Call to Order
Pursuant to due call and notice thereof, Mayor Crepeau called the
meeting to order at 5:30 p.m.

Gouncil raviewed Squires memo of 7-17-78 detailing status of 13
Cncompfete 'stems:
I. Contract has been let to M€dwest Fence tor 5 ft, wire tence
along Nighway 96, completion date Ju9y 31.
2. Husnik stated s�x(mming pooi contract was placed in April or
May, no completi.on date specified, hopes it will be done this
month. _
3. Rou+�hness ot areas remaining to be sodded requk�res fii'{, peat
base and rain has caused delays. Husnik felt that by mid
August, weatherpermitti:ng., all occupled lots could be sodded,
plans to sod unoccupied Iots as they are occupied.
4. Ballfield and baCkstops have been InstaJled according #o ptan.
5. Tennis courts are betng used, striping shoutd be compl�ted
shortly, basketball hoop is an order, shouid 4e completed
September 30th or eari ier.

one has modei home temporarily on tot �ot.

8. Husnik reported he pianted !00 trees last falt, trees normaliy
are pianted after mobile home is placed and sod ts in, bare
root trees can't be planted unti{ October oc later. Squires
stated he had nat checked p6an to determine number of plant6ngs
not compleYed, specie conformity, etc.
9. Each y�rd has a light i� either front or backyard, lights are
connec#ad 4o restdent°s meters and controlfed by them, fl
globes have besn ordered to replace missing or broken lights.

in his area was connected to his meter.

!2. One complaint has been regist-ered reyarding lack of laundry
fiaciiities in Commun{ty Center. Husnik stated he would instalt
unft �� resident's mobile home if necessary. Communtty laundry
facilities are available in old section of park, atl new moblie
homes are equ6pped with washers and dryers.

Bn furfiher discussion the Councli advised Husnik that ai! iand-
scapino and amenities had to be completed according to the pian
dated recsived 5,/22/75, any deviation in stze or spectes of plants,
change in type of fencing etc. must be Councii approved, request
for changes should be before instaliation.
Although the Counctl recognized tha� slgnificant progress has been
made, extrsme concern was expressed regard(ng completion of ail
• outstanding items. Council has an obiigation to residents that
Arden Manor be completed according ta the Amended Specta! Use
Permit, in a-timefy fashfon, .Husnik stated thai�, given a free

by S.eptember 30, 1978.
• The Councii discussed the possibr.6lty of ca111ng the Letter of
Credit and/or Perfarmance Bond, holding up occupancy permfts for
rerrainder of lots, need for further amendment to Special Use
Permit it additionai time for completion were granted.
The Council concurred in the foilowing:
!. Request for time extension be tabied to the Juiy 31s'F meetTng.
2. No more occupancy permii�s to be issued until metter ls resolved
at 7-31-78 Councii neeting. �
3. Husnik to arrange for Letter of Credit to be extended to
Sepi-ember 30, 197B (verlffcation of extension to 6e submitted
to Ctty immedfately).
4. Nusnik to �urnish time schedule for completion of each item
outstanding as af 7-31-78. '
5. Nusnok to show Council order for trees and shrubs required to
compiete ptantings per plans dafed received 5/22/75.

The Councii concurred that assessmants for state aid road, Harriet
Av�nua �xtension, shoufd be assessed on 5ame basfs used�for County
Road F. Since Conn�lly Avenue is not a stai�e aid road, 100�
should be assessed against benefitfed property oKners. Properties
abutfiing corners ot Connelly should be �rt�ated simtlar to cul

Christoffersen pointed out that Karth Lake West Proposed Piat w'sii

Christoffersen reported that the cul de sac has about 17 ft. of

to Valentlne Park slnce resident at 3926 Glenview Avenue stilf
has sheeting of water over yard in heavy rains.
Presbyterian Nomes Reguest to Extend Hours for Fast Boatinq
Since schedule of hour5 ts established by ordinance, Counci{
concurred that no time extension for a proposed Nater show was -
possible and requested Cierk to advise applicant to schedu�e
event during permitted hours when the lake ieve! permits.

Christofferse� advised that there Ts a check valva device which
can be purchased at pfumbtng sfioras or through piumbers - screued
into laundry or basement traps the device is effecYlve fn controliing
sewerage backups.

Counci) concurred that issuance of the Buiidtng Permit be cont[ngent
on resolution of the dedication for parks, stot'm drainage, and
open space.
