Drainage Problem - Thom Orive
Mr. Wold, owner of property on Thom DrTve, was concerned about the
storm sewer drainage on hts property, on vrhTch he lntends to bufld.
Mr. 41oid was net present; therefore, tfie councii d¢ferred any actTon
until t�rther informafiion is submitted.

Sanitar'V Sewer Rates Contract
Atty. Courtney informed the council he had written to the attorney
tor Rosevilte,with carbon copies to Cierk Administrstor Larraine
5tromquist and Engiaeer pon Lund, suggestTng chan�es as discussed on
January 16,.1969, with the council and the finance committee.
At'ty. Courtney submitted his copies of the St. Pau! - RoSeviil� and
Roseville - Arden f�ilis contracts fio Clerk Admfnisfirator torraine
Stromquist for council consTderation. He recommended that the aon-
tracts be atso studted by Mr. Beecher.

Councilman Crepeau moved appro�al of a paym�nt tn the amourtt of
$16,448.22 to the dillage ofi Roseviile, for 5ewer charges due to Sfi,
Paut to June 30, 1968, and to be inctuded in this month's claims;
seconded by Councilman Wollenhorst; motion c�rried. �
Villa�e Eguioment Purchase
Mayor f3jorndahl reported that the new viltag� truck has b�en delivered,
but Road Machinery Co., the successfu4 bidder tor the s�ow plow
attachment, was unabie to 5u{�ply the plow.

reieasin� Road Machlnery fr�m the agreement, due to cirenmstances,
and awardina the bid fior tfie snow plow attachment to the second
lowest bidder, Hi Lo Equipmant Co.. for the bid price of 51,5fi5.U0
less firetght; seconded by Councilmaq Holte�nhorst; mo?1on c�rried.

Counctiman Hollenhorst moved, seconded by Cou�cilman Crapeau, that
the Mayor and Clerk Administrator be authorized to execute the 5500
earnest money contract between Harold Grudnoskeand Arden Hi11�
for the p�rchase of the property to the east of tt�e viilaoe ha�l,
with March 30, 1469 to be the deadttne for comptetfon of the eontract.
Permission to remove the nonoperating furnace from fihe bulidirtg,
and also to withhold in escrow $1,000 of the payment for two months
to assure the repair o4 the wett sre to be included in the cohtract;
motton carried.
Atfiy. Courtney reported that M,r. Grudnoske has aqread to pay the 1968
taxes due in 1969.
Wage Rate for Probationary EmploYees
Atty. Cou�f�ey will check with the union aareement to �ay pro6atTonary
period employees I�ss than the union rate. If this procedure is
approved, the schedule w(II be inciuded tn en amendment to the �da�e
Rate Resolution.
Skatinn Rink Parking Lot - County Road E
Councilman dFmen moved the Cierk Administrator 6e aufihorized to si9n
the appiicafiion for 1969 fiax retiefi to be filed with the county auditor
for the property purchased by the vilta�e and located east ot tfie
County Road E Skatinc� rink; seconded by Counciiman Hotle�fiorst; motion
carried.
Water Improvement Easements
Atty. Courtney reported that o6taining water Iine easements accordinn
to HUD requiremerlts would fiake over 5ix montfis Tf condemnation Is
nece55ary on any of the easements. Waivers of tres�ass hane been
obtained for the 23 easements tn Water tmprovement 68-i; i-he number
of easements involved in Water lmprovemenfi 68-2 has nofi been submitted
by Banister Engineering Co. as of this date. Negatiafiions for ?3
easements will be necessary for Water impro�ement 68-3. The�-e is
time facfior tnvoived in �later Improvements 68-2 and 3. Thirteen of
tfie property owners on the east side of Lake Johanna in lmprovement
68-3 have aiready been notified thai if eas�me�ts are not piven,
the pians wiit be changed to have the line installed on Sn�llinn Ave.
Atty. Courtn�y re�orted on a memo from Atty. Sailand which �equssted
councii consideration to empFoy P4r. Jos. Bettendorf to negotiate
easements to fihe earnest monsy status for the viltage at a char�e
of 51D0 per easement. After some discussion, the council requested
Atty. Courtney to send request for waivers of trespass to property
owaers in Impr. 68-3 and r�port #he response at the Feb. 10, 1969
council meeting; the councit wflF then further eonsider the matter.
Transport Leasing - Sales Tax Gase
Council authorized Ai-ty. Courtney to accept the county attor�ey's
offer to answer charqes agaTnst the State of Mineesota a�d oth�r
municipalities inciuding Arden HTtls by Transport leasing regarding
the sales tax.

Northern States Power ContrOct - Booster Sta#ton
Five-year tontract from N.S.P. Co. was received, whtch requesfied
Arden Hills to purchase power firom them for th� boost�r station and
also stated fihe rafes. Engineer Lund stated that the ra#es are th�

REPORT OF ENGINEER LUND
Feasibility Report - Mound and Prior Avenue5 Improvements
Engr. Lund submitted a report and drawings for the improvement of
Mound and Prior A�enues. The totai �ost for a 30 ft roadbay Nould
be 59,300, wTth an assessment of E7.57 per ft to the benefltted
property owners; total cost for a 24 ft roadway would be 57,965
wTth an assessment of 56.16.
The improvement would constst of 2" bituminous surface wtth an 8"
gravel base.
Mayor BJorndahi requested the C1erk Administrator to inform the
property owners of the proJects and assessments.
Florai Drive Street Liqhtfnq
Engr. Lund recomme�ded the viilage consider xhere additionai Ilghts
are required; in this particular area, there are additlonaf rbads
which are not now shown on tfie map. He also recommended that,
when additionai costs are incurred which will be charges to village
resJde�ts, these amounts he added to the utility bills rather than
by speciai assessment. He informed the counctt that the county
would only participate in lighting costs if two heav(ly travelled
intersecting county roads are invo�ved.
Councilman Holtenhorst moved, seconded by Councilman Crepeau, the
approval of the Installatfon of four sSandard street lights on
Floral Orive, subject to the approvaf of �4r. Beecher; motion carried.
Mayor BfornAaht suqgested that Mr. Beecher coafer with Mr. pries,
N.S.P. Co., on the exact locatio�s of the Ifghts, so piacement
wili not interfere with maintenance work.

Councilman Olmen moved approvai of C.O. No. 1,Project 3,Water lmrp.
Improvement 67-i for additionai electrfcat outlet and wiring to
valves and tub(ng fpr pressure valves at a cost of 5228.20; seconded
by Counciiman Crepeau; motion carried.
Red Fox Road
The subJect of assessing for the Tmprovement of Red Fox Road was
broughY up by Engr. Lund. The council stated that this improvement
was to be financed by 100A assessment to the abutting property owners,
with the exception of the Boss property, which should he ,qiven con-
sideration as it is the only residentiai property involved, a
delayed assessment should pro6abl.y be considersd.
Counctl requested Engr. Lund to check with Messrs: De Coster and
Rieliog re�ard(ng sewer Tnstatlation to serve their pro�erty.
Lake Josephlne Outlet Easement
Letter, dated JP,nuary 6, 1969, from Atty. Salland stated that an
easement has been obtained from Thomas and Mary Lynch, 3?10 Hamtine
Avenue.
Councflman Hollenhorst moved, seconded by Gouncilman Olmen, that
Atty. Courtney be authorized to file the easement with the Ramsey
County Register ot Deeds; motfon carrled.
Clerk Administrator requested to check with Atty. Courtney regarding
the �ake Joha�na outfet.
Fernwood Avenue Extension Request
The Board of Appeals and the Plannino Commission both recommended
denial of this request. Based on these recommendations and discussions
with officials at a meeting with the State Highway Department and
County Highway Department, Councilman Crepeau recommended no actlon
be taken pending the study by the state and county with Control

for rink atta�dants at the rate of 52.00 per hour, effective
January 10, 1969; motion carried.

Mayor 8jorndahl reported that he, Engineer H�ndrickson and Treasurer
Worth Read wil� attend a meeting wtth HUD o4ffciais in Chicago on
Wednesday, February 5, at t0:00 a.m.
Mounds View Rink Rccess Road
Mayor BJorndahi stated that for safety reasons, cars shouid not be
aliowed to park on the access road to tfiis 5kating rink; t�atffc
should be allowed for unloading purposes only. He stated that the
chain across this access shoutd be controlled by fihe rink attendant.
Also, requested Mr. Beecher to confer wtth Mounds View School re-
garding the key to the chain guard across the acc�ss.

SNOW PLOW FROM HI-LO EQUIPMENT
• WFIEREAS, on August 12, 1968, following advertisement for bids pursuant
to Sec. 412.311 of Minnesota Statutes Annotated, the Council of Arden Hills
awarded the contract for purchase of the snow plow to the low bidder, Road
Machinery & Supplies Co. for the sum of $1565.00, and
WHEREAS, Road Machinery was found unable to make delivery of the snow
plow as required under the terms of the bid, which failure by Road Machinery
it has acknowledged, and
WHEREAS, the urgent necessity for a snow plow for the Village because
of weather conditions did not permit further advertisement for bids, and
WEIEREAS, the second low bidder pursuant to the advertisement was Hi-Lo
Equipment of $1652.00,
NOW THEREFORE, TNE COUNCIL DOES HEREBY RESOLVE AS FOLLOWS:
1. The purchase of the snow plow pursuant to the advertisement heretofore
published from Hi-Lo Equipment for the sum of $1652.00 less freight, is hereby
and in all things ratified, confirmed and approved.
2. In consideration of its waiver of any claim under the 6id heretofore
awarded to it, which waiver has been received, Road Machinery & Supplies Co,
is herehy released from any and all obligations by reason of the awarding of
said bid to it.

3. The Mayor and Clerk-Administrator are authorized to pay to Hi-Lo
Equipment the purchase price for said plow as hereinbefore referred to.
