Bid Award
BACKGROUND
The 2007 Contract B consists of Roseville mill and overlay proj ects and the Arden Hills 2007
Pavement Management Program. Bids were solicited during February and March. The bids were
opened on Tuesday, March 13,2007. Based on the bids received, staffrecommends awarding
the following work:

DISCUSSION
Based on past practice, the City Council has awarded the contract to the lowest responsible
bidder. In the case of2007 Contract B, the lowest bidder is Midwest Asphalt Corporation, of
Hopkins, Minnesota.
FINANCIAL IMPLICATIONS
We received nine bids for 2007 Contract B. The low bid submitted by Midwest Asphalt
Corporation., $1,106,991.85, is 5% lower than the Engineer's construction estimate of
$1,170,519.90. The Arden Hills portion ofthe contract is $646,410.48, which is 4% lower than
the engineer's estimate of $675,436.24. The following is a list of the bids received:

To establish a total project cost for the improvements, engineering and overhead costs need to be
included. The non-assessable items include 15% for engineering fees. The assessable portion, the
street improvements, includes a 32% overhead. This is consistent with what was discussed in the
feasibility report and subsequently approved by the Council. The Assessment Policy lists a 37%
overhead; however, this was reduced to 32%, since the City of Roseville's proposal for the
project was based on 15% for engineering fees, not 20%, as is listed in the policy. The City's
portion of the project costs are currently budgeted in the General Capital Fund and Utility
Enterprise Funds (sanitary sewer, surface water and watermain funds). The following shows a
breakdown and comparison of budgeted amounts, engineer's estimate, and contract prices.

With the exception ofthe watermain, the estimated project costs are below what was included in
the 2007 Budget. While the overall bid was lower than the engineer's estimate and the unit prices
for utility work were lower than estimated, the unit prices for street improvements were slightly
higher. Staff is currently working on calculating the assessment rates based on contract prices
and will bring that to the City Council at the next regular meeting.

A RESOLUTION AWARDING THE 2007 PAVEMENT MANAGEMENT
PROGRAM
WHEREAS, pursuant to advertisement for bids for the improvement of the
following streets: Brighton Way, Lametti Lane, Lametti Circle, Connelly Avenue,
Briarknoll Circle, Briarknoll Drive, Dawn Circle East, Royal Lane, and Karth Lake
Circle, according to the plans and specifications thereof on file in the office of the City
Administrator of said City, said bids were received on Tuesday, March 13, 2007, at 11 :00
a.m., opened and tabulated according to law and the following bids were received
complying with the advertisement:

WHEREAS, it appears that Midwest Asphalt Corporation of Hopkins,
Minnesota, is the lowest responsible bidder at the tabulated price of$1,106,991.85;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
ARDEN HILLS, MINNESOTA:
1. The Mayor and City Administrator are hereby authorized and directed to enter
into a contract with Midwest Asphalt Corporation for $1,106,991.85 in the name
of the City of Arden Hills for the above improvements according to the plans and
specifications thereof heretofore approved by the City Council and on file in the
office ofthe City Administrator.
2. This approval is contingent on the approval of the contract by the Roseville City
Council for their work included in the contract.
3. The City Administrator is hereby authorized and directed to return forthwith to all
bidders the deposits made with their bids except the deposits of the successful
bidder and the next lowest bidder shall be retained until contracts have been
signed.
