TO: Honorable Mayor and City Council Members Michelle Wolfe, City Administrator FROM: Greg Hoag, Public Works Director Kristine Giga, Civil Engineer SUBJECT: Interstate 694 Project Update Backeround . Recently staff has received questions regarding the status of the 1-694 project, specifically that portion within Arden Hills. To help bring Council up-to-date, we have invited Chris Roy and Mark Lindeberg from the Milmesota Department of Transportation (MnDOT) to the Deccmbcr ! 8 Work Session. Chris will open the discussion with introductions, so that Councillcams what his and Mark's roles are with MnDOT in relation to this project. Mark will then present the current status of the concept plans (unapproved by MnDOT at this time) for the 1-694 project and thc process going forward. An important part of the process is the City's opportunity to provide comments on the Environmental Assessment (EA) documents. It is anticipated that our opportunity to provide comments will be in early 2007. Staff has an early draft of the document that we can begin reviewing now, in preparation for the official review document. This will allow for the opportunity to bring questions, comments and concerns to Council prior to the official comment period, if needed. Action Requested This is primarily an infonnational update. TO: Honorable Mayor and City Council Members Michelle Wolfe, City Administrator FROM: Schawn Johnson, Assistant City Administrator.s~ Greg Hoag, Public Works Director SUBJECT: Karth Lake Improvement District Update Background: In 2003, the Arden Hills City Council approved the creation of the Karth Lake Improvement District. The intent ofthe improvement district was to control the water elevations at Karth Lake. In 2004, a pump was installed to control the water levels on Karth Lake. In order to fund . these improvements, the City implemented an ad valorem tax assessment on the property owners that are located within the Karth Lake Improvement District. The tax assessment for the property owners within the Karth Lake Improvement District was [or a three year time period (2005 to 2007). Pursuant to Minnesota Statutes 459.20, 103B.501, and 103B3.581 the City was granted the authority to establish the lake improvement district. Discussion: Board Members of the Karth Lake Improvement District are requesting the opportunity to meet with the City Council and discuss their vision for continuing to improve the water quality at Karth Lake. City Attorney JelTY Filla will also be in attendance to address any legal questions or concerns that the City Council may have regarding the Karth Lake Improvement District. City Staff Recommendation- Requesting City Council feedback regarding the future status and mission of the Karth Lake Improvement District. . ~ . ~~HILLS MEMORANDUM DATE: December 13, 2006 Agenda Item 2C TO: Honorable Mayor and City Council Michelle Wolfe - City Administrator FROM: Michelle Olson - Parks and Recreation Manager -rru!J Greg Hoag - Public Works DirectorM- SUBJECT: Traffic Study at County Road E and Old Snelling BACKGROUND The intersection of County Road E and Old Snelling has seen an increased volume of traffic in the past few years. With this intersection identified in the City of Arden Hills Trail Strategies as a major cOlmection within the proposed trail system, increased pedestrian safety may need to be addressed. The following proposed trails would connect to this intersection: . . County Road E from Connelly to Old Highway 10: In September of 2006, staff submitted an application for a MnDOT cooperative agreement for a trail along the north side of the bridge at County Road E. Staff has not received word on the status of that application. The City Council also voted in favor of constructing a sidewalk on the north side of County Road E from Connelly to Old Snelling. . Old Snelling/Highway ] 0 from Highway 51 to Highway 96: The Parks, Trails, and Recreation Committee has identified Old Snelling/Highway 10 for a future trail within the City Strategies. The Arden Hills section of Snelling from Highway 51 to County Road E is proposed to be reconstructed in 20] 0 and that may be the most logical time to construct this trail segment. . North Side of Lake Johanna Boulevard: Ramsey County Parks and Recreation has identified in their Tony Schmidt Regional Park Master Plan Draft, plans to construct an off-road paved trail along the north side of Lake Johanna Boulevard extending from County Road E to Old Snelling. All of these trail connections would cross at the intersection of County Road E and Old Snelling. Depending on final design, trails could approach and leave the intersection from different sides of the street. Staff has spoken with Dan Soler, Ramsey County Traffic Engineer and he confirmed that it has been years since a traffic study has been done at this intersection. Ramsey County is willing to conduct a traffic study if the City requests. At their November 21, 2006 meeting, the PTRC did unanimously pass a motion to recommend the City Council order a traffic study at this intersection. REQUESTED ACTION Staff is requesting Council consensus to request that Ramsey County conduct a traffic study at the intersection of County Road E and Old Snelling. . . . ~ ~~}fILLS MEMORANDUM DA TE: December 13,2006 Agenda Item 2.D. The tentative date for this event is January 16,2007 from 6:00 PM to 9:00 PM. . Discussion: The following is a tentative agenda for the January 16,2007 City event: 1. Public Gathering at 6:00 PM; 2. State of the City Address-6:30 PM; 3. TCAAP Status Update-7:30 PM; 4. Event Concludes at 9:00 PM. The following is a tentative list o[City affiliated groups that will be invited to set-up in[onnational tables at the Town Hall Meeting. These groups will be located in the basement and, if necessary, the upstairs area at City Hall. . Lake Johanna Fire Department . Ramsey County Sheriffs Department .
