Council of the Villase of Arden Hills
Mondsy, November 28, 1960
The meeting wae called to order at 8:00 P.M, by btayor Ashbach.
Roll Call: Present - Ashbach, Crepeau, Kennedy, Stromquist, Jones.
Absent - None
Also Attending - Vincent Courtney, Village Attorney
and Tom Lund from Bannister Enginneer4ng Co.
bSr. De�ickson of the Northern States Power Co. appeared before the Council
with a request for a better �umbering system in the Village, especially on
the location oP the new lift etation. �4re. Stromquist re£erred Mr.
Derickson to the Ramsey County Engineering Office which assigns our nuxnbers
in Arden Hills Village.

Mr. b F or n, s.res en o Ar en s and rlr. Finley, representatives
of Power Tools, Inc. presented information as to operation, specifications
and so forth for this tract stating the proposed location is to be next to
the Harkins Driving Tee on the south side of County Road E and VJest of
Zexington. The carts used in this enterprise are four cycle concession
carts, not racing carts. Six carts are in use at one time �oing at a speed
of I.5 to 20 miles an hour.
Residents speaking in opposition to this pro_�osed cartv�ay: Mr. Ken Sparks,
�1385 Forest im ne, Mr, Ernest Fteimann, 1117 Tiller Lane and Ruth Cadwell
who brought in a petition signed Up residents on Skiles Iane and Forest
Lene opposing the cartway. Diek Jopes stated that R9r, ri,cGuire of P�1cGuire�s
ioun�e, located across the street from proposed cartway is opposed whila
Ivir. harkins of Harkins Driving Tee located next dooT to proposed cartway
favoTs. TvT�. Kennedy�s ti��elfare Committee after thorough study were oppoaed
to this project.
Nr. Kenned9 moved and n4r. Joqes secanded motion to deny application for
Cartway. Carried by unanimous vote of Council.

apartments and spoke on behalf of Dr. Houle�s project. Dr. Houle continued
with more of the datails.

r�Sr. Justin Smalley, 1748 W. County Road F' who felt apartrnents will attract
farrilies with children which �vill add to the school load and will �eah more
taxes; hir. llpq gurrows, 1777 Grameie Rd.,who would like it kept a single
familg ddvelling area; Ws. Riehard L'artach, 1814 �C. �ounty Hoad F ie next
neighbor to this area and this building will not do his property any good;
Joe IrRcDonald, 4057 Ualentine Court who would keep it a single dwelling area;
i,ir. �Yiristenson, 3964 Fairvievu, opposed; Mr. E. R, Sewell, 4011 Fairview Ave.
�- No., opposad because apartment would decrease value of property.

Mrs. Harmon, 1661 1V, �ountg Rd. F, Brought up the question oi the Rest
mentioned earlier bg Dr. Houle. Will he go ahead with this? Residents
• were given an opportunity to express their opinions on this project which
would be a single building housing approximately 40 people, located on
proporty in back of the tract of land considered for the fourplexes. Dr.
Aoule would have to request a formal hearing, to be held at a later date,
for rezoning this area from R-1 to R-2.

same.area brought in a.complaint about exceas drainage on their property
coming from Shoreview ths�ough a culvert opened by Highway Dept. Thie matter
was referred to P,`_aycr Ashbach and i.4r. Jones.
bir. Gene Richter, 3552 Glenarden Rd. complained about excess dirt on the
black tope rt"atter referi�ed to Jones.
?�ir. �N, J. Neam;� objected to manhole 24 ft. from his kitchen door. Asked
for re-location. Referred to Jones. �
i��r. LahlUerg Blaine, �illage Contractor, requested a permit to build a 2°
vrell at a home lccated on 1768 Venus. Jonea moved, Stromquist seconded
•per�it be allowed for a 2" well,a contracta� entered into bvith Tschids 1l'ell
Drilling Co, before the Village ordinance requirin� a 4" well �vent into
effect.
BAnNISTER ENGINEERIP7G C0.
P'r. om und o Bannister �ngineering Co. presented a Change Orderl on
Improvement �� Section B, in connection �vith the Lift Station on Cleveland
AVe. This is 1,000.00 less than previous estimate or �2,397.00. Jones
rnoved and Kennedy seconded to accept this changa order.. Carried.
I�Ir. Liznd evas asked to check all of the Improvement project checking for
gravel needs, etc.
Dr. Houle at tnis tiu�.e requested hearing to rezone to R-2. 4Vas toid how
to �roceed in this matter.
PUBLIC 'riORKS REPORT
Dr. �e?ihon not sa isfied with the drainage in front of nis home. Trustee
Jones handling the matter.
Clay Kelleq, Building Inspector raported on the cost oY heating the Villa�e
Hall by radiation. Installation was estimated at �2200.00 by Sass�o, Inc.
Hequest came to council f'rom Civil Defense group for permission to use
;�42.50 of their iunds for additional insurance annually.

Lake Johanna Blvd, may acquire Andy�s Taveln. They would like to renew the
license so the oparation is continuous. NIr. Crepeau pointed out that liquor
licenses are non-transferable.

The minutes of November 14, 1960 �vere approved by Council.
On December 8th, i��irs. Stromquist announced her Finance Committee Mill meet
to study part of the report of Stanton-Pittlekow & Associates.
Jones moved, Kennedy seconded approval of iicGuires Liquors, Inc. On-Sale
and Uff-Sale liquor license £or 1961, subjact to the approval of the Police
Department and Fire Department. Carried.
Jones moved, Crepeau seconded approval of ''dagon 'Nheel Inn On-Sale liquor
license for 19ri1 subject to the approval of the Police and Fire Department.
Carried.
Kennedy moved, Jones Seconded approval oi' Big-Ten Supper Club On-Sale at�d
•Off-Sale liquor license for 1961, subject to the approval of the police and
Fire Department. Carried.

Letter from Courtney re: easement charges. �350.00 has been awarded to
�Ir. Patterson by Board of �ommissioners. Yiennedy moved, Crepeau seconded
payment of this. -
Copies of the �illage street nileage were presented to the Council for their
perusal.
Jones reported that the Sportsmens� Club would help if the Iake Improvement
Association and the Council would go alon� with them on the moving of the
building for s warmin� house for the skating rink. George Kent and Pat
NcKinnon asked to take care of the rink.

Kennedy moved, ,�ones secoaded approval of claims 2521 through 2581. Carried.
•ftichard Schreyer, a candidate for trustee for the December Villa�e election
has withdrawn. Courtney to check on time limit permitted for withdra�aT
before an electiop.

• Council approves appointment of suocessor to fill balance of Jone�s term.
Cley Kelley, Building Inspector, requested Council approval for buildings
to be put up for the training center in the arsenal at ldew Brighton. Jones
moved, Crepeau seconded approval for i�elley�s request. Carried.
