SUBJECT: Resolution 07-37: Rice Creek North Regional Trail
BACKGROUND
In June 2006, the United States Government conveyed the Rice Creek Corridor through Twin
Cities Army Ammunition Plant (TCAAP) to Ramsey County Parks and Recreation Department.
Ramsey County plans to construct a trail through the corridor from County Road H to County
Road I in the summer of 2007. In 1998, the Arden Hills City Council approved the Rice Creek
North Regional Trail Master Plan, which includes this segment.
The City Planner, City Engineer, and City Building Inspector have reviewed the plans for the
proposed trail and found no negative impacts, There are no permits or other requirements
needed for this project to proceed. The future transportation issues associated with TCAAP did
cause one adjustment to the plans, however. Originally, a bridge was to be constructed to cross
the creek near County Road H. However, Ramsey County had concerns regarding the high
construction costs for this bridge. When the County Road H intersection improvements are
made for the development of TCAAP, the bridge would most likely need to be tom out. The
County contacted the City and Mike Fix with the Army to discuss the idea of constructing the
end of this trail off of the Rice Creek Corridor to avoid crossing the creek. All agreed that it
appears to be a good solution at this time.
The map for the proposed trail is attached for your review. Larry Holmberg, representing
Ramsey County Parks and Recreation will be in attendance to briefly present information on the
proposed trail and answer any questions,

Staff recommends a motion to adopt Resolution 07-37: Supporting the Rice Creek North

RESOLUTION NO. 07-37
A RESOLUTION SUPPORTING THE RICE CREEK NORTH REGIONAL TRAIL.
WHEREAS, in June 2006, the United States Government conveyed the Rice Creek
Corridor through Twin Cities Army Ammunition Plant (TCAAP) to Ramsey County Parks
and Recreation; and
WHEREAS, Ramsey County proposes to construct a trail through the corridor from
County Road H to County Road I in the summer of2007; and
WHEREAS, the City of Arden Hills is committed to providing recreational
opportunities and promoting healthy living opportunities for its residents and visitors; and
WHEREAS, the proposed trail will benefit the City of Arden Hills, Mounds View
School District 621, and Ramsey County; and
WHEREAS, the Parks, Trails, and Recreation Committee reviewed the proposed
trail plans at their meeting on February 22, 2007 and stated their support; and
THEREFORE, BE IT RESOLVED: The City of Arden Hills supports the Rice
Creek North Regional TraiL
