The meeting was called to order by Mayor Bjorndahi at 8:05 p.m.
Present: Mayor Bjorndahi, Councilmen Crepeau, Hollenhorst and Oiman
Absent: Councilman Henderson
Also Present: Village Attorney Vincent P. Courtney, Village Engineer

Minutes
The minutes of the Regular Counctl meettng of August II, 1969 were
approved as suhmltted.
BUSINESS FROM THE F�OOR
None
Red Fox Road improvement
Ramsey County Engineer Fioyd Snyker submitted a tabulatTon of the
bids received by the County fior the improvement ofi Red Fox Road.
The low bfdder was Dunkiey Surfacing Company, Inc. for $109,747.61
of which $58,418.79 would 6e Arden Hills' share. Councilman Hollenhorst
moved to authorize the execution of the agreement, as attached,
between Arden Hiils and Ramsey County for the improvement ot Red
Fox Road, and approved the awarding of the bid by Ramsey County to
Dunkley Surfacing Company, Inc.; motion carried unanimously.
REPORT OF VVILAGE ATTORNEY VINCENT P. COURTNEY
Attorney Courtney submitted a letter dated August 25, 1969 fio the
Counctl regarding agenda items.
Tax Forfeited Propertv
Attorney Courtney advised the Council regarding effect on Village
of tax torfeiture proceedings and summarized his letter dated August
25, 1969 on this point.
Valentlne Hilfs Elementary School - Tempora� Water Supply
Copies of the Keys Weli Drilling Company price quotatlon and a pro-
posed contract were subrnitted to the Councii tor consideration.
Mayor Bjorndahl reported that a discussion meettng on the matter
was held Wednesday, August 20, attended by himself, Councfiman
Crepeau, Viilage Engineer ponaid Lund and Engineer Norman Nendrickson
and Dr. Witter. After discussion of the matter they determinad
that emergency conditions oxisted because of the time factor, and
additionaf bids would not be required.
The school pians to open September 29. Mayor Bjorndahl recommended
that the school district and the Viilage of Arden Nilis share equaily
in the cost of the fiemporary well and that Keys Woli Drilling be
Slred to construct the well at a total cost of $4,150.00.
Attorney Courtney advised the Council of legal implications involvedl
and referred to his letter of August 25, 1969 for details.
Counciiman Holle�iho�§`Y moJed, seconH�d--tiy GounCirman Olmen, that
Arden Hills enter into an agreement wii�h Mounds View School District
N621 to pay � of the total cost of $4,I5D.00 for the construction of
a temporary watar supply for the Valentine Hilis Elemantary School;
said agreement to specity that School District N621 wiil be respon-
sibie for maintenance after construction; motion carried unanimously.
Confiract Costs - Current Leqislation
Attorney Courtney gave his opinion regarding this matter and submitted
a copy of Minnesota Statutes, Chapter 934 of 1969 Laws. He i�formed
the Councii fhat bids are not required for irhe hiring of a landscape
�- archi-teci- as shis ls considered a service.

Grudnoske Land Purchase
Clerk Administrator Lorraine Stromquist received a copy of a letter,
dated Aprli I, 1969 from Attorney Courtney to Attorney Qulnn in wh(ch
he noted the dfscrepancies in the title for the Grudnoske property.
He recommended that the 4iilage accept quitcialm deeds for the
property.
Councilman Olmen moved, seconded by Counc(tman Crepeau that the
Y(Ilage execute the contract, as submitted, for the purchase of the
described property �ast and south of the Viilage Hall; motion carrted
unanimously.
HUD Matters
Clerk Adminlstrator Lorraine Stromquist was requested to contact HUO
regarding payment procedures and also a HUD Agreement, which HUD
refers to, regarding assurance of financia! ability by the Viliage
for construction ftnancing.
The Councfl asked Attorney Courtney to oversee all detalls relating
to the HUO grant and requested other Village otfictals to keep him
informed of ali activftes betwsen the 4111age and HUD.

Englnser Lund submltted a report and cost estlmate tor this
proposed proje t. e was considerabie discussion wlth repre-
sentatives of �� regarding the revlsions
as outiined tn fihis report, dated August 25, 1969. Ths estimated
total cost was revised from $131,000 to 552,670.
Ramsey County Engineer Deane Anklan had given permission to tempor-
arily relocate County Ditch No. 21, provEding the Vfllage would
subsequently petition the County Board for a hearing concerning this
retocatlon.
Councilman Crepeau mov�d, seconded by Councilman Holle�horst, to
approve the revised plans and specifications for the construction
of Grey Fox Road; to authorize the advertlsement of bids, that the
bids be opened on September 15, at 11:30 a.m. at the Yillage Hall
by Clerk Admtnistrator Lorraine Stromquis'Y and Engineer ponaid Lund;
and that a Speclai Council Meeting be held 5eptember 15 at 7:30 p.m.
at the Village Hail for the consideration of the trlds; motion car-
rled unanimously.
Water Improvement 68-1 and Sewer Improvement 9- Assessment Rolis
Councflman Oimen moved. seconded by Cou�cilman Crepeau, the adoption
of a Resoiution, as attached, ordering Cierk Administrator, with
assistance ofi Viilage Engineer and Fiscal Consultant to prepare the
assessment rotfs for Wa#er Improvement 68-1 and Sewer Improvement 9;
motion carried unanimously.
The Council will schedule the public hearing date at the next Counci!
meeting. '
Elevated Tank, Final PaVment
The Council approved, as recommended by Engineer Lund, the flnal pay-
ment to Pitts6urg Des Molnes Steel Company for the elevated tank
project, withholding $500.00 pending completion of the grading.
Pro�osed Sewer Ordinance Amendment
The Counci► raferred to the Public Works Commitfiee the matter of
an addition to the sewer ordinance, as recommended by E�gineer Lund,
to require Indusfiry to include a spectal manhole on their sewer tine
for the purpose of analyzing the fndustry's waste. The Viltage wouid
determine on a� individuai basis which industries wputd be subject
to the proposod requirement. Engineer Lund submitted sampie ordinances
from other municfpaiities for Counctl consideration; he stated that
the cost of the special manho(e is about $300.00.

REPORT OF COUNCtLMAN HOLLENHORST - Planning and Zoning
Case No. 69-20, Mr. and Mrs. Robert Dalzen
Mrs. Robert Dalzen and a representative from a reai estate Company
presented their reasons tor a variance request to permit construction
of a two story house on Grant Road. The proposed house contains
less than the minimum requirement ot 865 square feet of ground cover-
age; they also presented pictures of the surrounding area o4 the pro-
posed site to show the house would be compatibie.
. After some discussion, during which Councilman Hollenhorst staied
that the Board of Appeais had unanirnousiy recommended approval and
that the Planning Commission recommended denial, Councilman Olmen
moved, seconded by Councilman Crepeau, approval ot the variance
request ot Mr. and Mrs. Daizen to construct a 736 square foot house
on Grant Road,as per pians submitted with Case No. 69-20; motion
carried by a 2 to I vote with Councilman Holienhorst voting in op-
positlon.

RAMSEY COUNTY RE RED FOX ROAD
RESOLVID, that the Proposed Agreement Re Improvement Of Red Fox
Road between the Village of Arden Hills and The Board of Commissioners
of Ramsey County submitted to the Council by the Village Attorney is
hereby in all things approved, and the Mayor and C1erk-Administrator
• are hereby authorized and directed to execute said Agreement on behalf
of Arden Hi11s.
BE IT FURTfiER RESOLVED, that the Board of Commissioners of Ramsey
County is hereby requested and authorized by this Council to award
s�id project to Dunkley Surfacing Co., the low bidder on said project,
said bid being in the amount of $109,747,67.

Pursuant to due call and notice thereof, a regular meeting
of the Village Council of the Village of Arden Hills, Mi.nnesota,
• was duly held in the Council Chambers in the Village Hall in said
village on Monday, the 25th day of August, 1969, at 5:00 o'clock p. m.
The following members were present: g�orndahl, Crepeau, Oimen,
Hollenhorst
and the following were absent: Henderson
Councilman Olmen introduced the following reso-
lution and moved its adoption:

- wHEREP,S, contracts have been let for 3anitary Sewer Improvement
No. 9 of the Village of Arden Hills, in the area described in the
legal notice thereof and the resolution thereto, and the contract
price for such improvement is $��_�nn_a5 and the other expenses
incurred or to be incurred in the making of said improvement amount
to $ so that the total cost of the improvement will
be $ 30 555.19 , and of this cost the village will pay
$ o as its share of the cost.
NOW TE�REFORE BE IT RESOLVED by the Village Council of the
Village of Arden Hills, Pflinnesota, as follows:

1. The cost of such improvement to be specially assessed
is hereby declared to be $�o_55�_�n
2. The Village Clerk Administrator, together with the
assistance of the village engineer and fiscal consultant, shall
forthwith calculate the proper amount to be specially assessed for
such improvement against every assessable lot, piece or parcel of
land within the district affected, without regard to cash valuation,
as provided by law, and she shall file a copy of such proposed
• assessment in her office for public inspection. The Village Clerk
Administrator may arrange for the assistance of the Machine
Accounting Division of the County of P.amsey in the preparation of
the proposed assessment roll.
3, The Village C1erk Administrator shall, upon completion of
such proposed assessment, notify the Council thereof for their
further action and for their setting of an assessment hearing
therefor.
The motion for the adoption of the foregoing resolution was
duly seconded by Councilman ra�;a�� and upon vote being

WiiEREAS, contracts have been let for Water Improvement
No. 68-1 of the village of Arden Hills, in the area described
in the leqal notice thereof and the resolution thereto, and the
contract price for such improvement is $ 425.00o and the
other expenses incurred or to be incurred in the making of said
improvement amount to $ 150,000 so that the total cost
of the improvement will be $ 575,000 , and of this cost the

NOW, THEREFORE, be it resolved by the Village Council of
the Village of Arden Hills, Minnesota, as follows:
1. The cost of suCh improvement to be specially assessed

shall forthwith calculate the proper amount to be specially
assessed for such impronement against every assessable lot,
