The roinutes of the regular Council Meeting of May 8, 1961 and the special council meeting
of May 22� 1961 were approved as presented.
Mr. Karl Burandt of Bannister Engineering Co. discussed additional plans £or R�ad Imp.�
and ;3. He stated that the State Hip,hway Dept, will leave Hamline Ave. open £or one
more year so that at this ti.me Iioad Imp. #3 calls for the installation of a storm seHer
in abaut 100� of ditch just east oP Hamlina to take drainage of£ of Tiller I,ane. This is
a temporary measure and eventually a pipe will be brought across Hamline to the West aid
the drainage will be dumped in the swamp.

Mr. Burarrit explained that at this ti� the engineers propose drawing plans and profiles
of roads in Arden Hi71s #1. Thep recommend leaving street grades sar� as they e_�cist.
They proposo to put in 10�� of total surfacing thicimeas� 5° of which is a pit run sand
and gravel. and 32i� of stabilized gravel whi.ch is to be applied this year with a pene-
tration prima oil.surYace� the finished bituminous of 12 thick is to be installed in
the year 1962. In case of any settlement of trenches this settlement would be corrected
beYore final surface is applied.
•I�. Olmexi asked whether Stowe Ave. would be opened up as a county road between Alew
Brighton Blvd. and Lake Johanna Blvd. Referred to Attornay Courtney to check on this
possibility. .
Mr. Carl Tierney of the Diocese of St. Paul appeared beiore the Council to discuss the
drainage pro em from Nazareth Hall. Nir. Olmen moved, Airs. Strosnquist seconded Mr.
Courtney�s resolution which was stated as follows:
In the event that Nazareth Hall at the present time provides itself with a sufY-
icient drainage system to t ake the water off of its property so as not to
constitute a nuisance on Asbury Ave., if a drainage improvement is necassary
in the future� it is the present tnought oY the Council *.hat Nazareth Hall
wou].d receive no benefit from such iraPmvement proceedings.
ENvINEER.'S REPORT: The County Engineer was out last 'ltixesday to take care of i�'ir. Adam's
pro m. Mr. Short also di3cussed the drainage problem from Iake Johanna Blvd. adjacent
to Mr. Faye iiennedy's property. Upon query from Mr. Olmen, Mr. Short promisad to
look into the drainage om i•ir. Ol�-nenTs property.
ATTORNEY'S REPORT: �1r. Courtney referred to the temporary drainage that has been
inst lsd at the Zilliox property. A�s. 3nort suggested that no steps be tak en at this
time to establish a permanent drainage system. In the event Mr. Zilliox sells his
lald a new owner may subdivide the property ar�d have a different drainage problem.
Mr. Courtaey said he would take the material on this ma.tter out of his fi1e� � d will
have Mr. Short review the matter with the Council.
, Mr. Courtney reported on the N.S.P. road matter. He advised that N.S.P. agreed on their
liabilit� to repair roads �nere damaged by their action. This matter has been referred
to Mr. Short who is to contact rred Nixon and report to the Council.

In Shorewood Hills #6 Mr. Krannack furnished a bond for finishing the roads in this area.
•Or. Sept. 2$, 1959 a letter was written by Mr. Courtney regarding the bond number and
suggested some action be t aken to i.mprove the roads. 7tao subsequent contacts were made
and Mr. Krannak agreed to take care of the roads. Some work has been done on them but
they have not been brought up to specifications� The bond is sti11 open and if the
report of the engineer indicates the roads are not up to standard the attomey will follow
through on this. .
Rs: tise Besch decision; this is a Civil Defense matter. The BeYeree says that Ramsey
County is �iable for d.anages now. However the ruling says Arden kills is liable. IIr.
Courtney suggestes the Council go over tbe matter with their insurance compar;y attorneys.
The Ramsey County League of Municipalities also called the t�amsey County Piunicipal Oificials
Association for planning� etc. are authorized to collect a per capita on a tax levy basis.
Nlrs. Stromq�List suggested that action on approving and joi.ning the above decision be laid over
to the next council meeting.
Mr. Adolph Meyer had called Mr. Courtney asking when the sewer was to be ready for installa-
ion o his residence. i•irs. Stiromquist stated that no formal announcement was made as to
the readi.ness of sewer installation as the neighbors and the �ewer contractors kept in
touch rrith th.e village hall and lmew when new lines were open.
Re: D'�.Faye Kennedy's complaint on the junker cars; this would be inr,luded in a nuisance
ordinance. h7r. Courtney submitted aresolution regaxY3ing this matter to be reviewed by
Mr. Kennedy and his comnittee.
�N�. Courtney reported on the following easements: Sani.targ Sewer improvemerit #ii - an
easeu�nt including 13 parcels has been filed this week. Thare are !10 days in,which to
appeal. Mr. Courtney will go over the awards and adviae the couneil. He questions
appealing Mr. Krarmak's aYrard for �it�000.00 and Pfr. De Witt's award for �3,200.00.
Sanitary Sewer 7mprovavement #9 - Saseraents #3062� 3063, and 306l� were ap�roned upon motion
by Mrs. Stromquist� seconded by Mr. Crepeau. Motion carried.
Sanitary Sewer Imp. #3 - Easeraent #3029 through 3032. Mr. Courtney has a letter from Mr.
Bill Busch representing M,r. Nelson. They are making Yurther investigation and �]1 noti.f'y
Mr. Courtnay by June 2nd.
Sanitary Sewer Imp. #3 - Easeu�nt '�301�1y-301�5 - i�ir. Doepner property. Resolves itself
to whether Council wants to condemn the property to obtain access to it or stop with the
sewer up to that point.
Sanitary Sewer Imp. #2 - Easement #283$ - the R.obert and Pkyyllis Gilchrist propert�
off I,ake Johanna Blvd. I�Ir. Olme n moved, NIr. Keisiedy seconded that Mr. Courtney draft a
resolution to condemn the propertq dascribed as Lot #16, duditors Subdivision �{$0 as
;n�t;cated by attached resolution. Motion carried.
Easement #2-23 - tkie Janm�a property. The question has been whether the council would
guarantee damage aa noted on the easement. Mr. Crepeau, acting m ayor, was to sign the
agreement and Mr. Olmen was to take the easement to 24r. Jamma to sign.
•Mrs. Stromquist read a letter from Mr. Garnet Nall of thei�.innesota Highw�* department
wanting to Imow if Arden f�i7.ls had an ordinance against a fix3ng range which he is
interested in establishing for the state highway patrol. Referred to attorney.

to her. This was in regard to making apportiontnent on assessments to the nighway depart-
manta to the propert,y they take. It was sug�ested thesa be treated di.fYerentl3r thai w2sen
selling property irom one private party to another.
CIYRK�S REPORT: The Finance Committee has considered the �plication of Mr. Lindemer for
ai s er of the Trlagon Whee1 Liquor License to hin�se73. They wi.11 give this more stud,p and
perhaps have a report for the next council meeting.
In discussi.ng an audit for the Uillage books it has been concluded that the cost will be
between �300.00 -$500.00. If the council approves tdie committee will geb cosqparative
bids. The Finance Com�ittee recommend.ed an audit for this year ior the procedure in
particular. Mr. Crepeau suggested a Mr. John Mattila. Stanton and Pittlekowhave suggested
several names o£ auditors. The Council and the Finanee Committee both agree to an audit
for this year arr3. the money will come out of the 1962 budget.
Mrs. Stromquist passed the liguor reports from the three liquor establiahments for council
members to compare.

regular session at the Village Ha11 in said Village on Monday, May 29, i96i, at 8:00

BE IT RESOLVED by the Council of the Village oi Arden Hills, Minnesota, as
1. On February 23, 1961, the Cauncil directed Banister Engineering C�pany,
Consulting Engineers, 310 North Snelli.ng Avenue� St. Paul 4, Minnesota, to prepare
prel3minary reports as to the feasibility of certain proposed street improvements,
and the estimated cost thereof, and as to whether such improvements shovld best be
made as proposed or in connection with some other improvement, which prelim3nary re-
ports were received and apprwed by the Council on May 8, 196i. The Eagineers were
then author3zed to prepare final plens and specifications Por three street improve-
ments, munbered 3, 4 and 5, as generslly described in the forms of notice of hearing
hereinaPter contained, and on May 22, 1961, the Council approved final plans and spe-
c3fications prepared ior each of the improvements ae so directed, and provid.ed for
advertisement for bids £or the construction thereof, to be opened June 16, 1961, at
2:30 o'clock P.M., Central Da,ylight Saving Tirme.
2. It is hereby determined that this Council shsll rreeet at the Village Hall
at the respective dates end times set forth in the notices oi hearing contained here-
in, for the purpose of holding a public hearing on each of said proposed improvements;
and the Clerk is hereby suthorized and directed to cause each of such notices to be
published twice in the oPPiciel newspaper, The Rose TribLme, Roseville, Minnesota,
which publications shall be a Week apart and the second publicati� shall be not less
than three days before the date of each of said hearings.
