TO: Mayor and City Council FROM: Michelle Wolfe, City Administrator SUBJECT: Approval of Resolution No. 07-60 in Support of an Application for the Governor's 2008 Bonding Bill for the County Road H and Highway 10/96 Projects BACKGROUND On May 14, the City Council approved a Motion of Support for State Legislative Representatives to Submit Legislation Supporting 2008 Funding for Transportation Projects (County Road H Interchange and Highways 10 and 96 Interchange). State Senator Satveer Chaudhary and State Representative Kate Knuth are chief authors of these bills, and they submitted the bills last week. The language in the bills is as follows: HF2507/SF2309 would appropriate the funds from state bond proceeds: $34,000,000 is appropriated from bond proceeds to the City of Arden Hills for acquisition of right-of-way, predesign, design, and construction of public improvements for the County Road Hand I-35W interchange and/or for the County Road 96 and State Highway 10 interchange. HF2508/SF2310 would appropriate the funds from the sate general fund: $34,000,000 is appropriated from the general fund to the City of Arden Hills for acquisition of right-of-way, predesign, design, and construction of public improvements for the County Road Hand I-35W interchange and/or for the County Road 96 and State Highway 10 interchange. The request for $34,000,000 is based on an estimated $4,000,000 for County Road H matching funds, and $30,000,000 for the Highway 10 and 96 project. If after further design work is completed project costs are determined to be less than the requested funds, we can reduce our request at a later date. The City has been working with the developer (RRLD) and consultants to identify funding options for these projects. The law firm of McGrann, Shea, Anderson, Carnival, Straughn & Lamb, Chartered, has been working with the City and RRLD on legislative strategies. Two identified State funding sources are bond proceeds and state general fund (cash). The first step in trying to secure funds from these sources was introduction of the referenced bills. The general purpose of those bills is to "introduce" the projects and prepare for submission of more specific funding legislation next year and application for inclusion in the Governor's 2008 bonding bill. DISCUSSION The application for the Governor's 2008 Bonding Bill is due June 25. One of the project evaluation criteria is that the governing bodies of those political subdivisions primarily benefiting from the project have passed resolutions in support of the project. Staff is requesting that Council adopt the attached resolution in support of the project, and authorize staff to submit an application for the Governor's bonding bill prior to the June 25 deadline. The City of Mounds View and Ramsey County will be considering similar resolutions of support at meetings in early June. Attachments MW \\metro-inet\ardenhills\Admin\City Administrator\Memo\2007\5-29-07 Memo RE governor's bonding bil1.doc CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION NO. 07-60 RESOLUTION SUPPORTING AN APPLICATION FOR THE GOVERNOR'S 2008 BONDING BILL TOWARDS THE HIGHWAY 96, HIGHWAY 10 AND COUNTY ROAD H INTERCHANGE PROJECTS WHEREAS, as part of the potential redevelopment of the Twin Cities Army Ammunition Plant ("TCAAP") site in the City, the City anticipates the possible need for certain improvements to the interchange of County Highway 96 and U.S. Highway 10 and the interchange of County Road Hand I-35W (the "Interchange Projects"); and WHEREAS, the Interchange Projects are transportation infrastructure of regional significance; and WHEREAS, the City intends to seek funds from the State of Minnesota through a grant of proceeds from State general obligation bonds in the 2008 legislative session; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arden Hills as follows: 1. The hereby declares its intention to proceed with the Interchange Projects and supports State legislation that provides a grant of funds from State general obligation bonds for the Interchange Projects. 2. City staff, consultants and the Mayor and City Administrator are authorized and directed to take all actions and execute any documents necessary to carry out the intent of this resolution.
