The P:Seeting was called to order by IvIayor Ashbacn at 8:05 P.i4?.
Roll Call: Fs�esent - Ashbach� Crepeau, Stromquist, Jones.
Absent - Kennedy.
. The minutes of the 3�fay 9, 1960 meeting were read and approved.
r(_ayor Ashbach called for all bids for Sanitary Sewer Improvement �2,
Projects 1 and 2. Eight bids were received and were opeped by Clerk
Stromquist and read by 114ayor Ashbach as attached. Jones moved the
bids be referred to tne �'n�;ineer for taoulation and their report to
the ecuncil. Crepeau seconded. Carried.
l�Ia,yor Ashbach asked if there was anyone present who wisned to te voice
their opinion re: the Surf Club, formerly tne Grotto Club, before the
Council presented their views and their decision. S+'?Y'. Jerry Gudim,
768 Selby Avenue, St. Paul, and several f'ormer Grotto Club members re-
questesi that t'.Ze Surf Club be allowed to oper�te. Pdr. Jones s�ated that .
noaz�by residents nave cornplained that the club is a hazard near tYie beach.
He also stated that the club is located in an area which is zoned resi-
dential. 141ayor Asnbach pointed out that a studq had been made by the
.plannin�; committeo and consequently the area was zoned residential. The
Grotto Club was given a conditional use permit to operate their club
because of the fraternal organization of which it was a part. tiow that
it no longer has tnis affiliation, he did not feel tnat a private license
to operate a club in this residentially zoned area should be issued.
Jones moved that tne location revert back to rasidential, as originally
zoned. Crepeau sedonded. Carr•ied. Jones moved t�at tne club be allcwed
to operate f'or 60 days on their former licenses to complete their sched-
uled ope�ations. Seconded by Crepeau. Cariied.
Mr. Thomas Ludlow, 1515 Edgewater Avenue, requested that the beach area
on tne south. side of Laka Johanna be allcted some £i11 for holes which
were formed when the sewer was installed in the area. Jones moved that
the Village grant about 100 yards of fill for the area. Cre�geu seconded.

A letter was read from iar. C. E. Sreeh;�, reouesting that he and �r1r.
Thomas Ludlova be allowed to use a comsuon connection to the sewer trunkline
now installed in Arden Hills �3. Crepeau moved that as lon� as it was
.a rriutual agreement that it be_allowed. Stromquist seconded. Carried.
The clerk vras instructeo to send a letter to each party concerned notify-
ing them of' tize Council�s decision.
114r. Ir•vin J. Orton, 1645 Valentine Avenue, came before tne council with
a surface vrater pr�oblem created by dirt fill depo�ited by a neiA;hbor,
which stops the natural f'low of surface water� causing a pond on his
•; property. The council agreed that this v�as not a Village preblem and
instructed :,s. Or�oq to saek private le�al counsel on the matter.
I�s. Erickson, from Erickson Taxi Compang, �ew Brighton, came before the
Council asuing for er.clusive.r•iFhts to run cabs in 9.r•den �:ills. idrs.

Crepeau. Carried.
R�x. Harry L. Ehlers, 3256 \ew _�rignton Road, presented plans for a new
fire station to be lccated about 100� rorth of the present buiiding on
ide�ar Bri�hton F�oad. The Council referrecl the plans and sketches to t�e
• 'r'<<elfare Committee for tneir approval.
I,qr. Elmer Isaksen, 3426 G1enArden Court, asked about the suriace wat-er
prcblen in his area, and about how soon the problem would be rectiiied.
He stated tilat t'ne residents in th.e area had water in their base�rients
since the heavy rains. The Council advised him that sewer v�ould be
started in that area about A.u�ust 1, 1950, and at tYiat iime the surface
drainage wouc�d be directed away from area, corx�ecting the situation.
.tir. ,�saksen also reported that a pile of rcck had been left in the road
at CslenArden Court and Skiles I,ane, and it was not marked with reflectors
or lights to warn motorists.

received to make their checks good.

i�ir. Jones reporte that the :iiighwa�= Department had made a 4 to 5 hour
study o� the intersection of ;ii�h�vay 10 and 51, and they advised ihat
the road will be marked very carefully into lanes directing ti:�e traffic,
and the road wi11 be marl:ed as a dangerous sts�ip of hi�;h�vay.
Jenes reported that the ball parks seem to be in order, and that tne
ball field in Schmidt park will be started soon.
Police Heport
�u1r. VictoiTr l�e�,er stated tnat Alan Nielsen is now vaith the Sheriff�s Office
and that Frederick V'Jetterlind had been appointed as a temporary replace—
ment until the close of school.
Public Safety r,eport
:�Ir. Crepeau state that the Sportsmen's Club wishes to move tr�e warming
house from Lake Johanna to tiie Hamline and County Road E playground
area, to be used by tne Ardenettes tc dispense pop and cand5* dur•ing
little lea�ue ball games. Cr•epeau �!oved that the Ardenettes be allowed
� to operate their stand. Jones seconced. Carried.

A letter was read irem the 'r_ign�vay Department announcing the closing of
Lexington Ave. from Co. Itd. L to Co, Rd. F' until tYie bridge approaches
at the Lexington Ave. crossing of Tru.nk Highv�ray 694 have been constructed

Pnayor Asnbach announced that a r.¢lease of a sewer line f'ron tne Arsenal
to tne Village of Arden IIills kxas been received and is nov� in the hands

The Public Hearing at Lake Johanna School on i4ay 25th at 8;00 for
Sanitary Sewer Improveraent #4 we,s announced.
Clerk�s Report
Mrs. Stromquist read a letter from Attorney Courtney re: the police car
specifications and his request that the notice advertising for bide ba
• published on T�.ay 26, if possible.
Piirs. Stromquist read a letter re: a court case which was tried in North
St. Paul because of a cnange of venue. The party was fcund not guilty.
Mss. Stro�quist reported that the Town and Country Si�n Corapany aub-
mitted t�e low bid for a sign for tl2e Village Hall. Their oid was in
the amount of �130.00. The Council unanimously authorized i�1rs. Strom-
quist to order a sign which she deemed satisfactory.
A letter from 73anister Engineering Co. re: a stretch of sewer about 385
Yeet long on Glenhill Road was read. tio sewer connections had been per-
mitted in this area because it did not meet v�ith specifications. The
letter reported that tne sewer was nory ready and tne Village could.now
permit connections into the sewei° at this point.
Ihe list of claims for iVlay, 1900 were presented to t�e Council for their
•approval oi' payment. C'ro�gau moved the bills be paid. Jones seconded.

The Clerk produced an affidavit showinq publication of a notice appearinS
on th! improveaient two weQks in the officiai`newspaper of the Villaga,
the last'publlcation being on the 19th cfiay`of May, 198�, which
affidavit was examined and ordered ,�laced on file'. The Mayor then
called u�on ali prc�erty owners and interestsd inCividuals ^resent
either for or against said proposed improvemant.
