The Special Meeting was called to order at 8:00 p.m. by Mayor Kennedy. Roll Call: Present - Mayor Kennedy, Trustees Crepeau, Olmen and Nethercut. Absent - Trustee ~ang. Also Present - Administrative Clerk Lorraine Stromquist, member of the Arden Hills Planning Commission. Mayor Kennedy requested Bob Jenal, Chairman of the Planning Comm., to conduct the meeting as it was called for the purpOse of giving study to the proposed Comprehensive Plan and especially to Report No.4 - Proposed Zoning Regulations. A copy of the minutes of this meeting, submitted by the Secretary of the Planning Commission, is attached. The proposed Zoning Regulations Ordinance through Page 14 Was re- viewed by the Council and the Planning Oommission. The next joint meeting was set for Thursday, July 8. 1965, at 8:00 p.m. at the Village Hall. _..~'.'-'..-.~-"". Carried. Clerk to so inform Richard Kiene', President of, the Club. Motion by Crepeau, seoonded by Olmen, that a request for s permit to display fireworks at ];249 Tlller,.L9ne by a neighborhood group of 10 to 12 families be denied, unless they wish to do so with some org~nized Village group suohas,one of the improvement ass'na. Car~ied. Clark to so inform Mr. Tam Bauman. Resignation and' Appointment of Police Officer Motion by Crepeau, seconded by Nethercut, that the resignation from the p811ce torce by Roger Reiling be accepted effective Jur.e 21, 1965. Carried. Motion by Crepeau, seconded by Nethercut, that James Little be hired as a part time pOlice officer at $2.20 per hour effective June 21, 1965. Carried. Present: Kennedy, Olmen, Nethercut, Creoeau, Stromouist - Jenal, Boomer, Kerr, Tissol, Cadwell. . ' . Absent~ Lang - Bjorndahl, 13ueto"" Schutta, BrodIe, Dale. J3ranch Ramsey County Library Hay-or Kennedy reoor-ted that Mrs. Ruth Palmer, Ramsey County Public Library, had written a letter reouesting Arden Hi.lls to ossist in tl16 nelection of a site for a branch Library. Palmer indicating Arden Hills I interest and advising her of our recently completed Village Plan in which a civie center is oI'oposed that would group a num'Jer of public buildings 1n one area, logicallY including a library. '~rs. VeX'" L-3Lnger, who ha5 9ho',m interest in this project, to be asked to deliver the letter in an effort to promote Arden Hills as the suitable location for the orcDosed branch library. ' , Proposed Zoning Regulations Hayor Kennedy summarized the processes to follow to logically adopt the Comprehensive Plan. Attorney Courtney is to be advised by Admin- istrative Clerk, Stromquist, that Council will be prep8red to take fo:::-mal action in the adoption of the pl8n at the ,Tune 28 Council meeting and reouest that 'lr. Courtney prepare the necessflry resolution to be ready at the June 28th meeting. It was noted that a sample resolution fldopting the Comprehensive Plan is included in the Planning Report #5, to be used if desired. Zoning Regulations Review The proposed zoning regulations ordinance throuf~ page l~ was reviewed by the Council and the Planning Commission, noting several proposed changes and additions which vr. Jenal asked ~rs. Tissol to list in a letter to Mr. Carl Dale. Mr. Jenal will also contact Mr. Dale in an effort to obtain his recommendations on the proposed changes for the next planning commission meeting on July 6, 1965. The next joint meeting of the Council and the Planning Commission, to continue the review of the proposed zoning regulations, was set for Thursday, July g, 1965. Miscellaneous The possibility of providing water to the Industri8l area was considered. Mayor Kennedy stated toot at this time it is not feasible l-Jithout further study, but requests should be directed to the Council. Mrs. Tissol announced she and Dr. BJorndahl 8re meeting Thursday, June 2~ at g:OO P.Y. at the Village Hall with representatives of groups interested in the 9roposed pedestrian trail.
