Calt to Order
Pursuant to due call and notice thereof, the Regular Meeting of the
Vitlage Council ot Arden HiPls was called to order by hcting Mayor
Crepeau at the Vilfage Hall, 1450 W. Highway 96, o� Monday,•April 28,
1969, at 8:05 p.m.
Roll Call
Present - Acting Mayor Crepeau, Councftmen Olmen, Hollenhorst and
Ilenderson
Absent - Mayor Bjorndahl
Also Present - Village Attorney Vincent P. Courtney, Viltage Engineer

Approva! of Minutes
The minutes of the Rec�ular Councii Meeting of April 14, 1969 were
approved as submttted.
' Water Ordinance Variance Request - David McKinnon
David McKinnon, 19�2 Jerrold Avenue, requested the Village to issue
a water connection parmtt to him and to authorize the Viliage ptumbing
inspector to inspect fihe connection. He explained that he connected his
residence to the municipal water system in violation of the ordinance
as he is not a licensed plumber.
Atter some discussion, Councilman Henderson moved that D1r. iVinfield
tlest, Plumber Inspector, be authorized to inspect the connection and
submit a report to the Counci�; Council to delay further action pending
this report; seconded by Counciiman 0lmen; motio� carried unanimously.

E3USINESS FROM THE FLOOR
New E3riqhton Road Sewer Petit(on
Ralph Perry, 3672 New d�ighton Road, presented a petition for sanitary
sewer on Now Firighton Road. Petftion was signed by fifteen of the
possibte twenty�one residents and was read by Acting h9ayor Crepeau.
Mr.Perry w(i! pursue a petition trom the 7hom Drive property owners.
Drainaqe Matter - Kraft-Kubiatowicz Pond
David Kubiafiowicz, 1543 Oak Avenue, presented a letter to the Counctl
with carbon copies to Engfnaer Lund and the Ramsey County Highway
Department regardinq the lowering of the water level of this pond.
The high water ievel is causing considerabie damage to both propertles.
The county had advised Mr. Kubiatowicz to confer with the Vlliage.
Councii requested Clerk Administrator Lorraine Stromquist to write to
the county for a solution.
REPORT OF ATTORNEY VINCENT P. COURTNEY
Roseville - Arde� Hiils Sewer Contract
Attorney Courtney stated the contract is in order and includes the
recommended changes, but recommended the Council delay signing it unti►
Exhibit No. 3 is presented, whtch ts a part of the contract. The
Council agreed and requested Attorney Courtney to so inform Mr. Bell,
attorney tor Roseville.

Sewer Rate Ordinance - Variance Request
Clerk Administrator Lorraine Stromquist received a letter, dated Aprii
28, 1969�from Attorney Courtney regarding amending this ordinance to
exclude churches 7rom the required installation of a temporary water
meter to existing weils to assist the Council in determining a fair
sewer rate. After some discussion, the matter was referred to Council-
man Henderson for further study.
• C.G. Rein Liti ation
Attorney Couri-ney reported he had conferred today with Attorney Gray,
representing C.G. Retn, in a case against the Viliage regarding Council
action to deny C.G. Rein�s app�ication tor a multiple dweiling complex,
Attorney Courtney informed i�he Councfl he wiil be taking depositions
from them and also from Larry Drodle, former Chairman of the Planning
Commission. Clerk Admintstra#or requested to so inform Mr. Brodie.
The trial is scheduled tor May 26, 1969.
Snow Plow Purchase
Councilman Olmen moved, as recommended by the Pubiic Works Committee,
that the Viliage exercise its option to purchase the snow p(ow, according
to the lease-option agreemant of Decomber 30, 1968, and to authorize
the payment of the balance due in the amount of 51,639.69; seconded
by Counci�man Hollenhorst; motton carried unanimously.
vlater Improvement 68-3 Easement
Council requested Engineer Lund to confer with a property owner in
Improvement 68-3 regarding an easement. Attorney Salland was unable
to obtain a waiver of trespass.
Reduction of Speed Limit - County Road E
Councilman Crepeau read a letter trom the Board of Ramsey County Com-
missioners regarding changes in the speed timits on certain county roads,
which included reducing the Iimit from 50 to 4� miles per hour on County
Road E from Victorfa A,venue to OId Snelting Avenue. Village Police
Department wiii enforce the new speed limit, ,
REPORT OF ENGINEER DONALD LUND
North End Sanitary Sewer Proiect
Engtneer Lund reporte6 that he wifl have area cost breakdownsavailable
at the May 12 councit meeting for the properties east of Highway 10
in the north section of the Viilage.
Cferk Administrator presented three petltions requesting sewer in the
north area as follows:
i. Floral Drive Area - IO signatures
2. Valentine Park Plat - 4 signatures
3. Highways 10 and 96 Area - 4 signatures
She also presented a petition opposing Sanitary Sewer Improvement No.i2
� with !2 property owners represented. �Jpon motion by Crepeau, seconded by
Dlmen, En.gin. Lund was authorized°a�feasibility report for San. Sewer Imp.
Ramsey Countv Llbrary Water Service No. 13;motion carried unanimousJy_._

Engineer lund reported that he has loca e�or'table water system for
the Arden Hilis Library until municipal water 1s available. Tfie system
wiii be avaltable in May - the Ilbrary plans to open in June. The
rental cost for the system will be $300,U0 for the period, which includes
dellvery, installation and removal; Arden Hills will supply the water.
Glerk Administrator requested to so inform the Ramsey County Library
eoard of the pian and determine whether or not they want to rent the
system.

Lake Johanna Drainaqe Study
Council requested to study the interim report on this matter which was
previously submitted by Engineer Lund. The matter will then be further
discussed.
Sewer Connection Variance Request - D. Kostohryz
Councilman Hotlenhorst moved approval of the varfance request from
Donald Kostohryz, 1405 Arden Place, to permit him to have a joint
sewer connection with the Jurek property, 3550 Ridgewood Road, for
his house under construction at 3530 Ridgewood Road, suhJect to t�lr.
• Kostohryz submltting.plans to Engineer Lund tor approval (p�ans to
tnclude a manhole as recommended by Engtneer Lundl; seconded by Council-
man Olmen; motion carried unanimous�y.
Fire Insurance Rattnq
Engineer Lund reported the water lines wiil 6e tested in the near future
for consideration of a lower insurance classification.

REPORT OF ACTING MAYOR CREPEAU - Public Safety
Liquor Ord(nance
Councilman Crepeau requested the opinion of Afitorney Courtney regarding
portions of thls ordinance.
Hiqhway Patroi Traffic Cases
The apportionment of tha fines levied as a resuit ot Arden hlills
Justice Court trying highway patrol traffic cases is being investigated.
REPORT OF COUNCILPdAN HENDERSON - Civic Center and Finance
Finance Committee Meetinq
Clerk Administrator Lorratne Stromquist reviewed the minutes of the
Flnance Committee meeting held Aprii 17, 1969.
Red Fox Road Financinq
Councilman Hoilenhorst moved, as recommended by the Ffnance Committee,
that the Viltage share of the fmprovement of Red Fox Road be financed
by borrowing money from the Sinking Fund and including the cost in a
future bond issue; seconded by Counctlman Ilenderson; motion carried
unanimously.
The Finance Committee recommended assessing the benefited property owners
{00$ for the road improvement and assessing not more than $10.00 per
front foot for the sewer improvement - the balance to be paid by the
Vlllage. This was as per previous plan, of which property owners were
notified by letter.
Arden Fiills - New Brlqhton f3oundary Change Consideratlon
• Council requested the Clerk Administrator to contact New Brighton and
to confer with Arden Hiils Planner C. Dale regardfng the consideration
ot esfiablishi�g Freeway 1-351J as the boundary between the two viliages.
This had been studied by the Flnance Committee; further study is needed
regarding the assessed vaivations of the areas to be exchangeo, but
it appears the propert`ies north of Highway 694,as discussed ior irade,
are of approximate equal ass4ssed valuation.

Civic Center Committee
Dr. Robert 1Voodburn, Chairman of thQ Ctvic Center Committee, informed
the Council of an availabte site for the civic center. tocated north
of Floral Park and abutting Hamlino Avenue; access couid be from either
Floral Drive or Hamline Avenue. The complete parcei is 10 acres, but
only 9+ acres is available as the owner intends to retain his homesite
on the northeast corner. Five acres of this parcel is on high ground.

Cost of the property is $1,400 per acre; Dr. t�loodburn submitted $200
to the owner to hold the proQerty for Council consideration until
June 10, 1969. $10,000 Isincluded in the 1969 budget for civic
center deveiopmont.
Dr. Woodburn informed the Councii that if 11• is not interested in the
site for a civic center, the Parks and Recreation Committee would like
to consider it for the expansion of Floral Park.
Councilman Flollenhorst moved the matter be referred to the Planning
• Commission; request Attorney Courtney to check the easements on the
property and to give his opinion regarding legal procedure on the land
purchase, also, prepare a purchase agreement; seconded by Councilma�
Henderson; mot(on carrfed unantmously.
REPORT OF COUNCILMAN OLMEN - Public 69orks
Proposed EQuipment Purchases
Specittcations for a new truck will be finalized and ready for Counctl
action at the May 12th counctl meeting.
Emergency equtpment consisting of a portable generator, efectric hammer
and portable lights is to be purchased at a total cost ot 81,714.15;
this is to be financed from the sewer and water budgets - 50N from each.
Meter testing equipment will be purchased at a cost of $829, less 10�,
if ordered immediately - to be tinanced from the water budget.
A backhoe will be necessary for the next wa�er project, The cost ot
this is to be inciuded in the bond tssue. Clerk Admintstrator requested
to so notify Engineer Lund.
The Public Works Committee is also looking for a site for this depart-
ment. Councilman Crepeau recommended that they try to obtain a vacant
building ln the Twin Cfties Arsenal grounds for such maintenance depart-
ment.

Human Riqhts Commission
As recommended by the Human Rights Commission, �the counctl authortzed
Attorney Courtney to draft an amendment to Ordinance No. 105, increasing
the number of inembers on this commission to eight adutts and two minors.

Village council.of the �tllage oP Arden Hills
Ramsey County, T�iinnesota
Pursuant to due call and notice thereof, a regular meeting
of the Village Council of the Village of Arden Hills, Minneaota,
was duly held at the Village Iiall in said village on Monday, the
� 28th day of April, 1969, at 8s00 o'clock P.M.
The following members were presents Councilman Crepeau,
Henderson, Hollenhorst and olmen
and the following was alasente i9ayor Bjorndahl
Councilman Crepeau introduced and moved the adoption of the
following resolutione
RESOLUTION ORDERII?G PREPARATION OF
REPORT ON SANITARY 5EV��ER IiJiPROVEf�NT NO. 13
u7HEREAS, l� is proposed to improve that portion of the
Village of Arden Hills ly3ng generally in the area bounded by
Highway 96 on the north; Interstate Highway 694 and County Road
"F" on the souths Highway 51 right-of-way on the east; and
old Highway 10 northerly to its intersaction with new Highway 10,
and new Highway 10 from its intersection with old Highway 10 to
Highway 96 on the west, consisting of the construction of
sanitary sewers and appurtenances including lift atation and
force main, and to assess the bene£ited property for all or a
portion of the cost of the improvement pursuant to M.S. 429.011
to �29.111 (T1inn. 3tatutes 1961).

ATOi�7, TF�REFORE, BE IT RESOLVED BY TF� VILLAGE COUNCIL OF THE
VILLAGE OF ARD$N HILL5, P�SILViVESOTA:
That the proposed improvement be referred to Banister
Engineering Company for study and that they are instructed to
report to the Council with all convenient speed. advising the
Council in a preliminary way as to whether the proposed improve-
ment is feasible and as to whether it should best be made as
proposed or in connection with some other improvement, and tha
• estimated coat of the improvement as recommended.
The motion for the adoption of the foregoing resolution was
duly seconded by Council�n Olmen, and upon vote being taken
thereon, the following voted in favor thereofe A1l
and Che following voted against the same: None
whereupon said resolution was declared duly passed and adopted.
