B~ning - County Hoad ~ and Highway #51 Mayor Kennedy desoribed the looatioh of the Lot located on the northwest corner of County Road E and Highway #51, and stated thet the hearing was being held to rezone this property from Conu'lercial to Residential, R-l, as recommended by the Planning COIlllIlission. a Clerk read a mamo from Carl Dale, Village Planner, which gave many reasons for rezoning. The following residents were present and spoke in favor of the rezoning: Robert Jenal, Ch&irman of the Planning COIllmission; Mrs. Carolyn Tissol. 3568 Siems Court; Mrs. Andrew Kuehn 111, 3581 Ridgewood Road; WalesI' Mack, 1541 Oak Aven'le. spolt:e also for F. Snelling Ave. Mayor Kennedy then inquired if anyone present W~B opposed to the rezoning- no response. Mayor Kennedy moved that the foilowing descr ibed prope!'ty: Lot two, Block 4, Shady Oaks Addition, according to the plat thereof on file end of record in the office of the Rcrcister of Deeds of Ramsey County, ~ be rezoned from Commercial to Residential, R-l, and authoI'ized the Village Attorney to start proceedings to amend the Zoning Ordinance accordi~gly; seconded by Trustee Lang; motion carriedwo,,',......,....', .~. Perry Plat Dick Jones presented copies of the Perry Plat to members of the Taxes, assessments, sewer and water facilities were discussed. Lund stated that Banister Engineering Co. is satisfied with the Council. Engr. plat. Clerk Lorraine stromquist stated that the notice of the Public Hearing had been publiShed in the New Brighton Bulletin on December 31, 1964. Mayor Kennedy ask ed if anyone present had any comments either 1'0%' or against the plat - no response. - . Mr. Jones informed the Council that he wili bring in a statement showing that the taxes are paid, and requested a variance concerning the assess= ments. Mayor Kennedy moved approval of the Perry Plat and the granting of a variance to the~?~p~ng Ordinance to permit the re-apportionment of aSsessments and~o-pay all costs incurred for the re-apportionment; seconded by Trustee Crepeau; motion carried. the REPORT OF ATTY. COURTNEY Financial Aid to Recreational P~ograms Atty. Cour"i:;ney infol')"ed the Council that according to Statutes the Village h~.s the authority to act by Ordinance to set up a pUblic scale. which must be purchased nnd maintained by the Village. and also to hire a weigh mastsr, but he must be paid by the Village. and appointed annually. Atty. Courtney stated that since Control Data already has its own scale and the weigh master would be on private ~~~/thiB was not the answer. '1'he Council appro'lad Atty. (;ourtney's suggestion that he ).nform lIlro Anderson of the Statutes. Health Complaints Atty. Coul-tney im'ormed the Council that he has not heard any results of the letters he w~ote in behalf of Dr. Farkas, Village Health Officer, concerning the three l'esidences in Arden Hills. Clerk LOl'raine Strom~ quiet informed the Council that one owner had called and stated that the property will be improved. but no building permi t has been iSSL\Gd todate. Matter referred to Trustee Crepeau - Clerk requested to subm:U; a list of the names and addresses. Fae-Simile Treasurer's SiRnature Tress. Worth G. Read requested that a fac-simile of his signature be permitted to be used on checks in his absence. He stated that the endorsement of checks is not a problem as this is already done with an endorsement stamp. Atty. Courtney informed the Council of necessary precautions to be con- sidered as the situation is unusual because usually a fac-simile stamp is used as a matter of convenience by the person whose signature appears on the stamp. but in this case. the stamp will be used by another person. Atty. Courtney read a suggested resolution from the Fil'st State Ban', of New Brighton regarding the signature and suggested that a similar l'Gsol~ ution be passed for the First National Bank of St. Paul. Mayor Kennedy moved the adoption of a resolution. as attached. authorizing 't;he First State Bank of New Brighton and the Fit/st National Bank of St. Paul to accept a fac-simile signature for Treas. Roseville Sewer fiate Ordinance Mayor Kennedy moved approval, introduced by title and give the first reading to an Ordinance accepting the p!'ovisions, terms and conditions contained in O!'dinaoce No. 452. passed by the Village of Roseville on January 11. 1965. Bnd particularly Section 111 thereof. all relating to the connection by the Village of Arden Hills to the public sanitary sewer system of the Village of Roseville; seconded by Trustee Olmen; motion carried. Personnel Ordi nance Cle%'k Lorraine StromqUist submitted a breakdown of additional costs to the Village for this year for employee benefits according to the proposed Ordinance. Mayor Kennedy moved the second reading be given to an Ordinance establish- ing a system of Personnel administration for Village employees; seconded by Trustee Lang; motion carried. Atty. Holger Lager- stl'Om was appointed vice-chatrman and Roy Anderson WElS appointed the Village representative to the Mounds View District School Recreational Program. Trustee Lang stated that the Committee had requested Attorney Coul'tney to inform it of the procedure on acquiring land for recreational purposes. Mounds View Athletic Ass'n 'J.'he matter 01' drawing up a contract between the Village and the Mour.ds View Athletic Association Was referred to Atty. Courtney, Request for Use of Hall ~he Council granted permission for the Mounds View Athletic Ass'n to meet at the Village Hall on February 20 at 2 p.m. REPORT OF MAYOR KENNEDY .
