Mayor ~ Beverly Aplikowski ---A~JIILLS Michelle Wolfe City Administrator Council Members Arden Hills City Council 1245 West Highway 96 David Grant Arden Hills MN 55112 Brenda Holden 'Administrator's Update 651.634.5120 Gregg Larson www.ci.arden-hills.DlII.US Vincent Pellegrin For the week ending November 3, 2006 The 3rd Annual Committee Summit will be held on Wednesday, November 15 (6:00 p.m. dinner, 7:00 p.m. meeting, invitations to follow). As in the past two years, the Mayor will provide dinner, and members of all current commissions, committees, and task forces, will be invited. The Foundation Task Force met this week. They have decided at this time that it is premature to establish a community foundation, but that creation of a Donation Program may be a first step in that direction. This week, the group reviewed a proposed program document and think it is a good stali. They would like to present the idea to the residents gathered for the Committee Summit, to get their feedback. As part of the creation of this program, a City "wish list" would be created and approved by Council. This list would include items that would make good . donations to the City. A few examples include park benches and trees. Last night the group emphasized the desire to let Council know what they are working on, and the plan is to bring it to Council after the first of the year. Tobacco compliance checks were conducted on Friday, October 20th. One tobacco vendor in Arden Hills failed the compliance check. Schawn will follow up with that vendor. It is a first offense so therefore there is a minimal fine ($100). City Hall Mediation: Mediation is scheduled for November 14. Jerry and I will be scheduling a closed meeting with Council on November 13 to provide an updatc and receive guidance from you. Since we will be scheduling the closed meeting, we will also take that opportunity to update you regarding the assessment appeal that was filcd for the 2006 PMP project by one resident. Please feel free to contact me if you havc any questions on this mater. Berres Case: I fOlwarded what I am told is the final paperwork needed for processing the claim. 1 have asked Jerry's assistance regarding the restitution process. Things got delayed due to the fact that the assigned probation officer is no longer with the County. The claims supervisor with the Leaguc infonncd me that the City will not be covered for expenses. The expenses can be claimed for restitution but not expenses (this waS about $14,000 of the total). I have also been told that through our contract with the League, thcy get paid first before us - so in other words, the restitution payments would go to the League until they are covered for what they payout to us, then after that, we can get our expenses portion. 1 am still following up on this, since this is NOT what I had been previously told. . > Non-Agenda for Week Ending Friday, November 03,2006 Mayor and City Council . Page 2 . Schawn and I are working with our insurance broker on 2007 proposals. We have decided to offer a second plan to employees, in an effort to start moving towards more consumer-based plans. We are also in the process of determining whether or not we need to create a cafeteria- plan in order to better administer our City benefits. Lastly, we are studying the impact of the new health insurance option and what to recommend in tenllS of the City's 2007 insurance contribution amount. . Michelle Bruley and I are continuing to work with Ehlers and Associates on a financial management plan. We are going to present this to the Council in two steps. Weare going to look at the General Fund and Capital Fund, since that directly relates to the discussion regarding the 2007 budget and levy. Then, probably after the first of the year, we will discuss the Utility Funds. I am pleased with how this is progressing and think this infonnation will be very helpful for future financial planning as well as serving as a foundation for the financial aspects of the TCAAP project. 2006 PMP- Staff is working on gathering information regarding resident concerns brought to Monday's Council meeting. Weather permitting, the contractor anticipates paving the final lift on Tuesday. The assessment roll was certified and submitted to Ramsey County this week. Over half of the residents (almost 2/3) paid their assessment in full during the pre-pay period at City Hall. I received a cal1 from Steve Hobbs at Rice Creek Watershed, and he said they may have some funds available for our storm water project at Siems and Lake Johanna. He wil1 work with . Kris on seeing what might work for this project. CSAH 96- Staff requested payment from Ramsey County for their portion of the project (approximately $90,000 for the trees). Preparations for the November 7th general election are in ful1 swing. Schawn and Jackie have been preparing absentee ballots, voting equipment, and supplies for the November election. We have arranged for staffto park at the Army Reserve location, and have requested Ramsey County Sheriffs assistance with traffic management during the two "rush hour" periods. City staff received eight applications for the open Finance Director position. City staff is currently reviewing the applications and wil1 be scheduling first round interviews in the near future. City staff mailed out bid packets this week to potential contractors for the City's 2007 tree removal contract. The received bids will be opened at City Hall on December 1 st. Work continues on the warn1ing houses in preparation for the coming season. Michelle continues to work on two possible grant programs for City trails. Both are anticipated to come to Council before the end of the year. . Non-Agenda for Week Ending Friday, November 03,2006 . Mayor and City Council Page 3 . James attended a land use law workshop at the League of Minnesota Cities on Wednesday. The workshop provided the most update to date laws regarding variance review criteria, signs, the 60- day rule, housing and other land use law issues. James was glad to see that Arden Hills has already incorporated many of the new sign requirements into our new Sign Code, and the upcoming Zoning Code re-codification deals with other issues brought up at the workshop. Karen met with the Rondo Community Land Trust earlier this week. They are expanding into suburban Ramsey County and are meeting with the various cities to explain their services. At first blush, utilizing a land trust to achieve a portion of the affordable housing aspect of the TCAAP development looks like an attractive option. TCAAP: . Friday 11/3 Karen and I will spend the morning \vorking with our attorney and then with CRR on the preliminary development agreement. Likely that will be brought back for your review at the next Council meeting. . Working on arrangements for the tour. . Studying our staffing/consultant needs in preparation for preliminary development agreement negotiations. . Preparing for the meetings with GSA/Army/Regulators on November 7 and 8. . We received a check for $48,000 from CRR in payment pursuant to our second interim . agreement.
