Minutes of the special meeting of November 15, were approved as submitted. Tra!i.:~ Court l Mr. F, Kosslak introduced Mr. Adams, potential buyer of his trailer court, and" a representative of Michael's Realty Company, They outlined plans to acquire five additional lots east of the tral1er court to insure more desirable accomodations for the 5~trailer court; Mr. Adams will prepare"detailed plans of the proposed trailer court layout and submit them to the Planning Commission sometime after December 7, 1965. . Mr. K. McClun~, 4370 North Snelling AVe.. Mr. McClung reported that an old farmhouse, lOcated near hie home, was vacated several weeks ago. He requested that the owner demolish the building since it w8s"atnractin vandals and was unsafe for hUman habitation. Matter referred to Building Inspector Kelley to f determine satetyetc. t, ! The analysis is to include such items as oost of the pro- . posed system. estimated taxes, oapaoity, user rates, edministrative salaries, etc. Seconded by Trustee Netherout, carried. Sullivan Drainage Matter Attorney Courtney tfSS requested to pursue the IlIatter of securing . an easement from John Peifer in order to deepen the existing drainage ditch on his property. Control Data . The Counoil agreed that all drainage problems must be solved befol'S accepting the Control Data Road. ~quad Car SpeCifications Acting Mayor Crepeau reported. on the squad car speoifioations out.- , lined by the Public Safety Committee. Sinoe additional hours of patrolling, planned. for 1966, will neoessitate 2 squad cars, the committee recommends repairing the present squad oar andpurohasing a new one. Trustee Nethercut moved that Attorney Courtney reView the speoifications and prepare the notioe of adVertisement for bids. Seconded by Trustee BJorndahl, oarried. T.I;le date for opening of bids was tentatively soheduled for December 27. Trustee B'jornda.\l1 suggested mailing the speoifioations to oar dealers in the area to encourage more bidders. Mid Decade Census The population of Arden Hills as determined by the mid-deoade census is ~,~36.' Attorney Courtney was requested to make theoffioial certification of the mid-deoade oensus to the Seoretary of State. ENGINEER LUND'S REPORT Hvidsten Property Repair Engineer Lund reported that for $330.00 the trees can be out down, necessary blaok dirt plaoed, and the area sodded.. The Council agreed this was a reasonable solution to the problem and requested that Engineer Lund present this proposal to Mr. Hvidsten. Playground Storm Sewer ProJeot Engineer Lund reported that the storm sewer oonstruction wascom- plete. connections have been made. and except for a few minor details, this project is completed, Additional airt will.be required to cover the pipe in 'some areas. Engineer Lund was requested to try to have the dirt in place before spring. -' ~ntr<lnce to County Road F Playgrounq . A letter dated November IS, from Engineer Ank1an (County) was read stating that if a proper culvert is furnished. by the Village, the County ,,,ill construct an entranoe to the area. The Village was re- quested to contaot the COlmty Engineer in spring on oons'truction details. Engineer Lund was requested to inform County Engineer Anklan of the necessity to lower several manholes whioh would int~ter. in the proposed. parking area. New Brighton Drainage Engineer Lund reported that a meeting of the New Brighton and Arden Hills Councils is being arranged to discuss this matter. . Inspector Kelley stated that md~mrd Thill, a potential buyer of land in this area; had made an inquiry concerning possible Village plans for future extension of Floral Drive to the west. Matter referred to the Planning Commission. . Presbyterian Homes Inoinerator Inspector Kelley reported that his investigations indioated there were no obnoxious fumes emanating trom the inoinerator. Stephenson Property 7n% of the rough grading of the site has been oompleted. . Mr. Stephen- son plans to do the finish-grading when he sods the property. Underdahl Trailer Inspector Kelley reported that the trailsX' foundati.on meets all reasonable safety standards. La~lrence Sign Company Inspeotor Kelley reported that the location ot a proposed sign on the Roberts Property would require a set-back ~arianoe. This matter is to be referred to the Board of Appeals. TRUSTEE NETHERCUT'S REFORT Civio Center Committee Trustee Nethercut stated that the committee is requesting indi~iduals concerned, to submit estimates of future space requirements 1n a Civic Center. Estimates are to be submitted by Deoemb~ 31,1965.: for the following catagories: Village Administration; POlioe~ Fire Department: Village Courts: Council meetings; County 11 y System: Maintenanoe';. storage and Publio Works; and Recreation. Ramsey County League of Municipalities Trustee Nethercut reported briefly on the meeting of November ;I and referred to the Finance Committee literature he had reoeiv regarding possible areas of federal aid. ' DEPU'l'r CLEfU[ SOU/~n S REPORT Uniform BUilding Code . lJeputy Clerk Honan relayed a request from Mayor Kennedy that prior to ~'e next regular meeting the Council review and note possible changes in the Uniform Building Code. It is hoped that adoption of the code can be referred to Attorney Courtney at the December 13 meeting. SNELLIN~ Avenue Servioe Road A letter from the State Highway Department dated November 12, stated that since thiS road has reverted to the County,questions eon cern- responsibility for routine maintenance should be directed to the County. The letter further stated that questions concerning pOssible dedication to the Vi~lage of land abutting the service road be dire~- ted to John H. Diffandarfer, District Right of Way Engineer. Trustee Nethercut moved that the Clel'k contact Mr. Diffendorfer promptly, seconded by Acting Mayor urepeau, carried.' - Handbook ,for Minnesota Vllla~es Acting Mayor Crepeau moved that 1965 Supplements for the Handbook for '-linnesota Villages be purchased in sufficient quantity to ud-date all Village copies. Commissioners granting permission to stockpile sand and salt on the blaoktopped area at the boat launch site, subjeot to the fOllowIng: ; 1. This is tor the 1965-66 winter season only. 2. Area must be kept olean and stockpile plaoed so as not to interfere with winter recreation activities. 3. F, Kennedy Trustee Olmen introduced the following resolution and moved its adoption: RESOLUTIOI.'1 RELATING TO APPORTIONMENT OF ASSESSMENTS RELATING TO STREET IMPROVEMENT NO. 5 BE IT RESOLVED by the Village Council of the Village of Arden Hills, Minnesota, as follows: WHEREAS, the assessment roll for Street Improvement No.5, as last finally amended and adopted on October 26, 1962, was filed and certified to the County Auditor of Ramsey County on November 30, 1962, for the purpose of including installments thereof to be collected along with real estate taxes commencing in 1963; and WHEREAS, a hearing on supplemental assessments, reassessments, and apportionment of previous assessments in respect to Street Improvement No.5, was held on August 6, 1963, at which time assess- ments for Street Improvement No. 5 were amended as provided by said . resolution of said date and certified and filed in the office of the County Auditor of Ramsey County on September 27. 1963; and WHEREAS, since that date a number of parcels of property con- tained within said assessment roll as amended, have been divided and conveyed by previous property owners; and . - WHEREAS, the County Auditor of Ramsey County requires that apportionment of the original assessment against each original tract where it has later been divided, sold or conveyed, be made by the Village Council of the Village of Arden 8ills in order that the proper assessment can be extended by the County Auditor against each parcel of property thereafter, commencing with an assessment to be collected in the year 1964 and thereafter. . RESOLUTION DECLARING ADEQUACY OF PETITION AND ORDERING PREPARATION OF REPORT BE IT RESOLVED by the Village Council of Arden Hills, Minnesota: (1) Certain petitions requesting the improvement of Red Fox Road between the westerly line of Lexington Avenue and the easterly line of the service road adjacent to the easterly side of Hamline Avenue by improving said road with finish, grading and surfacing, which petitions are dated September 27, 1965 and have been duly filed with the Council, are hereby declared to be signed by the required percentage of owners of property affected thereby, This declaration is made in conformity with Minnesota Statutes Annotated, Sec. 429.035. (2) The petition is hereby referred to Banister Engineering Co., Village engineers, which is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvement is feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended.
