MINUTES OF REGUTAR MEETING

Monday, December 12, 1960
The meeting was called to order at 8:00 P.Ni. by acting N[ayor Henry
Crepeau, Jr.

Donald Carley - Village Engineer
Mr. Dedrickson of Northern States Power Co. appeared before the Council
explaining the problems encountered in erecting poles and anchors on
the Preabyterian Home property for sewer improvement #2.
Mr, Kennedy sug�ested that Pltr. Dedrickson determine the cost of under-
�round construction and check to see if Northern States Power Co.
would apply their cost of constructing overhead installation against
the underground construction.
fvTr. Fred Koslak appeared in re�ard to rezoning of property adjoining
his trailer court. Nr. Kennedy reported that a£ter study of ➢Qr.
Koslak�a request for rezoning the Welfare Committee recommanda the
following: a public hearing to be held and if neighbors have no
objections the area be rezoned from R2 to Couixnercial.
• VILIAGE ENGINE�RB REPORT - Don Carley showed the plan of the construction
wor as p anned or Nazareth Hall including the provisions for drainage.
Council suggested underground drainage to the lake would be most
desirable.
The Building Inspector has received complaints regarding the drainage
of property at Cleveland and County Road D where a Texaco Gas Station
is being built. After conducting a survey of this area and finding
one oP the culverts has been sand bogged, NIr. Carley suggested he
write a letter to the Ramsey Countg Engineer to open up this culvert
and clear up this problem.
Mr. Carley also presented a surveq of the draina�e on County Road F
and Fairview. He suggested new drainage be incorporated into a road
improvement project when these roads have to be replaced.
CLERK'S REPORT - Village Attorney ruled that regular council meeting
cou d not be held December 26, a legal holiday, unless council deemed
it e matter of public neceseity.
Kennedy moved and Jones seconded a motion that the council meeting be
changed to Tuesday, December 27, 1960 at 8:00 P.iVl. Carried.
A letter from the Villase Attorney re: complaints received of business
being carried on by NIrs. Erickson at her residence, 1377 Cummings Lane.
. :ie suggested that there was no infringement on the zoning ordinance
as there were no sales being conducted from her home or no manufacturing.
His recommendation was to take no action on this matter. Council agreed.

Donald T. Graff, nevu owner of Hugo and Niarge�s, 1965 County Rd. D
• applied for a 1961 license for Juke Box, Cigarettes, Soft Drinks,
and On and Off sale of Malt Liquors. He also requested permission
to open for the last few days of December. Kennedy moved, Jones
seconded application be allowed subject to the approval of the Polica
and Fire Inspectors.
Mr. Crepeau accompanied the Fire and Police Inspectors to the liquor
establishments and found all to be O.K. ,A few recommendations were
made for them to follow.
Claims 2582 through 2590 were presented. ,Kennedy moved, Jones aeconded
claims as listed be peid. Carried. Motion by Stramquist, seconded
by Crepeau that Claim 2591 to Villaoe of Roseville be approved for
payment when the sewer connection is made.
,A letter was read from Bill Devitt re:earnest monay contrQcts to be
approved, contract number 3013 for �355.00 and number 3037 for
�1,335.00. Mr. Devitt recommended easement fees are reasonable and
should be paid. Kennedy moved, Jones seconded that the �ayor and
Clerk be suthorized to sign the contracts and proceed with the
easements. .
Jones moved, Stromquist seconded approval of minutes of November 28th
1960 regular Arden Hills village Council NIeeting.
• F IIvANCE CON��iITTEE AEPORT - l�trs. Stromquist reported on the Finance
Co�rnittee s stu q o e report of I,ocal Government in Arden Hills by
Stanton and Pittelkovc. The followin� recommendations were made by
the Finance Committee:
1. Adoption of the classification oP accounts. n�r. I�darvin Brunsell,
finance officer from Fridley could supervise setting up these accounts.
Cost to our Village would be approximately �100.00, not to exceed
�300.00.
2. Someone on the present staff could follow through on this project.
3. Install a triplicate check form.

Kennedy moved, Jones seconded that the Clerk be suthorized to adopt
such portion of the 5tanton Pittlekow report ae deals with the account-
ing section.
Jones reported that the Village share of helping with the setting up
of the warmi�g house has been accomplished.
Mr. Kennedy asked Council�s opinion on
to investigate propert9 available near
project. No one on Council objected to
proposal of �Ir. Bill Florin
Trailer Court for his Go-Cart
