Engineer Lund, Building Inspector Kelley. The minutes of the October 25 meeting were approved as amended. . Land Use - Hamline and Highway #96 Attorney Courtney advised that removal of a hill on the northeast corner of Hamline and Highway 196 was a private, rather than village. matter. Wilsey tv.ell Trustee Crepeau moved concurrence with Inspector West's recommen- dations relative to the location and depth of Donald Wilsey's new well at 1622 Johanna Boulevard, seconded by Trustee Nethercut. "otion carried. Temporary Trailer at 3935 Glenview Avenue Mr. R. Underdahl requested permission to uark a trailer on his lot for approximately 6 weeks during reconstruction of his home. A petition, signed by 27 residents of the area, favored granting permission. ~ayor Kennedy read a letter from Mr. Bruns concerning the safety of supports for the trailer. It was reported that La"~ence Gregory objected to granting the ~ermit. Trustee Crepeau moved that permission be granted to use the trailer, up to 90 days, during house reconstruction. Seconded by Trustee ':lJorndahl. Unanimously carried. Building InsDector Kelley was reouested to check safety of trailer sup~orts. \vater Franchise Mr. Reiling submitted a preliminary proposal on the water franchise which was referred to AttorneY Courtney. Culvert - Mounds Avenue " Messrs. C. Weis of 1964 Mound, J. Weis of 1949 Mound and Kleidon of 1956 Mound discussed the ')roblem of a plugged cuI vert resulting in drainage into homes, etc, Referred to Trustee Olmen. Mr. W. Cedarholm Mr. Cedarholm registered Complaints concerning combustion fumes from Presbyterian Homes an. the condition of a road on or near . ~ his property. Matters referred to Building Inspector Kellel and Trustee Olmen. ATTORNEY COURTNEYIS REPORT Liauor Ordinance The third re~ding of the proposed ordinance was deferred until the special council meeting on November 15. Attorney Courtney was requested to prepare legal opinion on points 1 and 2 of Attorney R. ~eyer's letter of November 1, 1965. -1- .... . . Red Fox Road Attorney Courtney reported he is working on legal details on aocep- tance of Red Fox Road. ~ouble Bungalow Trustee Nethercut reported that the Planning Commission approVes the proposed double bungalow land use of the property at 1965 County Road Dj the Commission is working with the owner on details of the pro- posed building. Trustee Netherout moved that a Public Hearing with publio notioe be soheduled for November 29 on the granting of a special use permit for 1965 County Road D. Seoonded by Trustee Olmen. Carried. Clerk Stromquist to notify owner that there is a ~25.00 filing fee, and that he is required to furnish to Attorney Courtney an ownership report for properties within 250 feet of the site. Notioe of hearing to be published November 19, 1965. Drainage Easement for County Road F PlaY~ound Attorney Courtney reported that two easements have been obtained. The Council requested Mr. Courtney to try to complete the third easement and prooeed...''Ilrth the oontraot. Trustee Crepeau moved, seconded by Trustee 9jorndahl, that the contraot be aocepted. Clerk Stromquist was requested to notify Rosetown Sanitation that the Council has granted a time extension to November 22, 1,65 for completion of the contract. Hvidsten Easement Attorney Courtney reported that the Hvidsten Easement is in the hands of Mr. Hvidsten. JfusbY Contract Dr. Bjorndahl reported on arrangements for a o~ntract to purohase reoreational property from Mr. Husby at an interest rate of 5t% on the unpaid balanoe. Attorney Courtney will prepare the oontract enabling the first payment to be made in 1965. . ENGINEER LUND I S REPORT Engineer Lund submitted a report on sewer rental charges relating to manufaoxuring in warehou*es. ffiJILDING'INSPECTOR KELLEY'S REPORT R. Stephenson ,. Inspector Kelley reported that building, plumbing and electrical inspections are being completed according to Village Ordinanoes and that landscaping is to be completed November 13. Commercial Buildin~e The Roberts ~arehouse #4 is under way. and the Northwestern Bell Telephone Garage and R. L. Gould buildings are nearing completion. -2- -- .... . . TRUSTEE NETHERCUTIS REPORT Presbyterian Home~ Trustee Nethercut reported that the Planning Commission recommends approval of the plans for a Chapel and moved Council approval of these plans. Seconded by Trustee Bjorndahl. Carried. Clerk Stromquist was requested to write Presbyterian Homes for an up-to- date drawing of their entire property, including buildings, walks and roadl'Jays. Pedestrian Trail . The Planning Commission has requested the appointment of an inter- ested citizen as chairman of Pedestrian trails. ~obert's Warehouse Site Plan Trustee Nethercut reported that the Planning Commission strongly rejected the submitted site plan. Clerk Stromquist was requested to write Mr. Roberts indicating that he has not met the requirements, &nd that any work he is doing is at his own risk. Civic Center Committee The Civic Center Committee is meeting on November 9th l1ith the TI4CA Site Selection Committee. Metropolitan PlanninR Commission A meeting of the Elective Officials Review Committee of the Metro- politan Planning Commission is to held November In at S:OO P.~. at Highland Park Jr. High - TRUSTEE CREPEAU.S REPORT Trustee Crepeau reported work is progressing on several proposed Village Ordinances and on specifications for a squad car. He also reported he is requesting Mr. Gluesing and Mr. We~er to attend a Civil Defense meeting on November 23. TRUSTEE BJO'\NDAHL'S REPORT County Road E Recreation Plans Plans for winter use of this area are proceeding with a planned hockey rink on the east portion and free skating on the west end. Plans include hOCkey boards, lighting and a semi-permanent warming house. The total cost is estimated at ~2500 _ t300O. MAYOR 1!:ENNEDY I S REPORT " Sew'er CharRe .' Y'ayor Kennedy's Report (continued) J Hayor Kennedy reported that he and Council members had received many letters opposing the proposed liauor license for McGuires; a substantial number of the letters were from persons selling goods or services to McGuires. DEPUTY CLERK HONAN'S REPORT Villa~e Insurance Plan A letter was read from Bachman-Anderson relating to possible ad- vantages of a Dpackage" village insurance plan. The Council . suggested that both the Hite Agency and Bachman-Anderson be given an opportunity to report on the matter. ~treet Name for Kelley Plat Clerk Stromquist was requested to contact Mr. Kelley. If eventu~llY the street is to be dedicated to the Village, the Clerk is to inform Mr. Kelly that the Council has reservations on the p~oposed name. Commercial Sewer Rates Trustee Crepeau moved, seconded by Trustee Nethercut that the attached schedule of rates be applied to Robert's 1farehouse. Carried. Clerk Stromquist was requested to check with Roseville on how St. Paul is charging them on similar conditions in Roseville. Budget Reports Budget Reports were distributed to Council members. Administrative Clerk . - ,., 'i Continuation of Trustee Nethercut's report: County Road E Recreation Plans Trustee Nethercut reporte~ that members of,the Planning Commission were concerned about plans to set up a lighted hockey rink at CountynRoad E and Highway 51. This concern is based on the limited space available, parking and traffic problems, and the effect of the lights on surrounding homes and highways. It Is also the opinion of some of the Plann- Ing Commission members that all such capital Improvement plans should come before the Planning Commission for approval elm the same manner as private developments. A polley decision will be required by the Council on these matters since this Is not our pre~ent mode of operation, although close coordination between the Paeks and Recreation Comm. and Planning Commission is certa'lnly necessary. WHEREAS, by letter dated September 1, 1965 the Minnesota Department of Highways turned back to the Village of Arden Hills a portion of Temporary T,H, 10~62 (old Snelling Avenue) from its junction with T.H. 96 southerly to its junction with County Road E and thence easterly to the intersection of T,H. 10-62 with new T.H. 51, and WHEREAS, it is deemed advisable by the Arden Hills Council that said road be turned over to Ramsey County, and the Council is advised that Ramsey County is agreeable to accepting said road, NOW THEREFORE, BE IT RESOLVED by the Council of Arden Hills as follows: (1) The Village of Arden Hills does hereby turn over to the County of Ramsey, State of Minnesota, the following-described road in the Village of Arden Hills, which road has heretofore been turned over to the Village of Arden Hills by the State of Minnesota: That part of Temporary T.H. 10-62 (old Snelling Avenue) commencing at its intersection with T,H. 96, extending south to its intersection with County Road E, and then east to the intersection of County Road E with new T.H. 51. BE IT FURTHER RESOLVED that the Administrative Clerk shall send two certified copies of this Resolution to the Ramsey County Engineer for transmittal to the Ramsey County Board of Commissioners, with the request of the Arden Hills Council that the aforesaid road be accepted by the County for maintenance and upkeep as a County road, .
