IMW Karen Barton, Community Development Director ~ u SUBJECT: Comprehensive Plan Update Consulting Services The City of Arden Hills is required by the Metropolitan Council to update our Comprehensive Plan every ten years. The last plan was completed and approved by the Met Council in 1998, The next update is due at the end of 2008. Staff has begun the process to update the City's Comprehensive Plan. Due to the scope of this update, staff anticipated the need for a consultant to assist with the preparation of the Plan and budgeted for this in the 2007 budget. Staff is recommending the City contract with Hoisington Koegler Group, Inc. (HKGi) to assist staff in this process. A proposed scope of work and budget are attached for your reference (Exhibits A and B). As you are aware, HKGi has also been contracted by Ryan Companies to conduct the Master Planning process for the redevelopment of the Twin Cities Army Ammunition Plant (TCAAP) and associated Comprehensive Plan Amendment. Since TCAAP will represent a significant portion of the Comprehensive Plan Update, staff determined there would be cost efficiencies in utilizing HKGi's services for our Update, as well. Information regarding HKGi is attached for your reference (Exhibit C). HKGi is proposing to facilitate the comprehensive plan update process and will be responsible for preparation of a number of components of the Plan, including: . Preparation of a project manual to help coordinate project management and foster a collaborative planning process; Conduct meetings with staff, Plauning Commission and City Council (3); Development of a common graphic style for mapping; Review of relevant plans and studies; Documentation oflocal, regional and national trends that impact Arden Hills; Conduct Community Workshops/meetings (2); Draft a Community Vision statement; Assess plauning issues and assumptions; Oversight of all, and preparation of certain chapters of the Comp Plan; Preparation of draft Comprehensive Plan Conduct Public Hearing Refine plan and prepare final text and graphics. . . . . . . . . . . . HKGi has submitted an estimate of $32,370.00 for the above-reference services associated with the Comprehensive Plan Update. Staff is anticipating additional consulting services related to transportation, engineering, and demographic/census information, as of yet to be determined. The City Attorney, Jerry Filla has reviewed the contract (Exhibit D) for HKGi's services and has approved it pending minor changes to wording. Staff Recommendation Staff is recommending Council move to approve the contract with HKGi to assist with the City's Comprehensive Plan Update, in an amount not to exceed $36,900.00, to allow for unforeseen contingencies, such as an additional meeting. This collaborative effort draws on the expertise and experience of both the City and the consultant and it is an effective way to meet the mandated submission deadline in a cost effective manner. March 5, 2007 Role ofHKGi HKGi will facilitate the comprehensive plan update process and will be responsible for preparation of the components as noted herein. Along with City staff, HKGi will also coordinate the work of the engineering consultants on the project and will complete an edit of the final plan document to ensure uniformity of style and content. Role of City Staff City staff will play an active role in the preparation of certain portions of the plan as noted herein. Staff will also make arrangements for all of the meetings providing appropriate venues and support materials as needed. Role of Other Consultants Roseville City engineering staff (contract engineer for Arden Hills) and SEH will be responsible for completing the utility and transportation portions of the plan respectively. Both will operate under contracts directly with the City of Arden Hills. HKGi will help coordinate the work efforts of both Roseville's staff and SEH consistent with the overall project schedule and will supply both consultants with background information as needed during the process. Relationship of the Comprehensive Plan Update to TCAAP Current planning efforts to develop portions of the TCAAP property will be reflected in the Comprehensive Plan update. Information from the master plan, engineering studies and AUAR is collectively considered as a "drop in" component of the Comprehensive Plan. Accordingly, tasks included in this work program are focused primarily on the portion of Arden Hills that lies outside of the TCAAP property. At times throughout the process, the Comprehensive Plan and TCAAP may be on the same Planning Commission/City Council meeting agenda. At other times, the Comprehensive Plan discussions will require more time and attention and are likely to be stand alone meetings. Task 1 Organize the Effort The purpose of this task is to orient the various participants in the planning process and to begin the ongoing task of collecting, assembling and coordinating data. Organization will involve the following: 1.1 Prepare Project Manual. The project manual is a tool that HKGi uses to help coordinate project management and it is particularly beneficial in collaborative planning processes. The manual includes copies of the work scope with assigned responsibilities, project schedule, communication strategies, key contact information, lists of data needs and requests and other useful information that will be needed throughout the project. City Staff will be provided copies of the project manual. 1.2 Conduct Staff Kick-Off Meeting. This meeting will be guided by the project manual and will accomplish several key objectives including: . Introduce the planning team (City Staff - Consultants). . Review and finalize the work scope and project schedule (if necessary). . Develop a communication strategy to seek public input and review of plan components. . Establish coordination and communication procedures between the City, HKGi, SEH and Roseville's engineering staff. . Begin the process of gathering data. 1.3 Kick-Off Meeting with the Planning Commission/City Council. Meeting with the Planning Commission to review the scope and schedule of the Plan update. Deliverables: Thefollowing deliverables will be part of Task 1 o Final work program and project schedule o Project Manual o Slide handouts in PowerPoint format for Planning Commission/City Council meeting. o Summary of minutes of Staff kick-off meeting Staff Responsibilities: o Assist in the assembly and distribution of mapping data in ArcView format. o Send out Planning Commission packet materials Task 2 Define the Context - Understand Arden Hills Task 2 will focus on developing a thorough understanding of the physical, social and natural forces that have shaped or are currently shaping the City of Arden Hills. This task will include assembling a quantitative analysis of demographic trends and socio- economic data and work with City staff on mapping of community features. Detailed subtasks in Task 2 include: 2.1 Prepare Mapping. Accurate and usable mapping plays an essential part of the Comprehensive Planning process. This work program assumes that the City will take the lead in assembling required base mapping. Data from past planning studies should also be assembled and distributed to the consultant team. HKGi will assist the City in establishing project protocols for ArcView GIS software and AutoCAD. HKGi work with the City to define a common graphic style for all mapping. Layers of mapping will focus on existing conditions including natural features and patterns, existing land use and development patterns, utility systems, park and trail systems, roadway corridors and traffic patterns, existing zoning and platting. City files can be supplemented by electronic map data available online through regional data sources such as the DNR, Metropolitan Council, USGS and Mn/DOT. 2.2 Review relevant plans and studies. HKGi will review all relevant plans and studies to understand current planning and policy directions that can be used in the planning process. 2.3 Create Demographic and Socio-Economic Profile. The City will create a demographic and socio-economic profile from Census information and from information compiled by Excensus. 2.4 Consider Local, Regional and National Trends that Impact Arden Hills. Review street classifications and traffic volumes; examine existing standards and policies for parks and trails; and consider emerging development trends Le. walkablity, green infrastructure, etc. 2.5 Conduct Staff Meeting. A meeting with staff will be held to review and refine materials generated in Task 2. Deliverables: Thefollowing deliverables will be part of Task 2 o Technical Memorandum documenting recent plans and studies as well as trends Staff Responsibilities: o Mapping and GIS analysis o Census profile o Collection and distribution of key background information and map data to consultant team o Summary of meeting notes from Staff meetings. Task 3 Explore and Confirm the Vision The purpose of this task will be to establish a Vision and set of Guiding Principles that will be used to help shape the Comprehensive Plan. This task will include the first community workshop and the drafting of a Vision Statement. Subtasks include: 3.1Conduct Community Workshop #l-Vision Session. This task will be the first of three community workshops, two of which will involve HKGL Each community workshop will be designed to engage the community in'exercises to help shape the future of Arden Hills. Workshop #1 will be focused on confirming directions established in past and recent planning initiatives and defining the "Vision" of the community that will guide the development of the Comprehensive Plan. HKGi will work with staff and the Planning Commission to design the process for the Community Workshop. Community Workshop #1 will begin with presentations that will set the stage for the plan. Information to be presented will include but not be limited to the changing demographic profile of the city and the directions that have been established for the TCAAP site. Within the framework of this background information, meeting participants will be involved in small and large group discussions focused on soliciting information that will help define (or refine) a future vision for the community. 3.2 Summarize Workshop #1 and Draft Vision. Working with City Staff, HKGi will summarize the findings and results of Workshop 1 and will prepare a draft vision statement that will be subject to further review and refinement as the process evolves. 3.3 Planning Commission/City Council Meeting. This meeting will be used to present findings from the Vision Workshop and review the draft vision statement. Deliverables: Thefollowing deliverables will be part of Task 3.0 o Meeting agenda and materials for the conducting of Community Workshop #1. o Draft Vision Statement '. Staff Responsibilities: o Advertising Community Workshop #1. o Assistance with preparing for, conducting and summarizing Community Workshop #1. o Preparation of meeting notes from the Planning Commission/City Council meeting. Task 4 Define Planning Issues Arden Hills will change in a number of ways over the next 10 to 20 years, even outside of the boundaries of the TCAAP property. Private redevelopment is likely to occur in certain areas, either with or without public encouragement. The Comprehensive Plan process needs to consider a broad range of changes that may occur in the next 20 years. It will also need to assess the implications that the TCAAP development will have on the remainder of the community. Task 4 is a collaborative process involving HKGi and City staff to identify future planning issues. The purpose of identifying planning issues is to establish a basis for the preparation of the various elements of the Comprehensive Plan. The definition future planning issues in Arden Hills will begin with land use. Although land use is identified as a starting point, land use considerations will integrate housing, transportation, parks, utilities and infrastructure. Subtasks that are part of Task 4 include: 4.1 Assess Future Planning Issues. HKGi will convene a half-day meeting involving City staff, HKGi and staff from Roseville and SEH as appropriate. The meeting will have two purposes. First, it will be used as a forum to assess the impacts of the development of the TCAAP site on the remainder of Arden Hills. Secondly, it will examine areas outside of the TCAAP site that are subject to potential change over the life of the Comprehensive Plan. Such sites are likely to include the Grey Fox Road industrial area, the commercial area along Lexington Avenue between Red Fox Road and County Road E and the manufactured home park north of Highway 96. Issues and directions that are identified will be compiled in a Technical Memorandum for subsequent review. 4.2 Present the Planning Issues to the Planning Commission/City Council. Meet with the Planning Commission/City Council to review identified planning issues and to seek input. 4.3 Conduct Community Workshop #2. Community workshop #2 will allow public review and comment on issues and directions that form the basis for the preparation of the draft plan. HKGi will work with the City to facilitate a discussion to review the set of assumptions to be addressed in the plan. 4.4 Meet with the Planning Commission/City Council to Review the Outcome of Community Workshop #2. Review input received at the Workshop. Modify the text and graphics contained in the Technical Memorandum prepared in Task 4.1 as the basis for the preparation of the plan chapters. Deliverables: Thefollowing deliverables will be part of Task 4 o Technical Memorandum outlining planning issues and assumptions o Materials required for Community Workshop #2 o Summary of Workshop #2 o Modified Technical Memorandum Staff Responsibilities: o Participating in the planning issues meeting. o Advertising Community Workshop #2. o Send out Planning Commission/City Council meeting materials. o Preparation of meeting notes from the Planning Commission/City Council meeting. Task S Develop Draft Comprehensive Plan and Supporting Implementation Strategies This task is focused on applying the information generated through Task 4 to efforts to draft various sections of the Comprehensive Plan. The Plan will include applicable supporting public policies and strategic implementation initiatives. The draft Plan will be a readable, illustrative document with maps, photographs, sketches, diagrams and supporting narrative to allow people to fully understand the direction established by the Plan. It will also provide the requisite technical information to ensure that public actions needed to implement the Plan are clear and achievable. For purposes of this Work Program, the content of the Comprehensive Plan update is anticipated to match that of the 1998 Plan. In order to make the plan more readable and "user friendly", HKGi will work with City staff to restructure the organization of the plan and establish an overall graphic style and format. This task will be a collaborative effort between HKGi, URS, SEH and City staff as noted in the respective subtasks that follow. AJ;; available, the Plan will incorporate newly prepared plans for the TCAAP area addressing land use, transportation, utilities, parks and surface water management. Other chapters will be created as needed to support the results of the planning process. 5.1 Chapter 1: Introduction. City staff will update Chapter 1. 5.2 Chapter 2: Overall Goals. Community goals will be presented in the corresponding plan chapters consistent with the format of the 1998 Plan. 5.3 Chapter 3: Land Use. City staff will assume the lead role in the preparation of the land use chapter of the plan. The land use plan will address the desired locations and mixes of residential, commercial, industrial, office, institutional, mixed-use, public and semi-public uses. In text and graphic forms, the land use chapter will illustrate the future land use pattern, illustrate desired development forms and illustrate specific development/redevelopment areas. It will discuss the relationship and impacts of the future development of the TCAAP property. HKGi will assist City staff in land use policy directions and in assembling vignettes for potential future redevelopment areas illustrating future alternative uses. 5.4 Chapter 4: Housing. The housing chapter will be prepared by HKGi. It will include updated goals and policies. It will analyze existing housing data, prepare a housing needs assessment, evaluate neighborhood conditions, evaluate affordability, and evaluate lifecycle and workforce housing needs. It will discuss the City's ongoing role in housing and will identify local and regional resources to accomplish housing objectives. 5.5 Chapter 5: Parks and Trails. City staff will update the Parks and Trails chapter to include the information contained in the Arden Hills Parks, Trails and Open Space Plan that was prepared by Ingraham & Associates in 2002. (Ingraham & Associates merged with HKGi in 2005). As appropriate, the Parks and Trails chapter may be further modified to reflect changes in the community since 2002 as well as those anticipated in the future. 5.6 Chapter 6: Protected Resources. Chapter 6 will be updated by City staff. HKGi will provide GIS mapping as needed to help facilitate the update. 5.7 Chapter 7: Transportation Plan. The transportation section of the Comprehensive Plan will be the responsibility of SEH. HKGi will coordinate land use information required for transportation modeling including TAZ data. In coordinating land use and transportation, HKGi will provide input on walkablity, connectivity, street widths, and the provision of sidewalks. 5.8 Chapter 8 Public Facilities and Services. The utility systems portion of Chapter 8 will be prepared by Roseville's engineering staff supplemented by other engineering consultants as required. HKGi will assist the City in supplying land use information needed to address capacity and treatment analyses. The Public Buildings and Public Services portions of Chapter 8 will be completed by City staff. 5.9 Chapter 9: Implementation. HKGi will assume the lead role in the preparation of the Implementation chapter. Implementation actions will focus on those steps necessary to carry out the policy and land use directions established in the plan as well as the directions established in each of the Plan chapters. These will include identifying inconsistencies with zoning and subdivision ordinances, providing information for subsequently updating the capital improvement program, and other actions. The land use plan defines general land use patterns, development forms, infrastructure system improvements, and public objectives and policies. Community development planning involves more than simply land use. This section of the plan will identify key strategic initiatives that will help carry out the community Vision and build upon the directions and policy established in the land use plan. These initiatives will focus on economic development, redevelopment and revitalization and community image (gateways, streetscapes and signature development areas). 5.1oMeet with City staff and Other Project Consultants. During the preparation of the draft Plan chapters, HKGi, Roseville staff, SEH and City staff are expected to meet a number of times to coordinate work and conduct common reviews of materials (3 meetings). 5.11 Conduct Review of Plan Elements. Meet with the Planning Commission/City Council (3 meetings) to review the chapters of the Plan. 5.12 Conduct Community Workshop #3. The third Community Workshop will be held as an open house to present the plan to the community and to seek final input prior to the more formal review and adoption process. The Workshop will be organized and conducted by City staff. 5.13 Refine the Plan Chapters Based on the Results of Community Workshop #3 and Compile Final Plan Draft. Prepare the final draft of the Arden Hills Comprehensive Plan for formal review. Deliverables: Thefollowing deliverables will be part of Task 5. o Initial draft sections of the Comprehensive Plan noted above as HKGi responsibility. o Final Comprehensive Plan draft sections noted above as HKGi responsibility. o Summaries of meetings with City staff. Staff Responsibilities: o Preparation of the plan chapters as noted above. o Preparation of meeting notes from Planning Commission/ City Council meetings. o Sending out Planning Commission and City Council packet materials. Task 6 Seek Approvals and Finalize Plan The final task focuses on seeking approvals and finalizing the printed plan for submission to adjacent municipalities and the Metropolitan Council. Consistent with the Land Planning Act, adjacent units of government have up to six months to review the Arden Hills Comprehensive Plan draft and to provide the City with comments. Subtasks included in the approval process include: 6.1 Conduct Public Hearing. HKGi will assist staff in conducting a public hearing before the Arden Hills Planning Commission. 6.2 Refine the Plan. HKGi will prepare refinements to the plan based on the public hearing results for sections noted as HKGi responsibility. 6.3 Assist Staff in presenting plan to City Council. HKGi will assist staff with preparing materials and presenting the plan to the City Council for final approval. 6.4 Prepare final text and graphics. HKGI will prepare the final document incorporating final recommended changes. Deliverables: Thefollowing deliverables will be part of Task 6. o Text and graphics in electronic format (CD /DVD) for sections of the plan noted as HKGi responsibility. Staff Responsibilities: o Presentation of the Plan at review meetings as necessary o Review of draft plan, changes to staff prepared sections as appropriate. o Coordinating the modifications of utility and transportation sections of the plan by SEH and Roseville's engineering staff as appropriate. o Printing and distribution of the draft plan. o Printing and distribution of the final plan. o Submissions to adjacent units of government. o Submission to the Metropolitan Council. @ 2007. The CLIENT and CONSULTANT agree as set forth below: A. BASIC SERVICES The CONSULTANT'S basic services for the PROJECT are: The following work program outlines a collaborative effort between Arden Hills City staff and staff from Hoisington Koegler Group to prepare the Arden Hills Comprehensive Plan Update. This collaborative effort draws on the expertise and experience of both the City and the consultant and it is an effective way to meet the mandated submission deadline in a cost effective manner. Role of HKGi HKGi will facilitate the comprehensive plan update process and will be responsible for preparation of the components as noted herein. Along with City staff, HKGi will also coordinate the work of the engineering consultants on the project and will complete an edit of the final plan document to ensure uniformity of style and content. Role of City Staff City staff will play an active role in the preparation of certain portions of the plan as noted herein. Staff will also make arrangements for all of the meetings providing appropriate venues and support materials as needed. City of Arden Hills Comprehensive Plan Update March 19, 2007 Page 2 Role of Other Consultants Roseville City engineering staff (contract engineer for Arden Hills) and SEH will be responsible for completing the utility and transportation portions of the plan respectively. Both will operate under contracts directly with the City of Arden Hills. HKGi will help coordinate the work efforts of both Roseville's staff and SEH consistent with the overall project schedule and will supply both consultants with background information as needed during the process. Relationship of the Comprehensive Plan Update to TCAAP Current planning efforts to develop portions of the TCAAP property will be reflected in the Comprehensive Plan update. Information from the master plan, engineering studies and AUAR is collectively considered as a "drop in" component of the Comprehensive Plan. Accordingly, tasks included in this work program are focused primarily on the portion of Arden Hills that lies outside of the TCAAP property. At times throughout the process, the Comprehensive Plan and TCAAP may be on the same Planning Commission/City Council meeting agenda. At other times, the Comprehensive Plan discussions will require more time and attention and are likely to be stand alone meetings. Task 1 Organize the Effort The purpose of this task is to orient the various participants in the planning process and to begin the ongoing task of collecting, assembling and coordinating data. Organization will involve the following: 1.1 Prepare Project Manual. The project manual is a tool that HKGi uses to help coordinate project management and it is particularly beneficial in collaborative planning processes. The manual includes copies of the work scope with assigned responsibilities, project schedule, communication strategies, key contact information, lists of data needs and requests and other useful information that will be needed throughout the project. City Staff will be provided copies of the project manual. 1.2 Conduct Staff Kick-Off Meeting. This meeting will be guided by the project manual and will accomplish several key objectives including: . Introduce the planning team (City Staff - Consultants). . Review and finalize the work scope and project schedule (if necessary). Develop a communication strategy to seek public input and review of plan components. . Establish coordination and communication procedures between the City, HKGi, SEH and Roseville's engineering staff. . Begin the process of gathering data. 1.3 Kick-Off Meeting with the Planning Commission/City Council. This task will include assembling a quantitative analysis of demographic trends and socio-economic data and work with City staff on mapping of community features. Detailed subtasks in Task 2 include: 2.1 Prepare Mapping. Accurate and usable mapping plays an essential part of the Comprehensive Planning process. This work program assumes that the City will take the lead in assembling required base mapping. Data from past planning studies should also be assembled and distributed to the consultant team. HKGi will assist the City in establishing project protocols for ArcView GIS software and AutoCAD. HKGi work with the City to define a common graphic style for all mapping. Layers of mapping will focus on existing conditions including natural features and patterns, existing land use and development patterns, utility systems, park and trail systems, roadway corridors and traffic patterns, existing zoning and platting. City files can be supplemented by electronic map data available online through regional data sources such as the DNR, Metropolitan Council, USGS and Mn/DOT. 2.2 Review relevant plans and studies. HKGi will review all relevant plans and studies to understand current planning and policy directions that can be used in the planning process. 2.3 Create Demographic and Socio-Economic Profile. The City will create a demographic and socio-economic profile from Census information and from information compiled by Excensus. 2-4 Consider Local, Regional and National Trends that Impact Arden Hills. Review street classifications and traffic volumes; examine CihJ of Arden Hills Comprehensive Plan Update March 19, 2007 Page 4 existing standards and policies for parks and trails; and consider emerging development trends i.e. walkablity, green infrastructure, etc. 2.5 Conduct Staff Meeting. A meeting with staff will be held to review and refine materials generated in Task 2. Deliverables: Thefollowing deliverables will be part of Task 2 o Technical Memorandum documenting recent plans and studies as well as trends Staff Responsibilities: o Mapping and GIS analysis o Census profile o Collection and distribution of key background information and map data to consultant team o Summary of meeting notes from Staff meetings. Task 3 Explore and Confirm the Vision The purpose of this task will be to establish a Vision and set of Guiding Principles that will be used to help shape the Comprehensive Plan. This task will include the first community workshop and the drafting of a Vision Statement. Subtasks include: 3.2 Conduct Community Workshop #1-Vision Session. This task will be the first of three community workshops, two of which will involve HKGi. Each community workshop will be designed to engage the community in exercises to help shape the future of Arden Hills. Workshop #1 will be focused on confirming directions established in past and recent planning initiatives and defining the "Vision" of the community that will guide the development of the Comprehensive Plan. HKGi will work with staff and the Planning Commission to design the process for the Community Workshop. Community Workshop #1 will begin with presentations that will set the stage for the plan. Information to be presented will include but not be limited to the changing demographic profile of the city and the directions that have been established for the TCAAP site. Within the framework of this background information, meeting participants will be involved in small and large group discussions focused on soliciting information that will help define (or refine) a future vision for the community. 3.3 Summarize Workshop #1 and Draft Vision. Working with City Staff, HKGi will summarize the findings and results of Workshop 1 and will prepare a draft vision statement that will be subject to further review and refinement as the process evolves. 3.4 Planning Commission/City Council Meeting. This meeting will be City of Arden Hills Comprehensive Plan Update March] 9, 2007 PageS used to present findings from the Vision Workshop and review the draft vision statement. Deliverables: Thefollowing deliverables will be part of Task 3.0 o Meeting agenda and materials for the conducting of Community Workshop #I. o Draft Vision Statement Staff Responsibilities: o Advertising Community Workshop #I. o Assistance with preparing for, conducting and summarizing Community Workshop #I. o Preparation of meeting notes from the Planning Commission/City Council meeting. Task 4 Define Planning Issues Arden Hills will change in a number of ways over the next 10 to 20 years, even outside of the boundaries of the TCAAP property. Private redevelopment is likely to occur in certain areas, either with or without public encouragement. The Comprehensive Plan process needs to consider a broad range of changes that may occur in the next 20 years. It will also need to assess the implications that the TCAAP development will have on the remainder of the community. Task 4 is a collaborative process involving HKGi and City staff to identify future planning issues. The purpose of identifying planning issues is to establish a basis for the preparation of the various elements of the Comprehensive Plan. The definition future planning issues in Arden Hills will begin with land use. Although land use is identified as a starting point, land use considerations will integrate housing, transportation, parks, utilities and infrastructure. Subtasks that are part of Task 4 include: 4.1 Assess Future Planning Issues. HKGi will convene a half-day meeting involving City staff, HKGi and staff from Roseville and SEH as appropriate. The meeting will have two purposes. First, it will be used as a forum to assess the impacts of the development of the TCAAP site on the remainder of Arden Hills. Secondly, it 'will examine areas outside of the TCAAP site that are subject to potential change over the life of the Comprehensive Plan. Such sites are likely to include the Grey Fox Road industrial area, the commercial area along Lexington Avenue between Red Fox Road and County Road E and the manufactured home park north of Highway 96. Issues and directions that are identified will be compiled in a Technical Memorandum for subsequent review. 4.2 Present the Planning Issues to the Planning Commission/City Council. Meet with the Planning Commission/City Council to review City of Arden Hills Comprehensive Plan Update March ]9, 2007 Page 6 identified planning issues and to seek input. 4.3 Conduct Community Workshop #2. Community workshop #2 will allow public review and comment on issues and directions that form the basis for the preparation of the draft plan. HKGi will work with the City to facilitate a discussion to review the set of assumptions to be addressed in the plan. 4.4 Meet with the Planning Commission/City Council to Review the Outcome of Community Workshop #2. Review input received at the Workshop. Modify the text and graphics contained in the Technical Memorandum prepared in Task 4.1 as the basis for the preparation of the plan chapters. Deliverables: ThefoUowing deliverables will be part of Task 4 o Technical Memorandum outlining planning issues and assumptions o Materials required for Community Workshop #2 o Summary of Workshop #2 o Modified Technical Memorandum Staff Responsibilities: o Participating in the planning issues meeting. o Advertising Community Workshop #2. o Send out Planning Commission/City Council meeting materials. o Preparation of meeting notes from the Planning Commission/City Council meeting. Develop Draft Comprehensive Plan and Supporting Implementation Strategies This task is focused on applying the information generated through Task 4 to efforts to draft various sections of the Comprehensive Plan. The Plan will include applicable supporting public policies and strategic implementation initiatives. The draft Plan will be a readable, illustrative document with maps, photographs, sketches, diagrams and supporting narrative to allow people to fully understand the direction established by the Plan. It will also provide the requisite technical information to ensure that public actions needed to implement the Plan are clear and achievable. For purposes of this Work Program, the content of the Comprehensive Plan update is anticipated to match that of the 1998 Plan. In order to make the plan more readable and "user friendly", HKGi will work with City staff to restructure the organization of the plan and establish an overall graphic style and format. Task 5 This task will be a collaborative effort between HKGi, URS, SEH and City staff as noted in the respective subtasks that follow. As available, the Plan will incorporate newly prepared plans for the TCAAP area addressing land use, City of Arden Hills Comprehensive Plan Update March 19, 2007 Page 7 transportation, utilities, parks and surface water management. Other chapters will be created as needed to support the results of the planning process. 5.1 Chapter 1: Introduction. City staff will update Chapter 1. 5.2 Chapter 2: Overall Goals. Community goals will be presented in the corresponding plan chapters consistent with the format of the 1998 Plan. 5.3 Chapter 3: Land Use. City staff will assume the lead role in the preparation of the land use chapter of the plan. The land use plan will address the desired locations and mixes of residential, commercial, industrial, office, institutional, mixed-use, public and semi-public uses. In text and graphic forms, the land use chapter will illustrate the future land use pattern, illustrate desired development forms and illustrate specific development/redevelopment areas. It will discuss the relationship and impacts of the future development of the TCAAP property. HKGi will assist City staff in land use policy directions and in assembling vignettes for potential future redevelopment areas illustrating future alternative uses. 5.4 Chapter 4: Housing. The housing chapter will be prepared by HKGi. It will include updated goals and policies. It will analyze existing housing data, prepare a housing needs assessment, evaluate neighborhood conditions, evaluate affordability, and evaluate lifecycle and workforce housing needs. It will discuss the City's ongoing role in housing and will identify local and regional resources to accomplish housing objectives. 5.5 Chapter 5: Parks and Trails. City staff will update the Parks and Trails chapter to include the information contained in the Arden Hills Parks, Trails and Open Space Plan that was prepared by Ingraham & Associates in 2002. (Ingraham & Associates merged with HKGi in 2005). As appropriate, the Parks and Trails chapter may be further modified to reflect changes in the community since 2002 as well as those anticipated in the future. 5.6 Chapter 6: Protected Resources. Chapter 6 will be updated by City staff. HKGi will provide GIS mapping as needed to help facilitate the update. 5.7 Chapter 7: Transportation Plan. The transportation section of the Comprehensive Plan will be the responsibility of SEH. HKGi will coordinate land use information required for transportation modeling including TAZ data. In coordinating land use and transportation, HKGi will provide input on walkablity, connectivity, street widths, and the provision of sidewalks. 5.8 Chapter 8 Public Facilities and Services. The utility systems portion of Chapter 8 will be prepared by Roseville's engineering staff supplemented by other engineering consultants as required. The Public Buildings and Public Services portions of Chapter 8 will be completed by City staff. 5.9 Chapter 9: Implementation. HKGi will assume the lead role in the preparation of the Implementation chapter. Implementation actions will focus on those steps necessary to carry out the policy and land use directions established in the plan as well as the directions established in each of the Plan chapters. These will include identifying inconsistencies with zoning and subdivision ordinances, providing information for subsequently updating the capital improvement program, and other actions. The land use plan defines general land use patterns, development forms, infrastructure system improvements, and public objectives and policies. Community development planning involves more than simply land use. This section of the plan will identify key strategic initiatives that will help carry out the community Vision and build upon the directions and policy established in the land use plan. These initiatives will focus on economic development, redevelopment and revitalization and community image (gateways, streetscapes and signature development areas). 5.10 Meet with City staff and Other Project Consultants. During the preparation of the draft Plan chapters, HKGi, Roseville staff, SEH and City staff are expected to meet a number of times to coordinate work and conduct common revi,ews of materials (3 meetings). 5.11 Conduct Review of Plan Elements. Meet with the Planning Commission/City Council (3 meetings) to review the chapters of the Plan. 5.12 Conduct Community Workshop #3. The third Community Workshop will be held as an open house to present the plan to the community and to seek final input prior to the more formal review and adoption process. The Workshop will be organized and conducted by City staff. 5.13 Refine the Plan Chapters Based on the Results of Community Workshop #3 and Compile Final Plan Draft. Prepare the final draft of the Arden Hills Comprehensive Plan for formal review. Deliverables: Thefollowing deliverables will be part of Task 5. o Initial draft sections of the Comprehensive Plan noted above as HKGi responsibility. o Final Comprehensive Plan draft sections noted above as HKGi responsibility. o Summaries of meetings with City staff. Task 6 Seek Approvals and Finalize Plan The final task focuses on seeking approvals and finalizing the printed plan for submission to adjacent municipalities and the Metropolitan Council. Consistent with the Land Planning Act, adjacent units of government have up to six months to review the Arden Hills Comprehensive Plan draft and to provide the City with comments. Subtasks included in the approval process include: 6.1 Conduct Public Hearing. HKGi will assist staff in conducting a public hearing before the Arden Hills Planning Commission. 6.2 Refine the Plan. HKGi will prepare refinements to the plan based on the public hearing results for sections noted as HKGi responsibility. 6.3 Assist Staff in presenting plan to City Council. HKGi will assist staff with preparing materials and presenting the plan to the City Council for final approval. 6.4 Prepare final text and graphics. HKGI will prepare the final document incorporating final recommended changes. Deliverables: Thefollowing deliverables will be part of Task 6. o Text and graphics in electronic format (CD /DVD) for sections of the plan noted as HKGi responsibility. Staff Responsibilities: o Presentation of the Plan at review meetings as necessary o Review of draft plan, changes to staff prepared sections as appropriate. o Coordinating the modifications of utility and transportation sections of the plan by SEH and Roseville's engineering staff as appropriate. o Printing and distribution of the draft plan. o Printing and distribution of the final plan. o Submissions to adjacent units of government. o Submission to the Metropolitan Council. B. ADDITIONAL SERVICES The CONSULTANT and the CLIENT may agree in writing to amend this Contract for additional services related to the PROJECT and compensation City of Arden Hills Comprehensive Plan Update March ]9, 2007 Page 10 for such services. The following services have not been requested by the CLIENT but are available upon written authorization. 1. Meetings in addition to those specified in Paragraph A above. 2. Services or Deliverables not specifically identified in Paragraph A above. C. FEES FOR PROFESSIONAL SERVICES The CONSULTANT agrees to complete the scope of work contained in Paragraph A in exchange for professional fee compensation as noted below. The CLIENT agrees to pay the CONSULTANT for services rendered as follows: 1. For the CONSULTANT'S Basic Services described in Paragraph A above, a fee based on the CONSULTANT'S current hourly rate schedule (see Attachment A) not to exceed $36,900 [thirty six thousand and nine hundred dollars] including reimbursable expenses. 2. For the CONSULTANT'S Additional Services described in Paragraph B, a fee based on the CONSULTANT'S current hourly rate schedule plus incidental expenses or a negotiated fee. 3. Statements will be submitted to the CLIENT on a monthly basis as work is completed and shall be payable within 30 days in accordance with this Agreement. 4. The CONSULTANT reserves the right to suspend services if the CLIENT is delinquent in making payments in accordance with this Agreement. D. CLIENT'S RESPONSIBILITY The CLIENT shall be responsible for the following: 1. Assembly of background information including, but not limited to paper and/or digital copies of all former comprehensive plans, aerial photographs, base maps, inventory data, U.S. Census information, traffic and transportation information and available CAD mapping, limited to those that are reasonably available. 2. Mailing lists, printing, postage and the mailing of invitations for public meetings. 3. Arrangements for public meetings. City of Arden Hills Comprehensive Plan Update March 19. 2007 Pagell 4. Reproduction of all interim and final reports for distribution as deemed necessary. E. INSURANCE CONSULTANT shall maintain insurance as follows at all times during the term of this Agreement: Statutory workers compensation and employers' liability insurance coverage. Comprehensive general liability insurance coverage and automobile liability insurance coverage in the sum of not less than $1,000,000 per policy. F. COMPLETION SCHEDULE The services of the CONSULTANT will begin upon CLIENT approval and will, absent of causes beyond the control of the CONSULTANT, be completed within 12 months from notice-to-proceed date. At the beginning ofthe PROJECT, the CONSULTANT will prepare an overall PROJECT schedule identifying meetings, task completion dates, etc. The CONSULTANT will continually update the PROJECT schedule throughout the course of the work G. NONDISCRIMINATION The CONSULTANT agrees not to discriminate by reason of age, race, religion, color, sex, national origin, or handicap unrelated to the duties of a position, of applicants for employment or employees as to terms of employment, promotion, demotion or transfer, recruitment, layoff or termination, compensation, selection for training, or participation in recreational and educational activities. H. EOUAL OPPORTUNITY During the performance of this Contract, the CONSULTANT, in compliance with Executive Order 11246, as amended by Executive Order 11375 and Department of Labor regulations 41 CFR Part 60, shall not discriminate against any employee or applicant for employment because of race, color, religion, sex or national origin. The CONSULTANT shall take affirmative action to insure that applicants for employment are employed, and that employees are treated during employment, without regard to their race, color, religion, sex or national origin. Such action shall include, but not be limited to, the following: employment, upgrading, demotion, transfer; recruitment or recruitment advertising; layoff or termination, rates of payor other forms of compensation; and selection for training, including apprenticeship. The CONSULTANT shall state that all qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. The CONSULTANT shall incorporate the foregoing requirements of this paragraph in all of its subcontracts for program work, and will require all of its subcontractors for such work to incorporate such requirements in all subcontracts for program work. I. INDEMNIFICATION CLIENT agrees to indemnify, defend and hold CONSULTANT harmless from and against any and all claims, liabilities, suits, demands, losses, costs and expenses, including, but not limited to, reasonable attorneys' fees and all legal expenses and fees incurred through appeal, and all interest thereon, accruing or resulting to any and all persons, firms or any other legal entities on account of any damages or losses to property or persons, including injuries or death, or economic losses, arising out of the PROJECT and/or this Agreement, except that the CONSULTANT shall not be entitled to indemnification to the extent such damages or losses are found by a court or forum of competent jurisdiction to be caused by CONSULTANT's negligent errors or omissions. J. TERM. TERMINATION.SDCCESSORSAND/ORASSIGNS 1. The Term of this Agreement shall be concurrent with the work authorized and shall be in accordance with the schedule to be established between the CLIENT and the CONSULTANT. 2. Either party may terminate this Agreement by written notice to the other party at its address by certified mail at least ten (10) days prior to the date of termination. 3. Neither the CLIENT nor the CONSULTANT shall assign, sublet or transfer its interest in this Agreement without the written consent of the other. 4. The time schedule shall not apply and/or time extensions will be allowed for any circumstances beyond the control of the CONSULTANT. 5. This Agreement shall be governed by all applicable laws. 6. Upon termination, Consultant shall be entitled to fees earned through the effective date of termination. K. DISPUTES Cih} of Arden Hills Comprehensive Plan Update March 19,2007 Page 13 In the event the CLIENT and CONSULTANT are unable to reach agreement under the terms of this contract, disputes shall be resolved using alternative dispute resolution (ADR). L. REVOCATION If this agreement is not signed and accepted by both parties within 90 days of the contract date, it shall become null and void.
