On Novembcr 29th, Jackie and Schawn attended a meeting hosted by the Ramsey County Elections Department reviewing the 2006 election process and to begin preparations for the 2007 and 2008 cJection years. The meeting also addressed concerns about the State of Minnesota's new SVRS (Statewide Voter Registration Systcm) and the new Automark ballot marking machine. On Novcmber 22ml, City staff interviewed five candidates for the open Finance Director position, City staff has narrowed down the candidate pool to t\\'o linalists, Assistant City Administrator Johnson has completcd background checks on the two candidates. The background checks were very good, City stafr has scheduled for the two candidates to complete . a management assessmcnt evaluation the week of December J I tho City starr is attempting to schedule the second round of interviews for the t\\'o finance director candidates sometime in mid-December. City staff wili be reviewing bids for the 2007 tree removal contract on December 1st. Mcmbers of the City Council will be asked to review the bid proposals at the December II th City Council meeting. City of Arden Hills is seeking volllnteers lex the City's various committees and commissions. City staff has submitted a payment request for 5225,000 to the State of J\.Jinncsota for State Aid funds that were used to complete the 2005 PMP project. City staff received paymcnt from Ramsey County ($90,710.03) for their portion of the CSAH 96 Landscaping Project. City staff is cllrrently working on completing punch list items for the 2006 PMP Project. James, Kris, and the Roseville planning staff met with planning consultants for Northwestem College on Friday to go over their new proposed Master Plan lor the Collegc, Their new Master Plan willlikcly be reviewed by the Planning Commission at their January or February meeting. Posted on Wed, Nov. 22, 2006 Developer backs out of deal City restrictions make office park unworkable, he says BY DAVE ORRICK Pioneer Press Just when it all seemed like a done deal, the developer of a controversial office park on land owned by Arden Hills has backed out. Developer Marcel Eibensteiner said the approved plan to build 62,500 square feet of offices on the site of the town's former city hall is too restrictive. "I agonized over this for two months because I've got $105,000 in costs in this project," Eibensteiner, president and owner of Royal Oaks Realty, said Tuesday. "But it was not a viable project any more." As such, the roughly 6-acre parcel at Hamline Avenue and Minnesota 96 will likely go on the market, but officials Tuesday said it was too soon to know when or how they'll solicit proposals. The way Eibensteiner, a friend of outgoing Mayor Bev Aplikowski, got into the deal to buy the land last year was criticized by both political opponents of the mayor and by the state auditor's office. The suburb never publicly advertised the property. Eibensteiner has said he simply got wind of it through his contacts. Aplikowski has said the deal was aboveboard, but she also has acknowledged that advertising the site might have drawn less criticism. Last year, the city was set to approve selling the land to Eibensteiner for $1.4 million, but City Council members rejected . the deal by one vote amid several concerns, including that the then-proposed 73,000 square feet of office space would attract too much traffic. The land was reassessed to be much more valuable, and in July the council approved the sale for nearly $2 million. Eibensteiner scaled back plans and amid the criticism, the city began putting restrictions on the project, including fewer signs, no subleasing and increased landscaping, according to actions taken late this summer. "It was just a multitude of things that just kept going and going and going," Eibensteiner said. "Had they approved my project the first time around, I would have had five businesses in there." A cell phone was taken from the center counsel of the unlocked truck. The victim later got a call from a man named "Lamar," who said he found the cell phone in Mounds View and would return it if they paid him a reward. Sheriff's deputies called Lamar and said they would be out to pick up the phone. He said he was at 794 Edmund but deputies found that they was no such address. When deputies tried to contact Lamar again he hung up on them. When deputies arrived, friends of the suspect and friends of the victim were fighting each other. The suspect's gold 1998 Cadillac Seville was held for further investigation, since baseball bats, portable police-type radios with collar microphones, and possible stolen property were found in the car.
