bq Stromquist that bids be received on Sewer Imp. #4 on Series D Bonds
op �Iareh 22, 1961, at 5;00 p.m., Q,rden Hills Village Hall. Mr.-Popovich

to take care of 3treet Imp. 60-1 apd 60�2. Motion by.Kennedy, aecond bg

March 22, 1961,at 8:00 p.m. at Arden Hills Village_Hall.
PUBLIC HEARING ON REZONING DR. NOULE'S PROPERTY FRObI R1 to R2: Trustee
enne y repor e on_ac on en y s._ o e are omm ee regarding
this uiattep. The Committse unanimously approved the rezoping requeat o£
Dr. Houle with the following comments ;

No more laad to be rezoned other than what is needed
for ths Rest Home.
Dr. Houle is to pressnt complete drawinga and plans
for approval before permit is issued.
3. Committee felt this ope story construction would be
desirable to the community, would act ea a buffer to
the undesirable bus garage tp the west oi this
property.

Mrs. Calvin C. Meury, 1812 Venus ,Ave., presented a petition with aignatures
representing 87 homes out of 99 contected ia Shorewood Hille and Valentine
Hilla who are opposed to thia rezoning request for the followin� reasona;
1. We chose to buy or build homea in this a7rea becauae
it is zoned for residence only.
2. We are not in favor of angthing but single family
dwellinga in this ares.

Mr. Riehsrd Meyera, 1758 Venus Ave., Attorney and peighbor of Dr. Houle,

request. He explained in detail the boundaries of the area which has
been requested to be rezoned and made the follovrin� comments:
1. Rest Home would cost approximately �200,000.00,
have 43 beds� would be a quiet conv�lescent t9Pa
residence, attractive, xell landscapad, etc.
2. Dr. Houle would have to hsve State Welfere
Co�nittee approval on type oP home he is to
build as well as Village restrictions and
epproval.

approve the rezoning was presented to the Council by Dr. Houle.
Mr. Paul Thorne, 1774 Gramsie Road asked who the people were and where
they lived, who had aigned I�r. Eoule�s petition. He flirther stated the
residente of Shorewood Hills have reaiated t�ezoning this property ar�d
sre apprehensive that rezoning now would lead to additionsl rezonin�
later.
Mr. G. E. Harmon, 1661 VP. County Rd. F steted that people attending the
multiple dwelling hearing were prepared only for that discusaion and had
not had time to think through the requeat foi� a�est home which Dr. Houle
asked about that seme evening.
DRr. R. W. Fritts, 1780 Venus stated that he had picked 5horowood Hills
and Valentine Hilla as a community well controlled ae to zonin� ordinancea.
He is verg opposed to this requast.
Trustee Kennedy reviewed the ob3eetiona to the multiple dwellin� requeat
which the Councll adhered to and voted down. Are we now opposed to
progress and addin� an attractive building �rhich would add to our tax
income?
Mr. L. A. Idawmaq, 4051 valentine Court expressed concern oaer what would
happen in the future to our rezoning ordinances if we let this one go
through.

Commisaion spoka about the functions of thia Commission._

V7ith no more residents wishing to be heard the Council considered the
matter. Since A.syoT Ashbach was out of the citq Mr. Kepnedy moved,
Olmen seconded, that the matter be held over to the rsgular Council
Meeting of March 27 so that &Isgor Ashbach could review the petitions
and the results of the hearing. �,t this time there would be a full Council
vote on the matter. Carried.
Mias Jenson, 721 Huron Ave. W. appeared before the Council ra�.th a request
• for permisaion to move e home from Highway 96 to a lot on 3395 I,ake
Johanna Blvd. which is owned bg her. At present there are two cottage
type homes on this property. She has these rented out and feels ahe
would have to give the renters nine months to a year+a notice to move
to line up to her lease aggxeaiaent with them.

Kennedy had asked H4r. Clay Kelley, the buil.ding ins�ector, to investigate
•this request and give hia Teaommendationa. Mr. Kalleq stated that the
building Miss Jenson wants to move on her property is,Fine years old and
would be an improvement over what ia alresdy on the lot.
Upon motion by FKennedy, second by Olmen, permisaion was given Mias Jenson
to move the house onto her lot at 3395 Lske Johanna Blvd. with the
follovring conditions:
1. The tmo houaes that are now on the property be
moved off within s period of one year.

2. The neav house is not to be permanently located
until the Welfare Committee and the Building In-
spector check the property for the most
advantageous location.
3. A certified copy of this resolution is to be
recorded. Carried.
ATTORNEY�B REPORT: The Serv-O-Boat Corporation had requested permission
o V g�_o Arden Hills to erect a track with an operation aimilar
to Go-Carting on property in the qrsenal P].ant grounda. The question
arose as to what, if any, jurisdiction the Village of Arden Hills had
over the property in these �rounds. Mr. Courtneg reported that the
Federal Government has exclusive jurisdiction over the property in the
Arsenal grounds but tneir lease of a portion of this property to Serv-
0-Boat requires the leasa to adhere to a11 municipal regulations. This
means the Village should hold a hearing for presentation of plens o�
Serv-0-3ost and make the decision as to whether or not such an operation
should be allowed. The hearing was set for the 27th day of P�arch, 1961,
at which time 5ery-0-�oat Corp, should present all of its plans for this

Village came into operation we have no control. Non-conforming buildings
are allowed to °die on vine°. If a building such as this becomes a
nuisance because.of danger or aesthetic value steps can be taken to
ordar it of£.

PUBLIC WORKS COMMITTEE: Olmen authorized to contact County Engineer for

•petition dated Feb. 23, 1961. Prr. Olmen reported finding the I�ake
Johanna Lift Station unlockad providing an element of danger to children
in the nei�hborhood. He had Fred Nixon put loaks on this station.
CI�ERK'S REPORT; The minutes of Feb. 13, 1961, were aporoved as read upon
mo on_ g Kenqedg, second bp Olmen, carried.
The motions as stated at informal council maeting of Feb. 23, 1961, were
adopted upon motion by Kennedy, second by Olmen. Carried.

The resolution re].ating to apportionment of essessments relating to
Sanitsry Sewer Improvement #1 was pessed as attached upon motion by
Stromquist and second by Kennedy. Carried.

11�. SCennedy requested that the Finance Committee check into the sewer
and road costs to be borne by Village as general tax levy and report back
to Council.
Clerk read a letter from Richard B. Moses dated Januery 30, 1961, Tequest-
in� Council to waiva a 40 ft. aet bsek rule. Mr. Kennedy suggested that
Mr. Moses come in with sketch of his p].ans, also a feeling of neighbors
around him before deciaion is made. i�Hatter referred to Keanedy.
Letter from Attorney Courtney, dated February 17, 1961, relating to above
subject also referred to Kennedy.
Letter from Attorney Courtpey datod February 17, 1961, stating thet
planning flznds in budget of Counc3l can definitely be used for printing
brochures to attract bu�,iness to Arden Hills.
Letter from J. S. 3wan, Bosrd of Ramsey County Commissioners, dated
February 21, 1961, relating to repair end improvement of county ditch
#1, 3, and 5 referred to Public Works Committee for study and report back
by next regular Council meeting, March 13th, 1961.
Letter from C. M. Buckingham dated February 21, 1961, asking permission
of Council to hook up to aewer under present conditions of part orange-
burg pipe existing under block wall� cament drive, and steps. Kennedy
moved, Olmen seconded permission be giveq to Mr. Buckingham on a nardahip
basis. Carried.
Letter from Mrs. Gnetz, 1832 Noble Road re; dental injurg her daughter
suffered £rom hockey puck while skating on Lake Johanna. Referred to
Bill Hite to determine if insurance covers this. If not refer to
Attorney Courtney to determine Village liability if any.
The Finance Committee has investi�atad a landscaping program for the
Village Hall. Mr. 5chutta's estimate is as follows:

Mr. Kennedy requ6sted a permit to have a jaint se�ver connection with
his neighbor h2r. M. J. Robinson, 3449 I�ke Johanna Blvd., on basis of
hardship. Request granted on motion by Olmen, second by Stromquist.
Carried.
PUBI,IC SAFETY REPORT= bir. Crepeau ststed there were no squad cara on
• e.s ree cfizr ng._ e day time on Saturdays and Sundays. He asked
permiasion to hire policemen for these days at the same rate as
�Ionday tYm ough Friday. This would mean i❑ increase in his budget of
�32.00 per week. It was.suggested that when school is out perhaps the
need for weekdey* squad cara would no longar be necessary and the
expenditure for the Saturday and Sunday duty could be taken from the
week day budget. It v�as elso suggested that perhaps only Saturday and
Sunday afternoons were necessary times for squad cars.
The meeting was adjourned at 11:30 p.m.

BE IT RESOLVED by: the Village Council of the Village of Arden
Hills, Minnesota, as f;ollows:
WHEREAS the assessment roll for Sanitary Sewer Improvement No. 1
as last finaily amended and adopted on September 9, 1960, was filed
and certified to the Couniy Auditor of Ramsey County on Octo6er 26, 1960
for the purpose of inc'luding installments thereof to be co.11ected
along with real estate taxes commencing in 1961, and
WHEREAS parcels of pxoperty as contained in the original,
assessment ro11 as certified, have since been divided and conveyed
• by property owners, and
4VHEREAS the County Auditor of Ramsey County requires that
apportionment of original assessment against each original tract
where it has later been divided, sold oT conveyed be made by the
