Call to Order
This Specia� Meeting ot 'rhe Arden Hflis Vittage Counci{ was cafled
to order by Mayor BJorndahi at 7:00 p.m.

Present: Mayor BJorndahi, Councilmen Crepeau, Noilenhorst and
Henderson
• Absent: Counciiman 0lmen
Also Present: Engineer Norman Hendrickson and Deputy Clerk Florence
M. Honan
Purpose
Mayor BJorndahi announced that the Federai Gra�t from HUD for $457,000
has been approved tor proposed Water improarements 68-2 and 68-3� and
this meeting was calied for fihe purpose ot ordering these improvements.
Water Improvements 68-2 and fi8-3
After some discussion regarding i-he revision of plans and specifica-
tlo�s of tfiese improvements to moe•t HUD requirements, Counctiman
Hoilenhorst moved, seconded by Cou�cilman Crepeau, that the bid iet-
fiing schedulad for Augus-h 8, 1464 for Water Improvemen4s 68-2 and
68-3 be canceiled, excepting ProJec-t ! of Improvement 68-2; that
eanister Enginearing Company be requested to so notify prospecti�e
bidders and to confer with HUD regarding the status of the NUD Grant
considering this exception; motion carried unanimously.

Counciiman Henderson moved the adoption of a resolution, as attached,
ordering Wai-er tmprovements 58-2 and 68-3; seconded 6y Councilman
Crepeau; motion carried unanimously.

Held August 1, 1969
Pursuant to due call and notice thereof the ViZlage Council
• of the Village of Arden Hi.11s met in special session at the
Village Hall on Friday, the lst day of August, 1969, at 'I:00
o'clock p.m.
The following members were present: Niayor Bjorndahl, and
Councilmen Cxepeau, rIollenhorst and Henderson
and the following was absent: Councilman Olmen
Councilman Hollenhorst introduced the following resolution
and moved its adoption:

wHEREAS, the Village Council on July 14 adopted a resolution
approving plans and specifications and ordering advertiaement for
bids on Water Improvement No. 68-2, Projects 1 and 2, and Water
Improvement 68-3, Projects 1 and 2, and,
W�Ei2EAS, discussion has been had regarding the revision of
plans and specifications of these improvements to meet HUD re-
quirements,

Village of Arden iiills as follows:
1. That the bid leCting scheduled for Auguat 8, 1969
for Water �nprovements 66-2 and 68-3 be cancelled, excepting
Project 1 of IInprovement 68-2.
• 2. That Banister P;ngineering Company be requested to so
notify prospective bidders and to confer with tiUD regarding the
status of the HUD grant considaring this exception.
The motion for the adoption of the foregoing resolution
was duly seconded by Councilman Crepeau and, upon vote being
taken thereon, the follaaing voted in favor thereofs Al1
and the following voted againste None
whereupon said resolution was declared duly passed and adopted.

transcript therefrom insofar as the same relates to Consolidated
water Improvements Nos. 68-2 and 68-3.

Pursuant to due call and notice thereof, a specisl meeting
of the Village Council o£ the Village of Arden Hille, Minneaota,
• was held at the Villaqe tiall, 1450 West iiighway 96, ia said
village on Friday, the lst day of August, 1969, at 7:00 o'clock
p.m.
T'he following members were present: Mayor Bjorndahl, and
Councilmen Crepeau, Hollenhorst and F�nderson.
and the follawing was absents Olmen.
After a discussion of the views presented by persons
appearing at the publlc hearing for Consolidated Water IInprove-
ment No's. 68-2 and 68-3 on N.ay 5, 1969, Councilman Fiendersoa
then introduced the following resolution and moved its adoption:
RESOLUTION ORDERING THE CONSTRUCTION OF
CONSOLIDATEED WATEIt INlPROVEMBNT NO' S. 68-2
AND 68-3 UNDER AND PURSUAN2 TO MINNE�SOTA
STATUTES, CHAPTER 429
BE IT RESOLVED by the Council of the V111age of Arden Hills,
Minnesota, that in accordance with the provisions of Minneaota
Statutes 1961, Chapter 429, as amended, the Council held a public
hearing pursuant to published notice, on the proposed construction
of Water Smprovement No. 68-2, lying generally south of Interstate
rlighway 694, west of Valentine Lake and north of the Soo Line
�2silroad right-of-way and also including a small portion of Arden
Hills lying south of the Soo Line i2ailroad right-of way, west of

the Northern States Powex right-of-way and north of a line
approximately 400 ieet south of Hudson Avenue, consisting of
the construction of a trunk main, lateral mains, hydrants,
services and other appurtenattces necessary for a completie
system, and the reconstruction of street surfaces damaged during
the water main construction and proposed Water Lmprovement No.
68-3, lyi.ng qenerally south of County itoad E and east of Lake
Johanna exclusive of the areas included in Water Improvements
67-1, 6�-2 and 68-1 consisting of the conatruction of trwzk and
lateral water mains and necessary appurtenances, as described
• in the notice of hearing at a cost presently estimated to be
approximately $1�091,000, and substantially in accordancs with
the preliminary engineer's report as to the feasib111ty thereof
which is ttow on file in the office of the Clerk Admini6tratorj
and having considered the views of all ittterested persons and
being fully advisEd in the premisea, the Council does hereby
determine and order that said improvement shall be constructed
and financed, and special assessments shall be levied therefor,
pursuant to said Chapter 429, and that the area propoaed to be
assessed therefor shall include the property as described in the
notice of hearing.
The motion for the adoption of the foregoing resolution was
duly seconded by councilman Crepeau, and upon roll call vote
being taken thereon, the following voted in favor thereof: All
and the follawing voted agair�ste None
whereupon said resolution was declared duly passed and adopted.
