Im rovements - Arden lake Knoll McN esh reported that City recelved a Petitton, signed by Mr. and Mrs. Buesing (owners) and Mr. and Mrs. Sundberg (Contract for Deed Purchasers?, representing 100� of the property owners, request- ing the C{ty to construct seaer, water and straets In the Arden Lake Knoll ptat. Chrlstoffersen sald he is doubtful the improvement can 6e com- pleted thts year; coutd possibly get sewer and water in and street base; prefers finfshed coat be delayed to spring to allow for settling. Hoodburn moved, seconded by Wingert, that Council authorize the City Engiaeer to prepare an Arde� Lake Knoll Feasibility Study after receipt of notificat►on that Iitigation has resolved that the property Is owned by the Petttioner, and after recelpt of a grading plan. Motion carrled unanimously. REPORT OF PUBLIC WORKS SUPERVISOR BUO JOHANSEN • Landscape Plans - �ublic Works Bulid�nq Johansen referred Council to the Public �orks Building Landscape Pian, and to his memo of 4-25-79 outlinang suggested-planttng modiftcations which would provide for two to three additional park- tng stalls a�d more efficient snow storage area on the site. Johansen suggested thet the Pubi(c Works and Parks Departmeot personnel do the planting. After discussion, Council concurred with the suggested plan modi- fications as descrtbed; authorized the plantfng by Cfty Public Works and Parks personnel; requested Johanse� to advise adJacent property owner, (Townhouse Yillages North Home Owners AssoCtation) that City wtll guarantee and matntain plantiogs indicated along the south side of the fence, on their property, for one year; de- ferred planting on adjacent property to fihe east (Grudnoske? pending further informatTon from Grudnoskes. Woodburn moved, seconded by Wingert, that Council appro�e Oan W(nkel's employment as a regular� full-time Publl� Works Department employee at 57.25 per hour, effective 5-28-79. Public Safetv Commifitee Recommendatfons Re Sauna Ordfnance Counctl was referred to the Saun.a Ordinance draft and to r�com- mendations of.the Public Safety Commifitee (Minutes of 4-16-79). Hanson suggested that Council consider regulatfon of Saunas, Massage a�d Rap Parlors by modif3catEon of the Zoning Ordinance, in.stead ofi by separate ordinance;suggestad defining massage, rap and sauna parlors, omttting thase uses frotn the lisi-ed permitted, specfal and accessory uses. Councll referred Ma�son°s Zoning Ordinance modification suggestion to Afitor�ey Lynden for his constderation and rsport to Council. Fire Protection Board Meeting, Aprii 18th Woodburn reported that fire Chtef Dave Koch has requested Council approval of the Department's Mutual Aid Contracfi with the Arsenal. Wtngart moved, seco�ded by Woodburn, that Councii approve the Mutuai; Aid GontraCt between the Arsenal and Lake Johanna Volunteer Ftre Department. Motlon carried unanimously. Crepeau requested that a replacement be sought.
