RESOLUTION RECEIVING REPORT AND DIRECTING
PREPARATION OF pLANS AND SPECIFICATIONS FOR
STREET AND SEWER IMPROVEMENT ON CUMMINGS LANE,
KNOWN AS SEWER IMPROVEMENT NO.8 AND STREET IMPROVEMENT NO.7.
WHEREAS, pursuant to resolution of the Council adopted April 26, 1965,
Banister Engineering Company, Village Engineers, were directed to prepare a
feasibility report on the desirability of improving Cummings Lane from Snelling
Avenue to its easterly termination by installing therein a sanitary sewer and
by subsequently improving the street, and
WHEREAS, a report thereon dated May 6, 1965 by Banister Engineering has
been received with reference to said improvements, which report declares that
the improvements are feasible and gives the estimated cost thereof,
NOW THEREFORE, BE IT RESOLVED by the Council of the Village of Arden Hills
as follows:
(1) The said report of Banister Engineering Company dated May 6, 1965 is
hereby accepted and approved.
(2) Banister Engineering Company, Village Engineers, shall forthwith
proceed with the preparation of plans and specifications for two separate
improvements upon Cummings Lane as described herein, one being the improvement
of Cummings Lane by installing therein a sanitary sewer, and the other being
the improvement of Cummings Lane by the installation therein of a surfaced
roadway similar to other roadways recently constructed by the Village of Arden
Hills, which construction shall be completed after the installation of the
aforesaid sewer.

Said action shall be taken preliminary to setting the public hearing
on both of said improvements and advertising for bids thereon.

the Arden Hi~ls Planning Commission has outlined the goals
Arden Hills should set for itself within the foreseeaule future;

the Planning 'Commission after study and review has recommended
to this body a comprehensive, long term general plan, incorpor-
ating therein land use and circulatiop proposals, standards of
population density and distribution, cOIT~unity facility pro-
posals, and supporting maps, diagrams ~ charts, and descriptive
materials to guide the ph~ical development of the Village
of Arden Hills;
and
the Council recognizes the need for a plan which will serve
as a guide for the Planning Commission and the departments
'in making reconunendations and conducting more specifiC studie~
will provide a framwwork within which. to develop policy for
rezoning, subdivision regulation, and renewal, and will
provide a source of information and a. statement of public
policy that will aid the Council and citizens of Arden Hills
in making decisions regarding the propet' development of the
Village; and' .
the Council has carefully considered this general plan and
find that it constitutes a suitable, logical, and timely
, plan which will advance the Village towards the achffievement
of its goals for development; and
the Council welcomes the assistance of the Planning COITJIllission
in matters of policy relating to the ,;development of the
communi ty , now, therefore, be it
FURTJ-J:;ZR RESOLVED: that,in order :that the Comprehensive Plan shall at
all times be current with the needs of the .Village of Al'den Hills and
shall represent the best thinking of the Council, Planning Commission,
and boards, commissions, and departments of' the community in the light
of changing conditions,: the Planning Commission .shall annually !'eview
the Plan and recommend extensions, changes, or additions to the Plan
which the Commission considers necessary. Should the Cow~ission find
that no changes are neclilssary, this' f'inding shall be reported. This

be considered as amendments to the Plan and shall be so noted by the
