• The meeting rvas called to order by Mayor Ashbach at 8:00 P.DrI.
Roll C&11 - Present; Ashbach, Kennedq, Crepeau, Jones

Alao attepding: ti;r. William Devitt, acting vills�e attorney, Mr. Roger
Snort of the Eannister Engineering Co., Mr. PeteT Popovich, Fiseal Agent.
Pdr. Peter Popovich presented figures on Arden Hille Project #1, 2, and 3
o£ the Sewer Improvemept #3. He indicated the need £or additional flznds
by Japuary, 19&1 for these improvements and su��ested the village sell
bonds to raiae th3s additional money. Crepeau moved and Kennedy seconded
the adoption of this plan naming Dacember 7, 1960 as the date to sell
bonds. Carried.
Ivi�. Neary of Neary & Averbach,Realty, Inc. presented plans to replat
property iacin� Jensen, Lexington, and Edgewater Ave. He aaid he would
remove cabins on th�s property and build residences. Council suggested
Ms°. Neas�y could take enough footage off of lota #1 and #2 facing Lexington
meking lots 7 and 8 a minimum of 70 ft. wide. %T. I3eary ia to drava up his
plot plans and aecure epproval.
Dr. Houle, 1703 Valentine Ave, appeared before the couneil with a rezonin�
question. The school �ara�e and parkin� area is now located immedietely
�� next to his property. He would like to have the property owned by him
located between County Road F and Hi-way 100, apd the west village line
extendin� 360 ft. on County Road F rezoned for four-pleses. Kennedy
suggested he make formal $pplication for rezoning to multiple dwelling.
After council discussioq it was decided an informai hearing should be
held.
I�1x. Stevenson, 1058 Lake Johanna Blvd. again returned to the council with
his plea for permission to start remodeling his dwelling at-the above
sddress. Sonea moved to grant Iu?r. Stevenson�s request with the following
provisions:
1. Mr. Stevenson to secure and send to the council a letter of
waiver frora Pds. Witt owner of the property adjoining Mr.
Stevenson�s declarin� he will not object to Mr. Stevenson�s
buildixag to within 6' from the properby line.
2. PJIr. Stavenson to submit architectural plans and ell
specifications showing conformity to the building code.
This appliea not only to the addition but to the existing
structure with regard to electrical wiring, plumbing, etc.
3. The job to be done as rapidly as possible with completion
by spring. Crepeau aeconded this motion. Carried,

.Mr. Joseph Finleg, Attorney for Mr. Bill Florin, appeared on his behalf in
support of the application hRr. Florin has made to the couqcil for permission
to construct and operate the Fox-Go By Cartway. Kennedg moved and Jones
seconded a plan to set up an informal hearing to be held at the next oouncil
meeting, November 28, i960, to secure neighborB� reaction to this venture.
A notice of this hearing to be placed in the Hose Tribune.

M�. Gene Richter of 3552 Glenarden Road had a complaint regarding his
�mailbox. He requested it be replaced by the sewer contracior. Mattar
referred to Jones.
Mr. Vic 4Veber, Chief of Folice of Arden Hills appeared requesting the
council appointrtient oi a Civilian DeFense Director. hSr. I�. A. Fish was
present and accepted thia appointment. Clerk was authorized to send
not3ce of tnis appointment to the Civilian Defense Airector of the county
and the state.
ATTORNEY REPORT: T��'. �uilliam Devitt presented for Council acceptance
e o ow pg earnest money contracts for easement 3019, 3030 and 3004.
Jones moved and Kennedy seconded for acceptance of these easem,ents.
Carriad.
Mr. Devitt also presented a proposed earnest money contract, easement
4008. This easement wi11 be �iven by the owner providin� the council
approve the conetruction of a new culvert for proper drainage. Crepeau
moved, Kannedy saconded that Mayor Ashbaeh investigate this and use his
discretion as to granting approval. Carried.
SEti�'ER ENGINEER�S REPORT: Mr. Roger Short reported for the Bannister
�ng neering Co. as o he progress of the sewer projects. One of the
elaments at this time holding ixp work is the problem of securing easerriepts
from al1 of the property owners. This ie being done as rapidlp as owners
can be contacted.
� Mr. Short reported that the county does not want any more crossings made
on c ounty roads because of the leteness of the season
Inspectors are to be sent to ownere on the north side of County ftoad D to
determins if anyone wants sewer at this time.

Section B Zift Station of Project #2, Improvement #2 hms to be deepened
apd relocated. Ntr. Short stated that the contractor requested an additional
�3,430.00 for this work. Mr. Short also reported that a second hand pump
could be obtained from Roseville for �5500,00 and that the contractor would
only give a credit for �1500.00 for substitution of the above pump. Counc3l
suggested b�r. Short should do more negotiating on cost of this before making
a decision on whether to use a new lift station or a second hand one.
WELFARE CO�ih?ITTEE REPORT: Mr. Kennedy introduced by title an amendreent to
or insnce , he Zoning Ordinance, with reference to procedures on
amendments. Jones seConded Kennedy�s motion to accept reading of this
amendment. Carried. Referred to attorney for study and comment.
Kennedq introduced by title an ordinance regulating subdi�vision and platt-
ing of ]ands in the Village of Arden Hills. Crepeau secopded ifennedy�s
motion to accept reading of this ordinance. Car�ied. Referrad to atborney
for study and comrnent.
The owner o£ the trailor camp called asking ior a rezoning to the south of
� hie trailor camp rather than towards Ei-v:ay #10 as he had formerly requested
Ylotion by Kennedy, eaconded by Crepeau approved conderanation b y village of
land in Setiver In.pr. No. 3 as per attacYied resolution. Carried.

on t e Fox GO BY Cartway. This was to be fiied with the Clerk.
! Council granted ntayor�s request ior authorization to transfer title on
police car that wae traded in for a new one.
The Attorney�s report on Mr. Ernest Ferron, well driller, vras turned over
to the clerk who is to ask the inspector if he wants to serne notice.
Discussion was had concerning the skating rink and warming house on Iake
Johanna. Crepeau to check with the Sportsmen's Club on the vaarming house
and rink, etc.
Vic Pomeranke hes been appointed to the recreation council of the Village.
�, latter irom E3t. Rev. James F. Cecka of Nazareth Hall was read. He stated
that he was returning the street assessment notice stating that they do not
use the Arden Ziills streets and this must have been sent in error. Referred
to clerk who is to write a letter esplaining the use of the roads, etc.
PUBLIC WOAKS ftEPORT; Mr. Jones stated that the trees to be replaced on
County Iioa D were.to coat �135.00 each according to the estiivatea he had
received. Couneil agreed that he should negotiate fUrther for a better
price and consider planting a smaller tree.
Jones suggested tnat the council be ready to ask for road bids in 3anuarg.
