COUNCIL OF VILIAGE OF ARDEN_HILIS

PUBLIC HEARING: Mr. Kosla��c, oeaner oP Twin City Trailer Park requastad
approval o.t e Counc:il for rezoning Lots 1 through 8 of Block 4, �Hounds
Center Subdivision in,Arde❑ Hil1s from residentiel to commercial. This
property adjoina to the south the land now used for the operation of the
Trailer Park. Request for rezoning this additional property wss made
because the Highwa�T Department ia taking a large port3on of land frott
the existin�. Trailer Park for the vaidening of Iiigh.arap 8 makin� the
remaining part economically diificult to operate.
Mr. Kennedy's co�nittee on rezoning has s�udied the problem and feel
that this property lends itsolf best ior commercial use. Therefore
they recommend granting the request for rezoning as the Trsiler Park
will protect the land for futura commercial use.
Mrs. Kie£er, owner of *dardee�s Inn, on the land adjoining the Trailer
Camp to the north was present and asked what expansion of the present
Trailer Camp would do to the taxes on their property. Mr. Kennady and
;eIr, Crepeau both expressed the opinion that thia fact of itself should not
• have any direct effect on the taxes of the property owned bg Mrs. Kiefer.
Ncr. Ko21ak was asked what he intended to do regarding plantings or
screening of his Propert5 from the two homea which will adjoip tne
Trailer Camp.
�otion by Kennedy, second '�y Olmen that request ior rezoning be granted,
plans for development of Trailer Park be presented to Council i'or
approval before moving trailars in and that necessary planting be done
if needed to screen paxk from existing homes. Carried.
BANNISTER ENGINEERInG REPORT; Roger Short reported back to the Council
on. he pro em o extra expense incurred by sewer contractor when
putting in the sewer line et the residence of Harry Ehlers, 3256 Nevf
Srighton Road. At the OYJLl9T�8 request the sewer line was run in so
that he could connect to it from the back of his nome. Problera now is
as follovrs ;
1. Lamatti, sewer contrsctor, was not able to contact
Ivtr. Ehlers so as to have a complete understapding
where the li�e should go.
2. VS'hen line was put in it was run straight out froar
the house to sewer making a better type connection
actually tlzan a curved one.
• 3. In runnin� line straight out the sceptic tank and
cesspool had to be drained and filZed ma?cing an
additional cost of �90,00.

4. Lemetti is willing to go alcng with decision of
• Council and/or enginaer an a fair settle�ent
for this resident.
5. Council suggested Mr. Lemetti pay one t�a1P of
the �90.00 extra, or "�45.00, as a fair
settloment.

follow through in tnis matter.
?�rs. Stromquist advised Council that Mr.Short has suggested the Village
have a completa file on roads and plats as plsnned by the Engineera.
Also suggested the insestigation and purchase of an adequate map file
for the now accumulating sewer maps, etc.
Mx. Olmen aeked �ir. Short about the road damage on tha new road where
i�azareth Hall is buildin� a high scnool. Re£erred to contractors who
can �ive a better picture of this condition when thawing weather is
over,
Mt�. Short reported that he is trying to reach IvIr. Talbct Jones to
confeP over street widths, etc. for the village.
Mr. Trobaugh, 2038 Mounds Ave. states that he knows all housea are
required to have culverta under their driveways whereas the Jehovah�s
• Witness churcri next door to nirn has no culvert in the3r dtiveway.
Whe❑ the meetings break up late at night it causes quite a disturbance
because of the cara getting stuck in evhat has now turned into a mudhole.
I3e would liks soraething done about this. Referred to Olmen.
A�s. Elmer Isaksen, 3426 Glen Arden Court presented a petitio❑ to the
Council signed by 25 families in his area regu�sting some attention be
given to ths roads in their i�.mediate area. Copies of this will t�e
sent to all Council members by the �lillage Clerk. Iv1r. Isakaen went on
to state that Mr. Caldwell oP the State :3i�hrovay Department has
recommended the £ollowing:
1. Power �radex c:o light blading.
2. Routine grading.
3. Crotivn the center of the road.
4. Fill chuck holes with sand.

&�s. Olmen stated that the Village Engineers are drawing up plans for
Village roada. He pointed out that R9r. Isaksen and his neighbors were
not alone in their road troubles but that the prcblem existed all over
• the Ville�e where the sewer projeets have been put in. He also
sug�ested that the Couneil does not see the economy of dumping sand
and gravel continuallq into the roads only to have none of it rerasinin�
when the frost finally gooa out. Lt�ettl has been blading until the
snow came.

County v�ould not go into plow streets at that time because their equip-
ment wculd get stuck. Olmen hired private equipment to plow out roads.
• _Ie promised to do all he could to have drainage taken care of and blad-
ing done to make roads passable until permanent improvements caq be
started in dry weather.
A9r. John Sullivan, 1429 ,�kiles Iane, suggested the sewer contractor
should be forced to go into the.area and renedy the low spots left by
him. Olmen will refer this situation to sewer contractor who has been
very cooperative in going in to improve a situation where there are
complainte.
T�Tr. Skildum ststed that this area has ope bad spot in particular, that
if properly drained and some filling put in and bladed once a weel� would
help to make a passable road.
PJBLIC WORKS REPORT: n4r. Olmen stated that N,r. Jama, owner of property
a ke Jo nna Blvd. wants to be easured when he gives easement
to his property, where Lametti will be leying 50 ft. o£ steel pipe, that
he can build over this. Referred to attorney to wsite up easement with
clauae granting this permission.
Mr. Olmen reported to Council on letter from S. R'. Swan, Board of
Ramsey Count� CommisNioners, dated February 21, 1961, relating to repair
of county ditch #1, S, and 5. He stated that ditch 3 and 5 end up through
Rice Creek which goes over one corner of the Arms plant� that is why they
are affected. Thera �vill be more on this nattar so Mr. Clmen suggested
• the letter be kept oa file.
Bannis�er Engineering Co. is to investigate the Glenpaul area ditch. .
Mr. Crepeau read a communication from Richard Jones, our State Represent-
ative advising that there is a bill before the Legislature which Prould,
if passed, give the Ville�e Councils authority bg their vote to put in
village wate: ssstem.
Mx. Trobaugh� 2038 Idiounds ?ve. spoke e�ainst this bill stating that if
all members of the Village Council were having well trouble they would
naturally vote in a water system whether or not the v311agers wanted one
or could psy for one.
Mr. Crepeau announced that Ne�v Brighton Village Council had invited
Arden Hills V"illage Council members to att.end a meeting �ed. evsr,ing,
March 15, 1961, to discuss the Pdetropolitan Airport Commissionts
proposal to enlarge the Anoka Airport. Richard Jones, State Representative
and Fay Kennedy, Arden Hills Village Councilman will attend thia meeting.
I1Qi�. F.ichard Jones stated that he had written a letter to Senator Humphsey
requesting information on vuhom to contact at the Arms Plant in regard to
rental of their property for business ventures.

ft. and 40 ft. back from Glenhill Rd. Motion carried.
Letter from Mr. John Sexton to the V1llage of Arden Hills notifying of
conference on Zoning and Planning to be conducted by the University of
Minnesota on March 20, 1961. Cost of registration �5.00, dinner �2.65
luncheon �1.�5. Mr. Kennedy feels mambers of his committee w�zld be
interested in going unless Coupcil members wish to go. He recommended
that two people at lsast attend in order to take in all sessiona.
Kennedy moved, Stromquist seconded that reimbursement for the expenses
involved to those �ttending be taken out of his budget and that they
report back to the Council. Motion carried.

March 6, 1961, regarding change order #2 for Bewer Imp. #2. Kannedy
moved, Stromquist seconded Council allow this change order. Motiom
carried.

for the case of Mary Jewe11 Gnetz, the little girl suffering the dentsl
injury wizile sksting on Lake Johanna.
Nss. 3tromquist annchunced the Bond Sale to be P�Iarch 22, 1961, 8:00 p.m.
at the Village Hall.

Letter read from Pl�. Peterson of Bennister Enginesring Co., dated
Feb. 28, 1961, explaining coets on Improvement #4.
Mrs. Charles dlson has called sevaral times asking what r.as teen the
outcome of action taken regarding the excessive cost theq2iad in having
to hire a second well digger to do wh.at Pdr. Ernest Perron, the first Nell
digger aras supposed to do. This case had been referred to the attorney
who suggested hSr. Perron�s license could be revoked. In the meantime
his insurance cres cancelled which meent no more permits could be iesued
to him. The Council has no finan�ial responsibility in this matter but
merely interceded on the l�lson�s behalf. Clerk to explain this to �rs.
Ulson and suggest she contact tne President of the Minnesota tNell
Drillers to straighten the matter out.
PArs. Stromquist presented the 1960 Financial statement (quite a master-
piece) for Council approval.
Olmen moved, Kennedy seconded Council approve 1960 F'inanc3sl Staterent
and authorized Clerk to have same printed in Rose Tribune. hfotion carr�ed.
Also Clerk is to have 50 copies of this statement made for Council uae
and available for angone wishing a copy.

an anonymous sender.
