Arden Hills " Regnler referfed Councii to his �etter of July 20, t974 re Northwestern College v. Arden Hills, and attached dectsion ordering fihat Arden Hilis grani a buildtng permit to Northwestern College to construct: its p�oposed tine arts eenter, subject to an appitcation for such permit in the usual form as requlred by others applying for Butiding Permits. Reg�ter explained that Arden Hllis is not otherwlse bound in perpetuity by what lt has asserted to be prior erraneous applicafion of the Zoning Ordinance, and may in the future require Northwestern to apply for the appropriate rezoning of its campus; noted that t'he deelsion is Ilmited speciflcally to the proposed tine arts building. Regnier explaioed that the first stap is for Northrrestern to apply for a building permit; noteG that tt is not certain when thts would be done, or if there may be a change tn the propo&al. Regnier noted that the previous appiication was for a SpecTal llse Permit, not a Building Fermit. Councii was referred to the Building Pernit appit- • cation procedure specified by Ordinance 99. Reoort of Assessment Rates Crichton referred Councll to transparenctes of comparison computattons regarding 1971 Resolution method of assessment, 100$ assessment and alternate percentage assessment methods. After revlew of fihe cost tabulattons ot the tour improvements to �e assessed, and discussion of the various assessment methods to apply to each improvement, Council concurred that 100� assessment be ' an�ounced for ail tour improvements. Christoffersen expleined that a one-year warranty trond goes into effect starting on date of approval of final payme�t, replactng the performance bond. Parks and Recreation Committee RecommenQations Crichton referred Council to transparencies tpdicating the Parks and Recreatlon committee's park recomm�ndations tn the Arden Oaks area; noted that a 3-acre minimum park size is desired to serve tha netghbor- hood north of County Road E; explained that an "active" park (s pro- posed which necessitates primarily flat terrain; Indicated the destred park Iocation to be partly within the Arden Oaks piat at the Mlesley Avenue access and the adJolnTng property immediately south ot fihs Arden Oak Plat. Crichton reported that the Arden Oaks park dedication is calculatsd at 2.= acres; noted that proposed lofis 3 and 4, block 4, Arden Oaks, consist of about 1} acres; lot to the south is .8 acre and p�oposed lot �proposed to be created) Immediately south of this lot is .7 acres. Crichton explained that the Park Committee recomrnends acquiring �ots 3 and 4, pius cash requlrement for the balance ot Arden Oaks park dedication, and the purchase of the two additional lots to the south, as indicated, for park purposes. Crichton reported that proparty owner has indicated a wlllingness to sell the raw tand at probably 520,000 each <not a fixed price at this time). Crichton reported that other flat land wlthin the Arden Oaks plat was not cons(dered by the Parks Committee to be as destcable for park pu�poses; noted that the okner of the lots (south of Arden Oaks) also proposes to use some of the excess dirt on the east end of north iot for fiil on one of his County Road E lots, which is curreotly very low. Crichton explained that the Planning Comm(ssion is currently consider- ing the Arden Oaks plat, and he wanted the Council to be aware of the Committee's park proposai prior to presentatlon to the Planaing Gom- . mission. Hanson indicated that he would not be inciined to buy park land at the figure quoted.
