Absent - P.shbach. The minutes of tne April 25, 19Ei0 meeting were approved. � ?r?r. Chester Compton, owner of Tri-�owns Taxi, 10729 Second Street, Circle Pines, came before the Council to apply for a license to operate two (2) taxi cabs in tiie Village of Arden Hills. He �vas requested to submit_an insurance certificate to the Clerk�s office and allowed to operate the taxis temnorarily until tne Council receives a report.from Attorney Courtney re; the operation of taxi cabs in Arden FIills. P„r. Don Carley, V"illage Engineer, presented his tabulation of bids on the l�loral Lrive Street Tmprccement �60-2 to the Council witn his rec- commendation that the contract be awarded to tize lowest responsible bidder, T. A. Sc�iifsky and Sons. �he arnount of tneir bid was �11,201.15. i4[r. Jones moved that the contract be so awarded. Seconded by Kennedy. Carried. I�ir. Gerald Cudim requested that the Council re-i�sue tYie licenses, formerlq held by the Grotto Club, in the name of the Surf Clue. The Council requ.ested P�7r. Harry Ehlers, Chief of tne F'ire Department to read 'nie :'ire Inspection Report of the Surf Club. The report was read al�nd as attached. Several niembers of the Surf Club were present and rea,uested the Council to allow tne Club to continue it�s operation. P+Sr. Crepeau stated that 3 years ago, when the licenses were granted to the Grotto Club, the�* promised to raze the out-buildings on the grounds surrounding tne Club, and that this hae not yet been done. 2�Ir. Gudim assured the Council that tne buildings vzould be rernoved if the licenses were granted. ia?r. Joqes moved that tne matter be held over for 2 weeks until the Couneil 2San meet and study the situation and also receive the attorney�s reNorb and recouunendations. Kennedy seconded. Carried. The Council allcwed the Club to operate on their i'ormei� licenses until :t4ay 23rd, at which time tne Co�ncil will announce it�s decision. PRs. Talbot Jones, Village Plannin� Consultant, gave his progress report •re: recreation areas in tne Village et the present tinie, as well as possiblo future sites. He suggestea that the Council study the maps he presented, looking for lo�^r lands v�nich could be drained of surface water and ultirnately suitible for recreation areas. ilfr. Norman I,udford from. tne D�Areq ieck Construction Company requested the.road��rade Yor tne new HigYiway {�51 on Hamline Avenue betv�een the +Soo Line' tracics and �:oalski Road, ivTr. Jones read a letter that ne re- ceived from Governor.F'reernan in answer to his written request f'or tnis road grade, wherein the rntitter had been referred to ;'�r. Tv�arzitelli, received a��t�� rnap of the proposed grade 1 2 and a letter v�nich he read aloud statin� that the plans are always sub- ject to chan�e, rut it cnay be assumed tYiat the�e grades ior• the most paT�t _ are fairly firm. Kennedy stating tl�t it is the unanimous recomr.:endation of the �i�elfare Committee that Section 4 of tYie Zoning Regulations for residential districts be anunended to pro- • vide a minirium lo� width. of 90 feet for R-1 single f'amily residenees. No other cnange is recor.n:nended. U[r. J"ones stated that he felt that this matter of minirnum lot widths should 'oe determined ver,y sson, possibl�r by tne first meeting in June. The Conncil unan;mously agreed. Ivlr. Talrot Jones su�gested to the Council that it is a mistake to set up too small as vrell as too large lots. 'Poo sniall being less than 75 feet, and too large, over 100 feet. iJ�.r. �hea of tne Fs. G. Clinton Co., 2700 Louisiana Avenue, St. Louis Park, rea,nested the Cou�acil to approve his application f'or a building persr.it� to build a polo building to sbore lwnber and builcting materials on the property owned by McDonald Lumber Company. The building woula be 80� x 200t in size and cost about.�;12,000.00. The specii'ications vaere presented to IvTr. Clay Kelley, Euild.ing.Inspector, and approved. iVir. Kennedy moved that the Ii�zilding Pe.mit be issued. Jones seconded. Carried. Mr. Shea requosted that he be allowed to start builcling as soon as possible because �he must vacate his present location as of iriay 31, 1960. Fermission was granted periding approval of the �ite by Inspector Kelley. The Fee was set at �1.00 psr unit of 120 square feet ior tl�e permit� which amounted to y�133.00. n�Ir. Kelle� and the Coupeil agreed that tre fee was suil�able for this type of buildin�. Ivir, arid Pdrs. Schradel presented some photographs of the house they wish to move to a lct on i�oble Road and F'airview in A.rden Iiills. _vlr. Jones moved that the matier by turned over to ivIr. Kel'ley f'or his study and recommendations and report to tY�e Council on ;�Iay 23, 1960. Seconded by Stromquist, Carried. The Council wi11 give their decision a� that time. Iv1r. John Yioontz, Towr. and Country Signs, presented two sketches of signs ?or the Vi11a�e Hall lor the Council's consider•ation. As presented, the proposed �eflectorized. si�n would cost �130.00, w2iich would include maintenance o� the sign. MT�s, Stromquist st�ted that other bids had been requested and �ad not, as yet� been received. She advieed iV[r. Koontz that he would be notified of ti,�e Council�s decisioq. • Mr. P�tonroe Kronstedt, 1516 Edgewater, presented 2 cnecks to the Council, which V�ere received by him for reimbursement for uniforms purchased for Civi1 llefense. `I'he checks totaled '�150.24. PUBLIC Y�IORKS 14r. Jonea�atecl that �18,000.00 w�s spent last year on road work. This �year the budget reauest Nras for� �11,725,00. Because of tne severe spring break-up this year and also because of a carry-over of payments for work done last year of sorrae 2 to 3 tnousand dollars, i�?r. Jones requested addi- tional funds for this year�s road work. The matter was referred to the Finance Gommittee to meet with Mr. Jones to determine tne additional funds 3 needed and to ar*°ar,�e icx obtaining tnis additional money. 'The Council � unanimously agreed that 11�ir. Jonas should spend vrhat he needed until this meeting date sometime duripg tne first weeL> iq June. rllr, Tones read a letter i'rom the Tr�affic Engineer o£ �he State of Tvlinnesota, , re; the intersection of Highways 10 and 51, stating that the roads will be max�ked again soon by painting lanes to route traffic, but thi� marking eannot be carried out duiing th�e winter months in this climate. • PL'BLIC S�FETY r. P,7r..Crepeau.reported on a speed check at that intersection. Of the 293 auto�riobiles checked, 255 were exceeding tne speed limit. The Council rnade it clear that tney do nat want to establish a speed trap tnere� but as it is now, it is a speed track. There will be a r.ieeting of 'tYie 4illage Coar�cil with the :Iighway Department on Tuese�ely, Iv'_ay 17th.� to work ouU a suitable solution to the problem.
