TO: Mayor and City Council FROM: Michelle Wolfe, City Administrator SUBJECT: Approval of Resolution No. 07-61, Supporting a Concept Plan for the State Highway 10 and County Highway 96 hnprovement Project BACKGROUND There have been discussions for several years regarding improvements to the intersection of Highways 10 and 96. Ramsey County has been constructing improvements to Highway 96, moving west from White Bear Lake, since the mid-1990's. The last segment of the improvements stalled partly due to the City of Arden Hills' reluctance to select a preferred design option, largely because the City wanted to know more about the future redevelopment of the TCAAP property. The City of Arden Hills is currently conducting a Master Planning process for TCAAP redevelopment. The planning process has led to a re-opening of discussions regarding Highways 10 and 96. These improvements are related to the successful redevelopment of the TCAAP property. DISCUSSION Below is a brief summary of 2007 discussions to-date regarding the State Highway 10 and County Highway 96 hnprovement proj ect: . Engineering Consultants SEH met with the City Council in March to gain an understanding of the Council's goals and priorities relating to the intersection improvements, and well as to brainstorm with the Council regarding city-wide transportation issues; . SEH developed several concepts that were presented to Council; some were considered "viable" and others "non-viable" (though not unanimous); . Background information and multiple concepts were presented at a public open house March 29; community feedback was received at the meeting and following the meeting; results were compiled and shared with Council; . Council held additional work sessions in April and May to continue discussing the project, and requested the development of another concept option; one of the primary goals of the new concept was to limit as much as possible impacts on the "triangle" bordered by Highway 10, Highway 96, and I-35W (including several single family homes, the Arden Manor development, and a few businesses.) . The Mayor and City Councilmember Holden attended a meeting with MnDOT to explore the possibility of Highway 10 being downgraded to a local road, without connection to 1- 694 and I-35W; . The new concept for Highway 10 and 96, along with a proposed Resolution, were discussed at a May 14 work session; Council requested additional changes to the concept; Council also requested changes to the proposed Resolution in support of the project; . Council received a letter from MnDOT Area Manager Chris Roy, explaining the MnDOT position that Trunk Highway 10 remain a connector between 1-694 and I-35W; . SEH made requested changes to the concept; drafts were forwarded to Council May 21. City staff met with representatives of Scherer Brothers and reviewed the most recent concept plan. They seemed comfortable with the access provided to their business. We also shared the concept with representatives of All Parks Alliance for Change (AP AC), in our on-going efforts to share information with the Arden Manor community. The goal of the May 29 agenda item discussion is to determine whether Council approves a Resolution in support of a preferred concept for the Highway 10 and 96 improvement project. If Council formally approves a preferred concept, it would allow the State, County, RRLD, and consultants to begin pre-design engineering for the project. The developer, RRLD, is willing to fund the pre-design engineering costs if the City approves an amendment to the Preliminary Development Agreement and a Resolution regarding reimbursement of funds, similar to the steps the Council took in relation to the County Road H interchange improvement project. Those items follow this item on the May 29 agenda; if the Council does not approve a preferred concept, then those two agenda items would likely be tabled. There are several reasons why the request for support of a preferred concept is important at this time: . The project has been discussed for many years and would allow Ramsey County to complete additional Highway 96 improvements that have been progressing for many years; . Safety concerns would be addressed with the construction of a grade-separated interchange at the intersection ofthe two highways; . Uncertainty has been difficult for the homeowners and businesses in the area; selection of a preferred concept will decrease uncertainty of the impacts of the proj ects, allowing pre- design to proceed which will further illustrate the impacts; . Pursuit of funding is difficult if not impossible without a preferred plan as the basis for estimated project costs; (for example, the application for bonding bill requires a cost estimate) ; . These improvements are critical to traffic management for the TCAAP project, supporting the proposed redevelopment of the project, and limiting increased traffic impacts on our local roads. ACTION REQUESTED Motion to Approve Resolution No. 07-61 Supportiug a Concept Plan for the State Highway 10 and County Highway 96 Improvement Project. Attachments MW \\metro-inet\ardenhills\Admin\City Administrator\Memo\2007\5-29-07 Highway 10 & 96 Preferred Concept.doc ~ ~HlLLS CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION NO. 07-61 RESOLUTION SUPPORTING A CONCEPT PLAN FOR STATE HIGHWAY 10 AND COUNTY ROAD 96 IMPROVEMENT WHEREAS, the City of Arden Hills and the Ramsey County have had discussions over the past decade about a significant intersection within Arden Hills between C.R. 96 and T.H. 10; and WHEREAS, the traffic volumes at C.R. 96 and T.H. 10 Intersection have led to a low Level of Service rating and a rank of 41 on MnDOT' s Top 200 Highest Crash Intersections in the State; and WHEREAS, the MnDOT has recently reinforced that the T .H. 10 diagonal between 1-694 and 1-35W is vital to the regional transportation system and "needs to remain"; and WHEREAS, Arden Hills wants to minimize the impact on the manufactured home community and the residents that reside in the "triangle" formed by C.R. 96, T.H. 10 and 1-35W; maintain access for the residents and businesses that reside in this triangle; and establish a major access connection into the TCAAP property from T.H. 10. NOW, THEREFORE BE IT RESOLVED, the City of Arden Hills, contingent upon development of preliminary and final designs that embody the referenced "concept plan" and a financing plan that identifies the funding required for the completion of this intersection that: . T.H. 10 shall maintain its current status as a major arterial connection between 1- 694 and 1-35W, and . A new frontage road be established on the western side ofT.H. 10 connecting on the northern end to the business property on the tip of the "triangle" and on the southern end through a signalized intersection to "Old Highway 10"; a new intersection be created providing access from the TCAAP property (TCAAP access) and a grade separated intersection be created at T.H. 10 and C.R. as described in the attached "concept plan" named TH 10lCR 96 Interchange Concept dated May 14, 2007.
