Councilmen Crepeau, Oimen and Hollenhorst �proval of Minutes The minutes of the Regular Council Meeting of December 30, 1968 and . the Special Meeting of January 2, 1969 were approved as submitted. C, J --� REPORT OF RTTORNEY VINCENT P, COURTNEY (absent) (Report submitted by two letters, dated January 13, 1969) HUD Applicatton, Water Improvements 68-2 and 68-3 Atty. Courtney's letter was read by Mayor Eijorndahl, which stated that the required applfcation materiat had been received from the Arden Fiilis Office, E3anister Engfneering Co., and Fiscal Agent Peter Popovich. Councilman Crepeau moved the adoption of a ResolutTon, as attached, authorizing Mayor Bjorndahl to act as representative of Arden Hills in matters regarding HU� application No. WS-4-24-0091, MTnn. 91; seconded by Cou�cilman Olmen; motion carrfed. Atty. Courtney recommended that the Metropotitan Council letter of approval, dated July 8, 1968, 6e resubmitted to HUD. Councilman Olmen moved the adoption of the La�d Acquisitton Policy, as required by HUD and atfiached; seconded by Councllman Nolienhorst; motion carried. Councilman Crepeau moved approvaB ot the Assurance ot Compliance with the Civil Rights Act, as requTred by HUD and attached; seconded by Councilman Hollenhorst. Counci! directed Clerk Adminis- trator lorraine Stromquist to send the mater(al to HUD fn duplicate wTth a cover letter requesting a conference. The letter fs to be followed by a phone call to HUD next Monday or Tuesday. Mayor Bjorndahl, Treasurer Worth Read and a representative from Danister Engineering Co. were authorFzad to attand the conference. Water Omprovement No. 68-1 Easements Councilman Crepeau moved, seconded by Counctlman Otmen, previous procedure for obtaining easements usJng E15.00 compensatfon plus the cost of replacing trees, sod and advised by the engineer, be continued; motton carrted, REPORT OF ENGlNEER DONALD LUPJD that the as minimum other items as Arden Hills - Rosevitle - St. Paul Sewer Co�tract Engineer Lund distributed to the council copies of a letter from him to AYty. Courtney regarding this matter. Street Lighting Policy The Council defermined to rent tight standards tor viilage street lighting rather than purchasing ?hem, according to the rental plan detailed in Engineer Lund's report dated PJovember 7, 196a. It was also decided by the Council that the Vlllage woutd pay the annual charge of S4S.00 each for the rental of the standard wood Iight po9es proposed in the plan but not the amount in excess of the $45.00. Commercial and Industrial Area Liqhtinq Mayor Bjorndahi reported that he had talked with Nick Dries from Northern States Power Co.; Mr. Dries will draw lighting plans for this area, using standard tights. Industrtal Park Snow Removal Clerk Administrator Lorra(ne Stromquist reported that Mr. Cliff Lund, . Roberts Development Co., had cailed to inform her that only two tenants were involved fn the snow piling, whlch was causing problems. Council requested W�s. Stromquist to wrtte to Mr. Lund and request that this snow not be removed until the vfllage maintenance depart- ment uncovers the hydrants. REPORT OF COUNCILMAN HOLLENHORST - Planning & Zoning Housinq Policy Titie Chanqa The Council concurred with the Planning Commission's recommendation �to change the title "Housing Policy" to "Apartment Policy Statements"; this will be included wTth other changes. Special Use Permit - Weqiettner Clerk lorraine Stromquist was requested to write to Mr. Weglettner and advise him that his specTal use permit will be considered for revocation; however, if he has ptans to build, that he ts to be requested to prese�t them to the council for consideration. School District No. 62l - Proposed Tax StudY Committee Councilman Holtenhorst reported that the Planning Commisslo� recommends a Joint planning group be organized to consider over-all planning regarding the tax base in this schoo! district and also recommends 4ha4 Midwest Planning be retained to advise the committee. Suggested members ot the committee would be representatives from the school dis- trict and from communitias fn the district. Cierk Administrator Lorralne Stromquist requested to send a �etter to Or. Witter stating interest in thi5 tax study and request his opTn(on; carbon copfes to be sent to the communities involved. Public Hearing - County Road E2 Development Proposal Council asked Clerk Administrator Lorrafne Stromquist to request Atty. Courtney and members of the council to attend this pubiic hearing to be heid Tuesday, January 21, 1969, at Mounds View High School. REPORT Of COUNCILMAN CREPEAU - Public Safety Employment of Part Time Police Officer Councilman Crepeau moved that Donald Johnson be employed by the Yfltage as a part time police officer, starting January 10, 1969 at $3.55 per hour; seconded by Cou�cilman Hollenhorst; motion carried. • Lake Johanna Volunteer Ftre Department - Viilage Assistance Counciiman Crepeau and Cou�cilman Olman voiced no objection to Mr. Beecher, or any other village maintenance employee, joining the Lake Johanna Volunteer Ffre Department. Mr. 0eecher had been the fire chief for Mah�medi for the last five years. License Applications - Arden Center Councilman Crepeau moved the approval of the following licenses: off sale non-intoxicating mait liquor, cigarette and grocery, for the Arden Center, 3151 Lake .lohanna Blvd; seconded by Councilma� Holienhorst; motion carried.
