Public Hearing wa,' called to order at 8:15 p.m. by Chairman Robert
J'lna 10
Roll Call: Present - Robert Jenal. Larry Brodie, liard Hanson, Rod
Schumacher, Ruth Cadwel I, Gerald Buetow and
Robert Kerr (arrived late).
Absent - Carolyn Tlssol, Bert Schutta
Also Present - Atty. Vincent P. Courtney, Planning Con-
sultant Carl Dale, Mayor Robert E. Nethercut,
Trustees Hoffmann and Bjorndahl.
A quorum of the Planning Commission was present.
Mr. Jenal Introduced those present and proceeded to ex~laln the purpose
of t~~ Public Hearing. He Informed the residents that In compliance
wIth the Minnesota Planning Act, the Planning Commlssio~ was required
to study the Comprehensive Plan, to hold a Public Hearing and to advise
the Council of their recommendation.

He stated that the Comprehensive Plan consIsts of a Comprehensive
Development Plan map and five volumes - namely:
Planning Report # I - S u rve y and Analysis
.. II #2 "- Comp f'ehan s I va Development Plan
II .. 113 - Proposed SubdivisIon Regulations
II II #4 - Zoning Regulations
II II #5 - Planning Administrative Procedures.

Mr. Jenal emphasized that proposed subdivision regulations and zoning
regulations will be considered at a later date and will not be Included
In tonight's nearing.
Mr. Jenal pointed out some of the hi-lites of the Plan which Included
the fol lowing Information:
The purpose of the Plan is to set goals and standards appropriate
for Arden Hills. The goalS recommended came from analysis of surveys.
The community should be developed, Including transportation, utilities,
etc. The land ~se should be designated for all areas with the public
Image being considered, and consideration of nuisance objections.
Civic Center requirements should be established and a site should be
selecteg as soon as possible. Playgrounds should be acquired before

The Plan Is to be used as framework and should be coordinated with
the adjoining communities and also w!th the metropolitan area as a
whole.

Housing Polley - Arden Hills Is a Village of homes, but this doe$
not mean that non-residential use Is to 8e dlscourgged. All tYP$$
are to be permitted, If they conform to the Plan, except trailer,
homes. There will be no zoning for multlpl! dwellings; they wItt
be allowed by Special Use only. There are sites In the VIII"'ge tor..
wel I designed apartments with adequate sites. There will be no spot
zoning - perhaps could be used as buffer between Commercial and
Residential, for example - on the south Isde of County Road E.

In response to Mr. Jenal's Inquiry. the residents expressed ge~~ral
Interest In possible multiple dwelling areas. As Mr. Jenel 'descrlbef;!.
the areas of possible multiple dwellings, Mayor Nethercut pointed
them out on the Comprehensive Development Plan for the restdenfs.'
Mr. Jenal dated that at present there are no well plannEidC~rclal
areas In the Village - some of the existing commercial areas' ,~Id
revert back to residential and vise versa.
He stated that II change of the west Arden Hills boundary Is ree~ended,
which would transfer the land west of 35W to New Brighton or Mounds
View and east of 35W to Arden Hills, but there aNI.doubts thati+l1l.s
will be accomplished.
