The meeting was called to order at 8:00 p.m. by Mayor Nethercut.
Roll Call: Prosent - Mayor Nethercut, Trustees Crepeau, Olmen,

attached. Upon motion by Olmen, seconded by Hoffmann, the project
was awarded to the low bidder. Gopher Electric Contractors, Inc.,
for Alternate No. I In the amount of $5,934.00 subject to the

Engineer Lund was authorized to s~udy the equipmBnt manufactured by
Consolidated Electric Co., Healy-Ruff Co. and Autocon and recommend
whiCh make of equipment he feels we should have lnstallsd.

Mayor Nethercut reported that he Is continuing to negotlate with
r@prGsentatlvas of Bethel College of possible acquisltlco of property
north of Ccunty Road E2 tor a library site and possibly a future
civic center. He reported~'hat the Ramsey County library Boerd has
a meeting sch0duJed for October 24 and that the ,~rden Hills Council
w II t have ono or more represantetlves at the meetIng.

Extract of Minutes of Meeting of
Village Council
Village of Arden Hills
Ra~sey County, Minnesota
Held October 18. 1966
Pursuant to due call and notice thereof, a special meeting
. of the Village Council of the Village of Arden Hills; Minnesota,
was duly held in the Village Hall in said village on Tuesday,
the 18th day of October, 1966 at 8:00 o'clock P.M. .
The following members were present: Nethercut, Crepeau,
Olmen, Bjorndahl and Hoffman.
and the following were absent: Nune.
Also in attendance were: Lorraine Stromquist, V~llage Clerk-
Administrator, Don Lund of Banister Engineering Company, village
consulting engineers; and Peter S. Popovich of Peterson & Popovich,

The Village Administrative Clerk presented an affidavit
showing publication of notice of hearing on the proposed
assessment for Sanitary Sewer Improvement No. 8
ih the New Brighton aulletin on September 28, 1966, in accordance
with the resolution adopted September 26. 1966. which affidavit
was examined, found satisfactory, and ordered placed on file.
The Mayor announced that the meeting was open for the
consideration of objections, if any, to said proposed assessment.
All persons present were then given an opportunity to present
oral objections, and all written objections theretofore filed
with the Village Administrative Clerk were presented and
considered, and all such objections were tabulated as follows:

Mrs. Donald P. Selleck, 1399 Cummings Lane: Also inquired as to the
number of feet for which she was being assessed and the total amount
of the assessment.

Mr_ 01mpn .then introduced the following
resolution and moved its adoption:
RESOLUTION ADOPTING AND,
CONFIRMING ASSESSMENTS FOR
SANITARY SEWER IMPROVJ.:MENT NO.8
. BE IT RESOtVEDby the Yillage Ccuncil of the Village of
Arden Hills, Minnesota, as follows:
1. The amount proper and necessary to be specially
assessed at this time for Sanitary Sewer Improvement No. 8
against every assessable lot, piece or parcel of land affected
thereby has been duly calculated upon the basis of benefits,
without regard to cash valuation, in accordance with the pro-
visions of Minnesota Statutes, Chapter 429, and notice has been
duly published, as required by law, that this Council would meet
to hear, consider and pas! upon all objections, if any, and said
proposed assessment has at all times since its filing been open
for public inspection, and an opportunity has been given to all
interested persons to present their objections; if any, to such
proposed assessments-. .
2. This Council, having heard and considered all objections
so presented, and being fully advised in the premises, finds
that each of the lots, pieces and parcels of land enumerated
in the proposed assessment was and is specially benefited by
the construction of said improvement in not less than the
amount of the assessment set opposite the description of each
such lot, piece and parcel of land, respectively, and such
amount so set out is hereby levied against each of the respective
lots, pieces and parcels of land therein.
3. The proposed assessments are hereby adopted and con-
firmed as the proper special assessmehts for each of said lots,
pieces andparce Is oJ land respect ive ly, and the asses sment
against each parcel, together with interest at the rate of ~
per annumacctuihg on the full amount thereof from time to ime
unpaid, shallbe.a lien concurrent with gen~ral taxes upon such
parcel and all thereof., The total amount of each,such assess-
ment"s~all be pa~abl~ in equal annual principal installments
extendl.ng over a period ,of ',," twentv' , .' , 2C-,.) years,
the first of said installments, together with ,interest on the

4; Prior tci, certification or the assessment to the County

interest to the date of payment, to the Village Treasurer, but
no interest shall be charged if such payment is made within 30
days after the date of this resolution.

5. The Village Administrative Clerk shall, as soon as may
be, prepare and transmit to the County Auditor a certified
duplicate of the assessment roll, with each installment and
interest on each unpaid assessment set forth separately, to be
extended upon the proper tax lists of the County, and the
County Auditor shall thereafter collect said assessments in the
manner provided by law.
. The motion for the adoption of the foregoing resolution
was duly seconded by CrapAt=ll1 , and upon vote being
taken thereon, the following voted in favor thereof: All
and the following voted against the same: None.
whereupon said resolution was declared duly passed and adopted.

Jerome Timm, 1400 Cummings Lane:
Objected to the condition of
~he street and curb and indicated that they hadnft beenproperiy

Richard M. O'Kelly, 1378 Cummings Lane: Agreed with Mr. Timm
and said he felt the grading had not been done properly and the
amount of black top laid does not meet \he requirement of the
contract.
Howard F. Wallace, 1366 Cummings Lane: Also felt that the
grading had not been done properly and objected to the condition
of the curb in froni' of his property which causes water to run onto
his front yard.

Mrs. Donald P. Selleck, 1399 Cummings Lane: Had the same
objections as previously mentioned. Also indicated that sand
and rocks had been dumped on county property in front of the
culvert across from her house which causes a lake to forM when
it rains. She felt this was a safety hazard because of children
being picked up by school busses at that point.
After a discussion of the objections, the council members
. decided they would look at the street with Mr. Lund and
deterMine what should be done.
It was moved by Crepeau that the hearing be continued to
October 31 at 8:00 o'clock p.m. The motion was seconded by
Hoffman. The following vcted in favor: All
and the following voted against: None.
