Clark, 3484 Glenarden Hoad, came before the Council with a corriplaint that sand and gravel from the road has aeen Vrashed dotivn into the ditch beside the road, damaging sod that they had layed to improve t2e appearance of the ditch. She requested that this be removed. The matter vras referred to i;ir. Jones to handle. Mrs. Lloyd Kolby, 3466 Glenarden ftoad complained tYiat surface water frotn the surrounding area drains onto herproperty, and consequently they have had water in their baseme:�t, especial�y since tne heavy rains this spring. She requested t2at the water be directed in another direction. The Council edvised tnat sewer vaould be started in that area soon and, at that time, tYie surface drainage will be h.andled also. The new high- way, wnich will soon be constructefl to the rear of the property �wi11 •also be planned to take care of some of tne drainage problem. Bx. iCennetn Boss, 1515 North Pascal, St. Paul, auestione3 the Council as to the proposed rezoning of the area South of Koalski Hoad and East of Hamline Avenue� from residential to industrial. He is purchasing a house across the street from che area and would like to see tne area remain resi�ential. Mayor Ashbach stated that a public hearing re: this tract oi' land was to be neld toni�ht. As of this date a suLtsble use for the land in question has inot been presented to the Council. Kennedy moved that the proposed rezoning be tabled until a suitAble use is pre- sented for the area. Crepeau seconded. Carried. Mr. Carl L'anger, 3356 Lake Johanna 31vd. requested information re: 5ewer Improvement #2, fie was asked to direct his cyuestions to Mr. Banister and and Mr. Short of 3anister Lngineering Co. when they arrive at about 9;30. i,:r. Harry Enlers, 3256 riew Brighton Road, and i�ilr. Harland Hedlund, 3051 Fairview, prosented the plans and legal description for the proposed I:ake Johanna Fire Station, to the Council. The new �uilding is to be located •about 100� nort:n of tne present sta�ion on IQew Brighton Road. A building permit was requested. kennedy moved that tne Council give preliminary approval and waive the "�25.00 permit fee� subject to a report from Attorneg Courtney as to.the deveating use in a residential area. Jones seconded. Carried. The matter was referred to Attorney Courtney for the required qewspaper notices to be published and his report. • h� Page 2 Mr. Jerry Gudim, 768 Selby Avenue, St. Faul, came before the Council �vith a request that ttie Village oi Arde� Hills purchase his property, formerly the Grotto Club, at the north side of Lake Johanna for recre- ational purposes. Aftor a discussiop of the rnatter ainong the Council rr�embers, Mr. Jones moved that tne Council not consider the purchase of the property at tne present time. Seconded by Crepeau. Carried. P�. Jopes moved that the matter of change orders be discussed with Attorney Courtney regArding proper handling, and tnat the Village incorporata tnis change order if the cost does not exceed �p550.00 to �p600.00. The owner to pay a reasonable portion of the cost, Seconded by Crepeau. .Carried. Public �ti'orks Report ivir. Jones reported tnat the roads iq Arden =�ills #3 wera being graded to coincide with the individual pr•operties at�l nearly as possible, and tze road improvemont, in general, was progressing very satisiactorily. He reported that the drainfield seepage problem in tne Shorcvood Hills area has been increasingl;� troublesome. �iNelfare Report �r��, Kennedy reported that tne baseball area in Tony Schmi�t park has now been graded. He requested that the C,lerk write a letter of apnre- ciation to iv?r. Ed Salverda. Vfr. Kenr,edy stated that his lot vJidth rezoning report would be ready at the next council meeting. Police Report i;9r, Crepeau stated that no bids were received for the new Arden Hills squad car. Council advised the clerk to readvertise this week. iVIr. Crepeau relayed a request from ivs. V"ictor :�ieber tnat tne Council approve tne purchase of a new radio for tne squad car at a cost of �p566.00. Half of this cost �vill be absorbed by Civil Defensa. The Council approved the purchase with the stipulation �h#t the oId Tadio be traded in for tha nighest possible value credit to the Village. i��ir. Crepeatz announced that, as of June 10, 1960� the dayt�me policing • of the Village had ceased. iJiore money wouldbe needed in the Police 3�:dget if dayti�e policing was to be resumed. The matter �was referred to tne Safetg Committea to decide what policing is necessary iviayor ! s Report Nagor As ac stated that the Setiver Assessment Hearing for Arden Hills '�3 •is scheduled to come up late this summer. ?drs, Stromquist �vas requested to discuss the matter of this assessment hearing, ae uvell as the assess- ment hearing f'er the �rden riills #3 Aoad impro•aement with 5s. popovich and request tnat the hearings be held as soon as possible, rather than wait until late in the summer. Ivs. Jones moved that the Villages of Shoreview and Nloundsview be invited 2 - ' F'age 3 to snare in the Arsenal Sewer I,ine Lease with the Village of Arden Hills. �econded by Stromquist. Carried. Niayor Ashbach submitted two specifications, from Sassco, for heating the Village Hall. Stromquist read a letter f'rom the Dept, of Highways announcing a Public Hearing on Tuesday, June 21, at i�ioundsview Highachool and requesting the Council�s attendance. Mrs. Stromquist ��t��e� that tne Council approve the contracts to T, p. Schifsky and Sons for the Floral llrive Froject, and that tney ne signed by the ;Yiayor and the Clerk. The Council unanimously approved. The �,uarterly Report from the Big 10 Supper Club was presented to tY�e : ouncil. Mr. Kennedy moved that the I�nd Condemnation papers be signed for the turnaround in Arden Hills �1. Jones seconded. Carried. Finance Committee ko ort Mrs. tromquist state that tne Finance Conunittea met 5vith Mr. Jones and that ne was allotted an additional �4,000.00 f'or the remainder of the year to be applied to nis Road Budget, �p2,000.00 of which was to be held through the montn of August, if possible. . Clerk Stromquist stated that the report from Stanton and �ittelkow had not yet been reeeived re: office proceedure f'or tne Village. They are to submit their report sometime in Jupe. Mrs. Stromquiat stated that the Finance committee recommends that the On- Sale Liquor License of the 'rJagon Wheel Inn be cancelled apo lifted as of July 1� 1960. Stromquist moved that this recommendation be accepted bp the Council and that T�Ir. Donald Stecker be given a Public Hearing on the matter �t the pext meeting, June 27th. Crepeau seconded. Carried. The matter was eferred to the Attorney for correct procedure in handling. The matter of Taxi Licensing in tne Village was refer:ed to the F'inance Comr.iittee after hearing commen�s from i;s. Erickson of Erickson Taxi Service in New Brighton and the reading of a letter of recormnendation from A. J. �lsenpeter, Chie£ of Folice , New Bri�hton, requesting an exciusive franchise or Erickson Taxi Service in Arden rIills. b?rs. Stromquist moved that a pro- posed taxi ordinance for tne Village be set up bg Attorney Courtneg, similar to the ordinances for other con;ractors and business`'Sin the Village, apd that no single franchise be granted. Campbell, 3125 Ridgewood Road came be�ore the Council with �. complaint that the road has been graded down so far in front oi her property that the road is about 1 foot lower than the edge of her drive- way and lawn. Pdayor Ashbach commented that these problems sometimes ariae when street grades have not been set before the areas have been developed, and every effort will be made to fit the road to the existing properties wnere it is possible to do so. The matter was referred to Prir. Jones. TJlr. Joe Bussard, 4335 ?iighway #10 asked about the location of the proposed •setiver line on Sandeen Road� where he has purchased some property. Nir. Roger Short of Banister Engineering Co. was present and the matter was referred to him for an� answer to the inquiry. IvSr. Kennedy moved that Banister Engineering Com a y be author•ized to change the plans in Sewer Improvement #2 to grant �s�`�Soor service to eertain residents requesting service, not formerly included in the proposed plans, and that the contracts for Sewer Improvement �2 be aigned by the I�4ayor and Clerk�, snbject to approval by Attorney Courtney. Crepeau moved that the construction of tne portion of sewer adjacent tc the new proposed Highway 51 be held up until the Highway Depar•tment �ives the tiillage of Arden Hilis a definite answer as to their plans. Seconded by Kennedy. Carried. 'Phe i:esolution advertising for bids for Sanitary Sewer Improvement '�3, Projects 1 and 2 was s�ead. Iiids are to be opened at 8:00 P.M. on July 14th •at the Village Hall. Crepeau �noved the Council approve the resolution as attached. Seconded by Jones. Carried. Crepeau moved that the Lake Johanna Improvement Association be authorized to display fireworks on.July 4th. Seconded by Kennedy. Carried. A complaint by a resident oq Tiller Lane was registered with the Council re; the pumping of waeh wator out into the street causing road damage and an e;�e-sore. The matter was referred to �fir.
