Hanson moved, seconded by Crichton, that the Minutes of the Reguiar
Council Meeting of July 30th be approved as amended. Motion carried
unanlmously.
Business from the Floor
Mr. Walter Rudd, 4590 Lise lane, advlsed Councll that his yard has not
been sodded to date; expressed concer� that the Arden Manor Community
Building is locked and not available for use by the park residents; noted
that the on�y bathroom factlttfes {n the pool area are located in the
community bu(Iding; said it aas unlocked dur(ng the recent tornado wa_rn-
tag, but is not otherxi�e open to the park residents. Rudd sald he ras
under the Impression that the communi#y buiiding would be open�tor use
of the restdents after otfice was moved out; bui.lding was d�s6gned as
a commun(ty bui{ding, not en exclusive Pesidence for the caretakers.
After discuss(on, Counctl nsked Cterk AdminisTrator McNlesh to check the
condtttons ot the Sperial Use Permit re use of the cammunity bulldtng
and to report fi�dfngs to Council; requested that McNiesh call.Mr. Husnik
re tha sodding of Mr. Rudd's lot, noting that thls was one of the conditions
on xhich Council released the landscape performa�ce bond.

Milter referred Council to revised Preitminary Plat which �elocates -

acre dedication is recommended to be in cash; Clty fo acquire addttional
acreage for a 3-aere totat park site. Miller noted that the plot re-

Preliminary Plat of Arden Oaks as revised, with the provisian of a
"hammerhead" turn around at the north end of PosCat Avenue vn Lot 4

street, as originally pia4ted. Mr. Oropps, contract purchaser of the
• pfat, suggested that Council consider locattag the cul-de-sac south ot
t�e plat; plat does not benefi4 by the street extension.
Miller suggested fihat a 60' diameter cul-de-sac which is adequate turn-

prooerty :owners have signed the apptication proposing a"land trade"

Crichton referred Counclf to his memo of 8/i3/79 re suggested Karth
Lake West park dedfcation; recommended 10$ of 8.28 acros (.828 aCres)
cssh equivalent, since no land is indicefied In this area by the Park
Pian.
Crfchton advtsed that, based on a July 1979 appraisal of tAe parcel
immediately to the south of Karth Lake West the °raw uodeveloped land
value" is $IS,IIg,gf/acre or 313,346.37/,828 acres. Crichton recommended
that the Clty accept $13,300 as full satisfactfon of the Karth lake WeSt
dedication requirement, to be paid at the rate of E1,330 tor each lot

first 10 lots, whichever comas first.

of Credit since essentlally 90$ of the Iandacaping is complete.

Wanson referred Council to .minutes of the August 8, 1979 Finance Commi;ttee
Meet(ng re Report of Auditor John McCarthy - 1978 Accounts and Report on
RepVacemenf of Accounting Machine.
In discussion, it was noted that an ordinance will be needed to repeai
•Article t, Section 2-I, 2-2 and 2-3 of Chapfer 2 of the City Code, which
establishes the Pubitc Worlcs Reserve Fund, New accounting regulatians
require that these reserves be carried as reserves in the respectfve
utility funds; Finance Cominittee to develop rationale for proratirtg:�to
sewer and water uttliti::es.
Hanson said,he feit fhat the Committee's concern rm hlgh.consultant costs
6s exaggerated. MCNiesh reported that she is preparing a tabulatlon
of consultant fees, paid over tfie fast severa! years; noted that the higher
costs in recsnt years are b�cause of the many development profects requirxng
C(ty invoivement.

employees' vacation accrual. Crichfon suggested tba* Council raise the

excess, up to 160 hours be paid to affecfied employees on 12/31/79 and

Claims and Pavroll
McNiesh a5ked Council approval of payment of Golf lnstructor fees 1n the
amount of $194�35 and Payment No. 8 to C. W. Houle in addttion to list of
Ciaims submitted.
Hanson moved, seconded by Woodburn, that Councll appro�e the Claims and
Payroil incladtng the two addittonal checks. Mofiiors carried ur+anlmously.
Street Liahts - Briarknoll
McNiesh reported thaf Duane Diet�ich has otfered �to InstaFl s4reet Ilghts

After dtscussion, tt was noted by Woodburn that a recent study �e effect
of street lights indicates:
- the rate of crime Fnc�eased with Iights,
- no evidenca tha4 lights r�duce Crime, but does
reduce "fear of crime".
Counci6 referred the matter to the"Pub�lic Safety Committee for its
retommendatio�s to Councti.
Assessment Geferral
McNiesh noted that not alt critaria have been established for senior
cittzen deferral of assessmant payment; copies of teotative dratt wttl
be sent to Councti for consideratton at the August 27th meettng.
