Backeround
The City Hall has experienced numerous leaking problems in the chimney area. The City
contracted with the engineering firm Wiss, Janey, Elstner & Associates (WJE) to investigate the
cause of the water intrusion. The engineering firm has recommended removal of all the stone
cladding on the chimney area and its associated flashing.
The City continues to experience water intrusion in the chimney area. Regardless of the outcome
of the arbitration proceedings, the City will have to repair the chimney area.
The City Council previously approved a motion for Wiss, Janey, Elstner, Associates, to prepare
bid documents for replacement of the stone on the chimney of City Hall. Additionally, the City
Council authorized staff to advertise and request sealed bids for the chimney recladding project.
The City received three bids. The three bids were as follows;
. A.J.Spanjers Company, Inc. $286,800.00
· AdvancedMasomyRestoration $141,000.00
· Building Restoration Corporation $94,168.00
The City's contract engineer for the chimney recladding project, Brian Pashina, from Wiss,
Janey, Elstner, has reviewed the three bids and recommends that the City go with the lowest
bidder, Building Restoration Corporation.

After the removal of the stone, our Engineering firm, Wiss, Janey, Elstner, will do an
examination of the existing conditions. Based on WJE's observations, there may be additional
costs for repair. Since these repairs will be of a time sensitive nature, staff also seeks
authorization to do additional repairs up to $25,000, as may be recommended from WJE.
WJE had originally estimated the cost of repairs to be $105,000 to $125,000.
Financial Implications
Staff recommends that funding for this project come from the PIR fund. (see attached
memorandum from Finance Director Sue Iverson) The City will attempt to recover the costs of
this project through the upcoming mediation/arbitration proceedings.
Requested Action
Motion to Award the Contract for the Chimney Recladding Project-City Hall Building to
Building Restoration Corporation in the amount of$119,168.
This includes the bid amount of $94,168.00 plus an additional $25,000.00 (as needed) in repairs
that may be necessary upon discovery by WJE after removal of the existing stone.

SUBJECT: Finance Options for City Hall Chimney Recladding Project
In response to your inquiry, I have looked at the various options to finance the City Hall chimney
recladding. In the past, monies have been authorized and expended from the general fund for the
City Hall arbitration costs. Since this is a repair to a capital structure, I feel we should seek
authorization to charge this to the PIR Fund. The City currently has no Capital Equipment and
Building Fund, but all of the former capital fund reserves have been consolidated into the PIR
Fund with the exception of the Public Safety Capital Equipment Fund. Per City policy, any
excess revenues over expenditures, in anyone year, are transferred from the General Fund to the
PIR Fund. The balance in this fund as of March 7, 2007 was $5,616,543. Assessment revenues
are deposited into this fund to replenish it as are excess revenues from the General Fund.
Since excess fund balances in the past have been transferred to this fund, and the nature of this
repair is to a capital asset, I think the proper classification would be to charge this expenditure to
the PIR Fund. On a side note, we will probably need to reevaluate our fund structure; we should
look at setting up Capital Equipment, Building, and Park Improvement Reserves.
These are just preliminary numbers, unaudited numbers as we are not done with all the closing
entries from 2006. If you have any other questions, I would be happy to assist you.

We have attached a tabulation of the three bids that were received by the City of Arden Hills for the
Chimney Recladding Project.
Building Restoration Corporation was the low bidder and WJE recommends that they be awarded the
contract.
Upon authorization by the City Council, WJE will prepare the contract between the contractor and the
City. Per the Project Manual, the agreement will be executed on AlA Document AlOI "Standard Form of
Agreement between Owner and Contractor," 1997 Edition.
