MINUTES OF Rr6ULAR COUNC{L MEETING VILLAGE OF ARDEN HILLS Monday - May 26, i969 - 8:00 p.m. � � Cail to Order The Regular Meeting of the Arden Hilis Village Council was called to order by Mayor Robert Bjorndahl at 8:02 p.m. Roll Cail Present - Mayor Robert Bjorndahl, Councilmen John Hollenhorst, Nenry Crepeau, Stanley Olmen and E. Approval of Minutes The minutes of the ReguEar Councit Meeting of May 12, 1969, were approved as submitted. E3USINESS FROM THE fL�JOR None. Case No. 67-14,� Skeli� Oil Company Mr. Shaidon Quist, Civil Engineer, Construction Department, Skelly 011 Company, presented plans for a"suburban or ranch" building whfch he exptalned his company would consider building in Arden Hilis at #he Red fox Road and Lextngton Avenue site, instead of the "type 56" bufiding which has been approved previousty.by the viilage. Mr. Qufst advised that construction has commenced at the 5ite; the fianks have been installed underground and construction wfll beg(n on the "type 5B" buiiding, 3f he camot get Council approval of the proposed "suburban or ranch" bui(ding at tonight's meeting. He explained that e��an if approval is granted on the "suburban" plen, bullding costs wiil determine the teasibility of this buiiding at , this time. He further advised that the building has brick veneer on three sides, the fourth side (rear) wouid be of stacked concrete block; the 7' x 7' sign is an integral part of the buitding and must be considered as such; the sign and pylon are about 24' 2" high. ' After consideration of the amended building ptans, it was moved by Councilman John Hollr�nhorst that council approve the pians for the "suburban" type building, as presented, subject to approvat by the Board o4 Appeals and Planning Commission; motion seco�ded by Councif- man Henry Crepeau; motion carried u�animously. Street U ghtinq Survey ; Clerk Admfnistrator Lorraine Stromquist presented maps of the �arious areas of the village, coded in three colors, indicating residents' comments regarding street lighting, as the result of the surv�y con- ducted by the Jaycees. (Yel�ow - indicattng "yes", Orange - indfcating "no", Pink - indicafiing that the resident made a comment of some kind other than yes or no.D P�7rs. Stromquist advised that an estimated written requests received at the village cluded on the maps; some of which may be survey results. 25 to 30 telephone and/or otfice have not been in- a dupiicatlon of the Jaycee Mr. L.F. Gregory, l785 Glenview Avenue, asked how counci� wouid handie the situation df one resident requested a certain light and the ad- jacent or across fiha street resident objected to it. He requested to see the color-coced map of his area, as the resuit of the Jaycee survey. Counci� requested Clerk Administrator Lorraine Stromquist to tabuPate afl fihe comments, indtcating tha straets desiring lighting, instruct- ing that if no comment has been received, it shouid be considered � a "no" at this time. REPOR7 OF VILLAGE ATTORNEY VINCENT P. COURTNEY Title Examination - Proposed Land Purchase Attorney Vi��cent P, Courtney advised that he met wifih Dr. Woodburn and Northern Sfiates Power Company regarding access to the properi-y that the village proposes to purchase fr�m Rose and Amos Gale. It was determined that adequate access to the properfiy is availa6{e across the Northern States Power easement, and PAr. Courtney said that the tftle appeared to be clear to Amos and Rose Gale. CouRcflman G. Henderson moved that counctl auYhorize Attorney Courtney fio proceed with the purchase of the property, in accordance with the earnest money contract with Dr. Woodburn; motion was seconded by Council- man 5. Olmon and carr(ed unanimously. Bid Advertisement - Dump Truck After revi�w of the speclfications for a new dump truck, prepared by Pub{ic Works Supervtsor Everett Qeecher, Councilman S. Olraen moved that councii approve the specifications, as submitted, and authorize Attorney C�urtney to prepare the notice of Advertisement tor Bids for the purchase of the dump truck; bids to be opened by Clsrk Ad- ministraTor Lorraine Stromquist �nd Pu6tic Works Supervisor Everett Beecher ai� 4:00 p.m. on Monday, June 30, t969; motion was seconded by Councilman Nenry Crepeau; motion carried unantmousty. Ordinance No. tl4 - Proposed Amendment Attorney Vincent P. Inct_erson Road Pumpina Station Englneer Lund advtsed in h(s report, dated May 23, 1969, regarding the Ingerson Road Pumping Statlon, tha# the pumping capactty co�ld be increased, by insfialiing 2 1-inch (mQellor�, f�om tha present 350 gallons per minute to 1300 gallons per minute (running both (mpetlors at the same time); this shoutd be sufficient to handle the anttcfpated sevage flows in th� #oreseeable #uture. He advised that since rev(sion to the piping in the Ingerson Road lif? Station is plenned by the maintenance department this summer, it xould be xise io saake tfiese pump modtfications at the same time to minimize the cost and cause the least reductton in service. He said he has receivad an informal bid on a 146b G.M.C. truck (cab and chassis> costTng St704.00, which is in good condition. it has been estimated that it witl cost an additio�al $100.00 to removs the ta�k from the old truck and install ii' o� the new truck. Mr. Beecher said the new truck has been repainted a bright red, 6ut his department can repatnt it green to mafch the other Public Works �quipment. Council authorized Mr. Olmen to purchass the new cab and chassi; and to mount the oid fiank on it. They have suggested developing a"farm" theme, suggesting the possibility of provfding a hand pump, farm equipment etc., and maybe even a cow. He satd the Perks and Recreation Committea has welcomed the assistance of the Josephine Htlls Garden Club. He satd the program wtll again be supervlsed by the Roseville Parks and RecreaTion Department, under Frank Rog, and they are requesting that a representat(ve from Arden Hllls be appolnted to serve on the Boards of Direcfiors. Industrial Park - Landscapinq and Field Observatfon Reports Clerk Administrator Lorraine Stromquisi' distributed written reparts (attached) submitted by Building Inspector Ciay Kelley and Village Planner Cerl Date, regarding their observattons of the maintenance and landscaping in the Robert's Industrial Park. New Brfqhton - Arden Hills Doundary Clerk Administrator Lorraine Stromqulst presented copies ofi a report dated May 26, 1969, submitted by Carl Daie and a lotter from Robert 1��. Schaefer, New Bri�hton Village Manager. Mr. Schaefer suggested that an organtzational meeting be scheduled, asking i'hat Ardqn Hiiis set the time and place. The matter Has reterred to Councitmen 6ray Menderson and John Hollenhorst, representatives from Arden Hilts, to calt the tirst meeting. 1970 Dudqet and Tax Levy Clerk Administrator Lorraine Stromquist requested ail Committess to submit budget requests for 1970 to her by the end of June. Claims Councilman Ilenry Crepeau moved that the Claims be paid, as presented and attached; seconded by Councilman John Noltenhorst; motion carried unanlmousty. To #raffic passing tt�e Park, going north on Lexington Avenue, the general appearance of the Park is good, t belleve. The grass area maintained by the R.l.. Gould Company, south and east ot their buiiding is En very good condition, mowed and healthy looking. The bulldings vlsible present a clean and unciuttered roof siihoustte, and some half dozen old esta6lished trees rise above the Park to the west and soften the roof lines. Rt present some 450 railway ties are stored on the Sao Line right of way and detract from the view of the Park from this quarter. An ad- ditional detraction ts due to the lack of a line of poplars and ar- borvitae along the east side of the building occupfed by Control Data (132,000 square feet) that were specffted on the approved landscaping pian to screen from pubiic view any frelght cars parked on the siding serving that building. Those have not been planted as of this date and thls should be done in the very near tuture as this entire south east quarter of the Park wouid be visually for the publfc eye. The goneral appearance of the buildings is good, wfth no staining or serious discoloration apparent. Entering the Park on Grey Fox Road, the tirst fmpression is very poor as fihe street sign is leaning at an angle and the signs themselves are bent and abused lool<ing. Boulevard trees on the north side of Grey Fox Road are not in and two trees on the south side, east end should be replaced. The access drives to the R.L. Gould Company 8nd Oynacast buildings ara crushed from short turning vehicles, and the paving at the dock area of the Gould Company presents a �ery poor appear- ance due to broken paving surfaces. and is acceptabte. The paving"curbing in fronfi of the Baber Electr;c Company is cru5hed and broken and the boulevard sod Is (n very poor condition from cars driving over Ifi. Outside storage of materiais in the Goufd Company, Dynacasf, Arden Automatic and Baber Electric Company area is maintalned The area immediately east of the railroad spur is unfinished and the spur ifiself extends to the property Ifne and will be difficuit to screen effectively with planting. Should freight cars be parked to the limit imposed by the bumper, the effect wouid not be in keeping with the general site p{an, and be most detrimental to the appearance of the area. �� Page Two The Control Data buitding has good sod, some 14 evergreens welJ estab- lished and was mowed at the time of my last inspection. The redwood fence at the west end of the buiiding, screaning the parking tot, needs repair and would be much isnproved o� appearance with regutar sta(n protection. The area with 16 trees of a mi�imum diameter of !#" and conforms to the landscape plan approved w(th the Toni Company bultding. The water drainage area in the ce�ter of this green area has nofi been sodded as of this date. This should be done and the parktng area would conform to the viliage requtrements. • At the Toni Company building, soui•hwest corner of Grey Fox Road and Duniap, landscapfng fs now in progi-ess; approximately 20� of the sod has been laid from the front property tine and founda#ioo planting is i�; sodd)ng and pianting some seven trees along the water dralnege easement has not been done to date. Landscaping at the Environmental Research building has Been completed and is acceptable wfth the exception of the area abutting the water drainage easemen�t where sodding and tree pia�fiing wfli be in conjunctton with the Toni Company sodding. At the Northwssfiern [iel! 7elephone Company landscaping is completed according to plan and is acceptod, but the mai�tenance of the sodded area is very poor; much edild clover in the grass gives a very rough shaggy appearance with a s�-artling tange in tfie color; a regular program of lawn care is necessary in the entfre Park.
