting was called to order at 8:02 P.JJ[. by Acting 3�iayor, Crepoau.
Roll Cal1; Present - Crepeau, Kepnedy, Jones, Stromquist.
Abseqt - ashbach.
The minutes oi' the February 29, 1960 meeting were read and approved.
A Public Hearing was held on a Proposed Ordinance amending the Zoning
Ordinance to rezone to Industrial a portion of property knovrn as the
$illiox - Daubpey property. In order that the Village have protec-
tion against objectionable types of industrial development in the area,
a letter to this effect �was requested from 14r. John E. Daupney, con-
tract for deed nurcnaser, b;�- the Ylanning Cormmittee. The attached
letter tivus presented to the Council aqd was read aloud by P,Tr. Kennedy.
The proposed Ordinance to rezone this area was then given secopd and
final reading. Kennedy stated that the Planning Conunittee had given
tneir unanimous approval of the Ordinance and moved the adoption of
Ordinar,ce �54. Jones seconded. Carried.

has just one lot remaining for sale.
idr. Taloot Jones, p"1Gnnin�; consu$tant, was present and exhibited
several maps of tne Villa�e to ba used ip planning and zonin�. The
master maps were of t�iilar, a new plastic mater•ial aanich is very
tou�n and ver,y transparent, froin w:'�icn many maps can be reproduced
at, a low cost. Mr, Jones advised the Council that these maps wou13
be kept up to date and requested that the �uilding Inspector submit
to him, a copy oi each permit issued. Ha also requested a copy of
each new zonin�; change and a eopy of' all r.etiv plats.
Fublic Works
Jopes reported that Pvlr. Zilliox has r•equested that the ditcning of
• his property, to direct sur�ace drainage, be held off because he is
�oi1�� to sell tne property.
Jones stated that he discussed 'the maintenance of the Lift Station,

now in operation in Arden #3, with Ivir. Johnson, the Roseville main-
tenance man, who off'ered to check and service the station 4 times a
• week at a charge of $p10.00 per week. The Council gave their unani-
mous apvroval and re1'er�ed the matter to Jones to write a letter to
T�,4r. Johnson :equesting his services, and also to contact Attorney
Courtney as to the best meth.od of' payment oi the services rendered.
Jones sugaested tnat, after talking to the Highway Dept., re; ioad
postin� signs, tne Village cher�ge their sign's to read 3-ton axel w�ight
. instead of' 3-ton gross weiQht as used previously. ^t�is would co-ineide
with the other Villages in the Countp, and result in a lower cost to
the Villa�e. The Council unanimously agreed to the cnange and requested
Jor,es to cneck to see if the Gillage has jurisdiction as to the length
of time the roads remain posted.

Guire�s Ziquors, Inc. Stromquist �oved that 'chey be approved. Jones
seconded. Carried.

cost of the Ram�ey Countg P�iachine Accounting Departmeat to prepare a
preliminary listin� of properties and ovaners in connection with the
as�essments to be made for Sanitary Sewer Improvement #1. iha Council
unaninouslJ agreed that the estimated charge, not to exceed.�50.00,
was acceptable and authorized the Clerk to �vrite a letter to.Mr.
Burton C. Spear, of the 1�Iachine Accounting Departrnent, authorizin�
the preparation of a iist of all real estate with names and addresses
oz owners in 5ections 27, 28,, 33 and 34. The listing to be in tripli-
cate and prepared at the Triacnine Accounting Divisionts regular rates
with the cost not to exceed �50.00.
Stromquist stated that 'tne office of Stan�on - Pittelkow and Associ-
ates, management consultants, has been engaged to aid the Clerk�s
OfLice in setting up 'dillage Hecords and Uooks as well as a system
for storing and displaying maps an3 a revised system for indexing
ordinances.
Public Safety:
Tne Public Safety Comn:ittee had a meeting on :alarch 7th re; The
Sheriif�s Policing Contract. Tiiis contract is to include Shorevieva,
;\orth Oake, Little Canada, Gem Lake, Vadnais H���nts and Arden Hills.
• No decisions have been made to date and two more meetings have been
scheduled before ifiarcn 28th.
ti�ir. Richard Schreyer came before tne Council with a complaint that
the clay soil is washin6 dovrn f'rom around tne back-stop on tne play-
ground at County Road E. and Glenarden Rd.. The backstop is also in
danger oi being rv�shed out. The Council referred tne matiter to Jones.

Gentlemen:
The undersigned are the owners and contract for deed purchasers of the
following deseribed property in the Village oi Arden Hills, to-wit:
That part of the E2 of the SE4 of Sec. 27, Twp. 30, Range 23,
lying north of the right-of-way of the Minneapolis, St. Pau1
and Sau1t Ste Marie Railway, and subject to Lexington Avenue
and Kowalski Road.
A sketch showin� the location of the said property is attached.
According to the zoning map of the Village, the southerly portion of
the premises abutting the railroad tracks are presently zoned for light industrial
usage and the 6alance is zoned for R-2 single family usage. It is requested that
the entire ba].ance of the premises be changed from its present R-2 single family
• residence to light industrial zoning. 'IYie present development of the subject
premises and surrounding land is primarily farming, rrl.th a riding aeademy located
north oY the subject premises and the Ramsey County asphalt plant located southeast
oi the subject premises.
The new #10 highway development will be a short distance north of the
subject premises, with Lexington Avenue being carried over the new �10 with an
overpass wlth a traffic pattern permitting access to the new highway on both the
northern and southern approaches on Lexington Avenue. The subject property contains
approximately 65 acrea.
It is requested that you refer the question of re-zoning these premises
to your Planning Co�ission for their consideration, and that the matter there-
after be considered by the Village Council as provided by law.

Gentlemen:
The undersigned as a contract for deed purchaser made application by
letter of February 9, 1960 to Ypur Honorable Body to re-zone the follow3ng des-
cribed property in the Village oi Arden Aills, to-wit:
That part of the EZ of the �E,�—� of Sec. 27, Tcrp. 30, Range 23,
lying north of the right-of-way of the Minneapolis, St. Pau1
and Sault �te Marie Railway, subject to Lexington Avenue and
Kowalski Road,
so that the entire tract of land might be zoned for light industrial use. The
present zoning is light industrial as to the southerly portion of the said tract
and the balance being zoned £or R-2 residential usage.
• In the event that the Village Council acts favorably on the petition to
re-zone� the undersigned agrees to submit for the consideration oi the Village
Council any proposed use or development of the said tract of land prior to seeking
the granting of a building permit for construction or development oi the said
property. The undersigned further agrees to advise any purchasers of the said
praperty of the existence of this agreement, it being the understanding of the
undersigned that the Village wishes to protect itself against objectionable types
of industrial development in the Village.
