Council approved the assessment roll as presented as per attached Minutes and Resolutfon. BUSINESS FROM THE FLOOR � Case No. 69-6, Northern States Power Company Buildinq Permft Messrs, NPck Dreis and Ralph Dartei were present representfng Northern States Power Company. Mr. Dreis submitted landscape plans, whlch are to be submitted to Village Pianner Carl Dale to determine the amount of the performance bond. Councilman Hollenhorst moved, seconde� by Counctlman Crepeau, to authorfze the Pssuance of a building permit to Northern States Power Company as per plans submitted at this meeting; (these plans inciuded a minor locatton change of the proposed additTon to the present buflding on Old Highway 10) subject to the Viilage recetving the required per- formance bond for the landscaping; motlon carried unanPmously. Arden Hiils Library Utilftfes Engineer Lund was requested to confer with the Ramsey County Library _�oard regarding a temporary water servtce to the new library. Clerk Adminfstrator requested to inform Mrs. Paimer, Dtrector of the library E3oard, of the Councit's action regarding Sanitary Sewer Improvement No. 10, and, also, that �he assossmenfi can be paid withtn the next 30 • days wi�hout Interest. The Clerk Administrator also exhibited a Certificate of Mailing Notice of Hearing to all af- fected property owners, which certificate was examined and found to be satisfactory and was directed to be filed by the Clerk. The Mayor then directed the Clerk to read the description of the general nature and estimated cost of the proposed i.mprovement and the area proposed to be assessed therefor, as stated in the published notice of hearing. After reading of the notice, all persons present were afforded opportunity to be heard, and the names and addresses of the persons appearinq and heard by the Council, and the substance of the views presented by them were as follows: • � NII2S. The Clerk also exhibited a Certificate of Mailing Notice of Hearing to all affected property owners. The Mayor announced that fche meetinq was open for the consideration of objections, if any, to aaid proposed assess�nt. Councilman Olmen then introduced the following resolution and moved its adoptions RESOLUTION ADOPTING AND CODiFIRP�lIi�tG ASSESSP�PtTS FOR SALVITARY SEWER IMPROVEN�ENT NO. 10 BE IT RESOLVED by the Village Council of the Village of Arden Hills, Minnesota, as followss 1. The amount proper and necessary to be specially assessed at this time for Sanitary Sewer Improvement No. 10 against every assessable lot, piece or parcel of land affected thereby has been duly calculated upon the basis of benefits, without regard to cash valuation, in accordance with the provisions of A4i.nnesota Statutes, Chapter 429, as amended, and notice has been duly mailed and published, as required by law, that this Council would meet to hear, consider and pass upon all objections, if any, ancd said proposed assessment has at all times since its filing been open for public inspection, and an opportunity has been given to all 3nterested persons to present their objections, 1t any, to such proposed assesaments. 2. This Council, having heard and considered all objections so presented, and being fully advised in the premisea, finds that each of the lots, pieces and parcels ot land enumerated in the . � � proposed assessment was and is specially benefited by the con- struction of said improvement in not less than the amount of the assessment set opposite the description of each such lot, piece and parcel of land, respectively, and such amount so set out is hereby levied against each of the respective lots, pieces and parcels of land therein. 3. The proposed assessments are hereby adopted and confirmed as the proper special assessments for each of said lots, pieces • and parcels of land respectively, and the assessment against each parcel, together with interest at the rate of 6� per annvm accruing on the full amount thereof from time to time unpaid, shall be a lien concurrent with general taxes upon such parcel and a21 thereof. The total amount of each such assessment shall be payable in equal annual principal installments extending over a period of twenty (20) years, the first of said installments, together with interest on the entire assessment from the date hereof to December 31, 1970, to be payable with generaZ taxes for the year 1969, collectible in 1970, and one of each of the re- maining installments, together with one year's interest on that and all other unpaid ins�allments, to be payable with general taxes for each consecutive year thereafter until the entire assessment is paid. 4. Pri�or to certification o£ the assessment to the County Auditor, the owner of any lot, piece or parcel of land aeaessed hereby may at any time pay the whole of such assessment, with interest to the date of payment, to the Village Treasurer, but no interest shall be charged if such payment is made within 30 days after the date of this resolution. 5.
