TRANSPORTATION WORK SESSION
MARCH 14, 2007; 6:30 P.M.
ARDEN HILLS CITY COUNCIL CHAMBERS
CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor Stan Harpstead called to order the work
session at 6:30 p.m.
Present:
Mayor Stan Harpstead, Councihnembers David Grant, Brenda Holden, Fran
Holmes and David McClung.
Absent:
None
Also present were City Planner, James Lehnhoff; Civil Engineer, Kristine Giga; SEH
Representatives Mark Benson, and Jaimie Sloboden; and HKGi Representative Jeff
McMenimen.
Mr. Benson stated that there were two main points for the work session.
I. To make sure the city wide transportation issues were identified which would allow,
separately through the comprehensive planning process, for the broader city wide
transportation issues to be addressed.
2. To focus on the Highway 10 and CSAH 96 area. There seemed to be a conflict in this
area between some city wide issues and the needs of TCAAP.
Citv- Wide Transportation Issnes
There was a brainstorming session in which Councilmembers were asked to identifY City-wide
transportation issues.
1. The desire to have Trunk Highway 10 and CSAH 96 reflect a neighborhood
intersection.
. Primarily CSAH 96 to serve as "Local"
2. The high volume of traffic on Hamline Avenue makes turning movements on and off
Harnline difficult between Interstate-694 to CSAH 96.
3. Cleveland Avenue is overused as a reliever to Interstate-35W.
. The area of high use is from County Road E2 to County Road D.

4. County Road F between Lexington Avenue and Hamline Avenue
. Inadequate due to current traffic, worse due to future traffic
5. Snelling Avenue at County Road E is confusing/congested daily.
6. County Road E at Old Highway 10 is congested during the peak periods.
7. The condition of the County Road E Bridge over Snelling Avenue.
. Gateway intersection to City
8. Pedestrian issues from Bethel University across Snelling Avenue
9. The lack of north-south roadway continuity in the City.
10. Round Lake Road dead ends at Interstate-694
. Needs connectivity to North Snelling Avenue
. Development pressure
. Congestion issues at the intersection of CSAH 96.
11. County Road D - 5 legged intersection with Fairview and New Brighton Road
12. Lexington Avenue railroad crossing at County Road E2 backs up traffic.
. The lack of a pedestrian crossing on the Arden Hills side.
13. Trunk Highway 10/CSAH 96 - Access mobility to both downtowns is an advantage for
the City.
14. Interstate-694
. No expansion at Lexington A venue intersection is planned.
. No Pedestrian crossing East of Hamline Avenue
15. Red Fox Road/Grey Fox Road is a "land locked" parcel
. There is no access from County Road E to Grey Fox Road.
. The area is isolated. Improved vitality could be attained with improved
transportation.
16. The only access to Keithson Avenue is from CSAH 96. Due to poor visibility, there is
difficulty getting onto CSAH 96.
17. Access for non-signalized streets is becoming difficult on CSAH 96.
18. There is poor striping on Old Highway 10 from County Road E2 to County Road F.
19. It is imperative to maintain a full interchange at Interstate-35W/CSAH 96.
. Improvements will be required to meet future needs.
20. There is school congestion on Valentine Lake Road.
. High school parking causes kids to park off-site
21. Lexington Avenue, south of CSAH 96, is difficult for the neighborhood to access.
22. There are speed limit issues on New Brighton Road and Lake Johanna Boulevard
(enforcement issue - not transportation).
23. Are there future plans to convert Lexington Avenue to a four-lane street into Roseville?

24. It is not desired to create a linkage between Round Lake Boulevard and the City of New
Brighton over Interstate-35W.
25. Trails
. Current East-West mobility is pretty good
. Access to High School only from New Brighton
. Need north-south trail across Interstate-694 - near Harnline Avenue-
CSAH 96/TH 10 Issues/Needs/Desires
Councilmembers were asked to identifY issues, needs and desires for the CSAH 96 and Trunk
Highway 10 intersection.
Environmental Concerns
. Must avoid impacting the lake and groundwater
. Minimize highway noise
Access
. Access between CSAH 96 and Interstate-35W is important - uses US Highway 10
. Access to Mounds View High School is forced to use the Old Highway 10/CSAH 96
intersection.
. Want local access
. Access to US Highway 10 businesses on south side of US Highway 10
. TCAAP needs US Highway 10 access which would force a US Highway 10/CSAH 96
grade separation.
Mobility
. Allow for pedestrian mobility along CSAH 96
. The Old Highway 10 access on CSAH 96creates a difficult intersection.
o Goal/Objective: Minimize disruption
o Goal/Objective: Reduce regional traffic on local system
Community Concerns
. The impact to the manufactured home community - Although it might be a reality at
some point in the future, the City does not want to push the manufactured home
community residents out of their homes.
. Limit retaining walls along residential areas.
o Goal/Objective: Improve the vitality of Arden Hills
Mr. Benson stated that Ramsey County held a public hearing in 1995-1996 for the more recent
changes to the US Highway 10/CSAH 96 area. Mayor Harpstead asked that staff or the consultants
obtain a copy of that public hearing report.

The City will hold a public hearing meeting and get information to City staff. After obtaining
public input from the hearing, the next step would be to provide public input and recommended
suggestions to the County.
